    A contribution to consensus modeling in decision-making by means of linguistic assessments

    Decision-making is an active field of research. Specifically, in recent times, a lot of contributions have been presented on decision-making under linguistic assessments. To tackle this kind of processes, hesitant fuzzy linguistic term sets have been introduced to grasp the uncertainty inherent in human reasoning when expressing preferences. This thesis introduces an extension of the set of hesitant fuzzy linguistic term sets to capture differences between non-compatible assessments. Based on this extension, a distance between linguistic assessments is defined to quantify differences between several opinions. This distance is used in turn to present a representative opinion from a group in a decision-making process. In addition, different consensus measures are introduced to determine the level of agreement or disagreement within a decision-making group and are used to define a decision maker’s profile to keep track of their dissension with respect to the group as well as their level of hesitancy. Furthermore, with the aim of allowing decision makers to choose the linguistic terms that they feel more comfortable with, the concept of free double hierarchy hesitant fuzzy linguistic term set is developed in this thesis. Finally, a new approach of the TOPSIS methodology for processes in which the assessments are given by means of free double hierarchy hesitant fuzzy information is presented to rank alternatives under these circumstances.Postprint (published version

    Understanding location decisions of energy multinational enterprises within the European smart cities’ context: An integrated AHP and extended fuzzy linguistic TOPSIS method

    Becoming a smart city is one of the top priorities in the urban agenda of many European cities. Among the various strategies in the transition path, local governments seek to bring innovation to their cities by encouraging multinational enterprises to deploy their green energy services and products in their municipalities. Knowing how to attract these enterprises implies that political leaders understand the multi-criteria decision problem that the energy sector enterprises face when deciding whether to expand to one city or another. To this end, the purpose of this study is to design a new manageable and controllable framework oriented to European cities’ public managers, based on the assessment of criteria and sub-criteria governing the strategic location decision made by these enterprises. A decision support framework is developed based on the AHP technique combined with an extended version of the hesitant fuzzy linguistic TOPSIS method. The main results indicate the higher relative importance of government policies, such as degree of transparency or bureaucracy level, as compared to market conditions or economic aspects of the city’s host country. These results can be great assets to current European leaders, they show the feasibility of the method and open up the possibility to replicate the proposed framework to other sectors or geographical areas.The authors acknowledge the support from the European Union “Horizon 2020 Research and Innovation Programme” under the grant agreements No 731297.     A probabilistic linguistic thermodynamic method based on the water-filling algorithm and regret theory for emergency decision making

    Since thermodynamics can describe the energy of matter and its form of storage or transformation in the system, it is introduced to resolve the uncertain decision-making problems. The paper proposes the thermodynamic decision-making method which considers both the quantity and quality of the probabilistic linguistic decision information. The analogies for thermodynamical indicators: energy, exergy and entropy are developed under the probabilistic linguistic circumstance. The probabilistic linguistic thermodynamic method combines the regret theory which captures decision makers’ regret-aversion and the objective weight of criterion obtained by the water-filling algorithm. The proposed method is applied to select the optimal solution to respond to the floods in Chongqing, China. The self-comparison is conducted to verify the effectiveness of the objective weight obtained by the water-filling algorithm and regret theory in the probabilistic linguistic thermodynamic method. The reliability and feasibility of the proposed method are verified by comparative analysis with other decision-making methods by some simulation experiments and non-parametric tests

Dual hesitant fuzzy sets (DHFSs) are useful models for exactly expressing the membership degree of both supporting and opposing information in decision making. However, the application of DHFSs requires an improved distance measure.     Underground Mining Method Selection With the Hesitant Fuzzy Linguistic Gained and Lost Dominance Score Method

    Underground mining method selection is a critical decision problem for available underground ore deposits in exploitation design. As many comprehensive factors, such as physical parameters, economic benefits, and environmental effects, are claimed to be established and a group of experts are involved in the issue, the underground mining method selection is deemed as a multiple experts multiple criteria decision making problem. Classical mining method assessment exists some gaps due to the way of representing opinions. To address this matter, a hesitant fuzzy linguistic gained and lost dominance score method is investigated in this paper. To enhance the flexibility and gain more information, mining planning engineers are allowed to convey their knowledge using hesitant fuzzy linguistic term sets in the underground mining method selection process. A novel score function of hesitant fuzzy linguistic term set is introduced to compare any hesitant fuzzy linguistic term sets. Then, based on the score function, a weight determining function is proposed to calculate the weights of criteria, which can magnify the ‘‘importance’’ and ‘‘unimportance’’ of criteria. To select the mining method, the hesitant fuzzy linguistic gained and dominance score method is developed. A case study concerning selecting a extraction method for a real mine in Yunnan province of China is presented to illustrate the applicability of the proposed method.     Interval type-2 hesitant fuzzy set method for improving the service quality of domestic airlines in Turkey

    This study investigates the level of service quality of domestic airlines in Turkey travelling between Istanbul and London and compares those airline companies according to a set of predetermined criteria. A practical multi-criteria decision making approach combining hesitant and interval type 2 fuzzy sets is adopted and proposed for assessing the service quality of airline companies. The main finding of this study is that passengers care for service prioritization and personalization for a better flight experience and important differences occur in the service quality among the airline companies. Hence, handling of customer complaints, flight problems and individual attention could provide better insights for improving the service quality
