    Transformation of entrepreneurial leadership in the 21st century: prospects for the future

    The 21st century imposed many challenges on mankind, among them there is a very important problem of entrepreneurial leadership transformation. Entrepreneurship gradual modification under the pressure of factors of innovation, informatization of the environment and the need for socialization of the relations between businessmen and society has led to the need of new understanding of leadership positions. The purpose of this scientific research is to substantiate the style of entrepreneurial leadership, which will become dominant in the 21st century. Analyzing and systematizing the scientific works of many modern scholars by the methods of theoretical synthesis, analysis and synthesis, we have solved the problems of entrepreneurial leadership transformation. The use of the historical and logical method has revealed the relationship between the entrepreneurial leadership development and entrepreneurial types. The study found that the global business environment requires new leaders, whose key competences will meet the needs of society, educational space, ethical requirements, etc. Studying the similarities and differences of various leadership styles has become the basis for the allocation of a new style – the leadership of conscious influence, the main characteristics of which are given in this research. In order to achieve the goals, set by the leader-entrepreneur, it is proposed to systematize the leadership opportunities on tactical and strategic, the factors of influence on their realization in the future are generalized. By the method of scientific and theoretical prediction the portrait of an entrepreneur in a global perspective has been formed. Prospects for further research in this area are the development of a methodology for evaluating the effectiveness of business leaders' actions and systematization of ways to increase their effectiveness in the future

    Education and Training Needs in the Field of Local Development in the Lower Danube Macro Region

    The present paper is the result of an effort made by the authors to explore the needs of education and training in the field of local development, according to the situation in Romanian and Bulgarian Danube bordering regions, aiming at designing joint projects to address such needs between the universities to which authors are affiliated. Local development is here understood as a deliberately induced process of improving the welfare of local communities, which should be democratic, inclusive and sustainable, in particular with regard to creating competitive local economies, stimulating economic growth and ensuring better living conditions for the inhabitants. Local development is an important part of a governance process which involves complex interactions at various territorially defined levels: local, regional, national, cross-national, international. In the case of the regions considered in the present paper a historical opportunity is provided for them by the so called European Union Strategy for the Danube Region. In order to fully exploit this opportunity, the capacity to address local development issues should be strengthened in both countries, especially by well designed education and training programmes. This is why local development was considered a priority topic for the cooperation between the two universities. In the same framework, taking into consideration the challenges which are specific to the Lower Danube Region, other topics of interest were considered: logistics, tourism, consumer affairs or rural development. The authors of the present paper had to avoid overlapping with the work of the other teams. In particular, there are many common points between local development and rural development, because in both countries the regions on the border of Danube are predominately rural and significantly dependent on agriculture. Therefore, here, the needs for education and training are defined in strict correlation with the required capacity for understanding the development process and its priorities, designing, planning, implementing and assessing development policies with a favourable local impact in a regional context. The paper presents as in a mirror the Romanian and the Bulgarian points of view. The two perspectives are quite different but complementary. Briefly said, while the Romanian approach is bottom-up, with a focus on the local capacity to take initiatives that will contribute at shaping the regional development process, the Bulgarian one considers first the priorities of the region, in order to define the capacities required for a proper response at AE Education and Training Needs in the Field of Local Development in the Lower Danube Macro Region local level. Both perspectives are valid, and it should not be any contradiction between them. This is why we consider they are complementary. The studies rely on documentary research and secondary analysis of data in order to assess the capacity gap in addressing local development issues, and to identify education and training needs in economics and business matters related to local development. They discuss the rationale of cooperation between universities from Bulgaria and Romania in responding to such needs, and, finally they propose an inventory of joint initiatives in this respect. The paper emphasizes the factors which explain the reasons why cooperation between universities in raising the expertise in local development maters on both sides of Lower Danube is required and desirable, such as the vicinity, the common opportunities and responsibilities related to having Danube as a common asset, the similarities in development patterns, the common challenge of European integration, use of EU support and better exploitation of the Internal Market, the need to speed up the modernisation process and to achieve some economies of scope and scale. Among other proposals, authors propose the establishment of a university hub to coordinate networking among higher education institutions from Bulgaria, Romania and other countries of the Danube Macro-region in the field of local and regional development related research, education and training and a joint master program in local development.local development; education and training; Danube Region, cross-border cooperation; macro-regional strategy

    Management of teacher scientific-methodical work in vocational educational institutions on the basis of project-target approach

    The relevance of the subject under analysis is determined by the lack of theoretical development of the problem of management of teacher scientific-methodical work in vocational educational institutions based upon innovative approaches in the framework of project paradigm. The purpose of the article is to develop and test a science-based structural-functional model of management of teacher scientific-methodical work on the basis of project-target approach. The primary method of study is modeling, which allows to consider the problem as a process of purposeful obtaining skills by teachers of secondary vocational educational institutions to conduct scientific-methodical work on the basis of project-target approach. The article presents a structural-functional model of management of teacher scientific-methodical work. The model comprises a series of components: target, methodological, content, organizational and procedural, evaluation-resultative. The article also suggests a complex of organizational-pedagogical conditions for management of teacher scientific-methodical work on the basis of project-target approach: developing and organizing a management system of teacher scientific-methodical work; building a purposeful teachers’ motivation for scientific-methodical work in the context of changing socio-economic conditions; organizing a system of teachers’ professional development in the field of scientific-methodical work on the basis of project-target approach. The content of the article can be used by Heads of vocational educational organizations, Deputy heads who control methodical work in educational organizations, heads of teacher training programs, as well as college and university teachers in their training students of higher and secondary vocational education. © 2016 Shakuto, Dorozhkin and Kozlova

    The article highlights challenges that face the tourism industry due to the COVID-19 pandemic. The analytical reports identified key negative trends and the impact of the tourism industry on socio-economic development indicators. The analysis of the historical facts of the development of crisis phenomena in the tourism sector provided an opportunity to state the fact of cyclical formation on the basis of biological threats in different regions of the world. In the context of this study, the main problems ofthe development of the tourism industry of Ukraine against the background of the pandemic and economic crisis are highlighted. Roadmap for overcoming the crisis presents innovative tools based on cognitive technologies such as neuromarketing, mobile marketing, blog marketing, event marketing, branding, as well as diversification of tourism entities, proposed to support small and medium-sized businesses operating in the tourism sector that have suffered the most from coronavirus measures. This article summarizes and analyses the successful examples of implementation of these tools for tourism enterprises in Ukraine and the world. It is concluded that the main condition to overcome the crisis, to develop successful tourism destinations, and to create sustainable development is the collaboration between businesses, community, and policymakers
