    Streamlining governmental processes by putting citizens in control of their personal data

    Governments typically store large amounts of personal information on their citizens, such as a home address, marital status, and occupation, to offer public services. Because governments consist of various governmental agencies, multiple copies of this data often exist. This raises concerns regarding data consistency, privacy, and access control, especially under recent legal frameworks such as GDPR. To solve these problems, and to give citizens true control over their data, we explore an approach using the decentralised Solid ecosystem, which enables citizens to maintain their data in personal data pods. We have applied this approach to two high-impact use cases, where citizen information is stored in personal data pods, and both public and private organisations are selectively granted access. Our findings indicate that Solid allows reshaping the relationship between citizens, their personal data, and the applications they use in the public and private sector. We strongly believe that the insights from this Flemish Solid Pilot can speed up the process for public administrations and private organisations that want to put the users in control of their data

    Initiating organizational memories using ontology network analysis

    One of the important problems in organizational memories is their initial set-up. It is difficult to choose the right information to include in an organizational memory, and the right information is also a prerequisite for maximizing the uptake and relevance of the memory content. To tackle this problem, most developers adopt heavy-weight solutions and rely on a faithful continuous interaction with users to create and improve its content. In this paper, we explore the use of an automatic, light-weight solution, drawn from the underlying ingredients of an organizational memory: ontologies. We have developed an ontology-based network analysis method which we applied to tackle the problem of identifying communities of practice in an organization.     Better by design: Business preferences for environmental regulatory reform

    We present the preferences for environmental regulatory reform expressed by 30 UK businesses and industry bodies from 5 sectors. While five strongly preferred voluntary regulation, seven expressed doubts about its effectiveness, and 18 expressed no general preference between instrument types. Voluntary approaches were valued for flexibility and lower burdens, but direct regulation offered stability and a level playing field. Respondents sought regulatory frameworks that: are coherent; balance clarity, prescription and flexibility; are enabled by positive regulatory relationships; administratively efficient; targeted according to risk magnitude and character; evidence-based and that deliver long-term market stability for regulatees. Anticipated differences in performance between types of instrument can be undermined by poor implementation. Results underline the need for policy makers and regulators to tailor an effective mix of instruments for a given sector, and to overcome analytical, institutional and political barriers to greater coherence, to better coordinate existing instruments and tackle new environmental challenges as they emerge

    Sensory Measurements: Coordination and Standardization

    Do sensory measurements deserve the label of “measurement”? We argue that they do. They fit with an epistemological view of measurement held in current philosophy of science, and they face the same kinds of epistemological challenges as physical measurements do: the problem of coordination and the problem of standardization. These problems are addressed through the process of “epistemic iteration,” for all measurements. We also argue for distinguishing the problem of standardization from the problem of coordination. To exemplify our claims, we draw on olfactory performance tests, especially studies linking olfactory decline to neurodegenerative disorders

    Awakening the Sleeping Giant? The Euro Crisis and EU Issue Voting in Germany

    This article examines the alterations in the forms of electoral contestation that occurred in Germany due to the Euro Crisis. The Great Recession has probably set in motion new windows of opportunity to awake the Sleeping Giant of European integration. Indeed, by increasing their entrepreneurial efforts on the EU issues, the German parties may have rendered this conflict more contentious, changing electoral behavior. To understand the nexus between the Euro Crisis and European integration politicization, this article analyzes the variations of the EU issue entrepreneurship achieved by the German parties between 2010 and 2014. Moreover, this work presents voting models, testing the fluctuations in the levels of EU issue voting. This two-step empirical research seeks to identify whether the Euro Crisis generated new entrepreneurial strategies, realigning the voters along the Pro-/-Anti-European issue dimension in Germany

    Aid for trade and the political economy of trade liberalization

    The Aid for Trade (AfT) initiative has gained much popularity since its launch at the World Trade Organization's Ministerial Conference in 2005, and there are ongoing discussions on its effectiveness and potential to improve the integration of developing countries into the world economy. This paper contributes to the debate by analyzing AfT in a political economy context. We find that the delivery of AfT is a precondition for trade reform in developing countries, as well as for trade liberalization and trade-enhancing rule-making in regional and international forums.     Requirements and Tools for Variability Management

    Explicit and software-supported Business Process Management has become the core infrastructure of any medium and large organization that has a need to be efficient and effective. The number of processes of a single organization can be very high, furthermore, they might be very similar, be in need of momentary change, or evolve frequently. If the ad-hoc adaptation and customization of processes is currently the dominant way, it clearly is not the best. In fact, providing tools for supporting the explicit management of variation in processes (due to customization or evolution needs) has a profound impact on the overall life-cycle of processes in organizations. Additionally, with the increasing adoption of Service-Oriented Architectures, the infrastructure to support automatic reconfiguration and adaptation of business process is solid. In this paper, after defining variability in business process management, we consider the requirements for explicit variation handling for (service based) business process systems. eGovernment serves as an illustrative example of reuse. In this case study, all local municipalities need to implement the same general legal process while adapting it to the local business practices and IT infrastructure needs. Finally, an evaluation of existing tools for explicit variability management is provided with respect to the requirements identified.
