    Physical Security Barrier Selection: A Decision Support Analysis

    Physical security controls aim to reduce risk through their ability to systematically deter, or detect, delay and respond against deviant acts within a risk context. Holistically the aim is to increase the difficulty and risks while reducing the rewards associated with an act of deviance as captured in Clarke’s Situational Crime Prevention (SCP) framework. The efficacious implementation of such controls commensurate with the risk context requires a considered undertaking referred as informed decision‐making. Informed decision‐making is effective when a suitable choice is made accordant with base rate data that achieves its defined objectives within costs versus benefits framework. The study examined the feasibility of developing a decision support tool to enhance the selection of a suitable barrier fence system, in‐line with defence in depth to increase the efforts and risks, and reduce the rewards associated with unlawful access. The study found that a decision support tool can be developed comprising of the various contextual inputs and their relationships in achieving a contextually suitable barrier fence system, as a result enhancing the selection of situational crime prevention elements

    Toolkit on tackling error, fraud and corruption in social protection programs

    This toolkit is intended to provide a concise but thorough resource for social protection practitioners on how to minimize error, fraud and corruption in their program(s). It is organized in five sections. The first section introduces the topic, by clarifying the key concepts and spelling out the rationale for this activity. The second section provides a generic framework for combating error, fraud, and corruption (EFC), developed around four building blocks of prevention; detection; deterrence; and measurement. The third section reviews the instruments, tools and mechanisms used to combat EFC in social protection programs, structured by strategic actions (prevention; detection; deterrence), by level of government and over time (how these tools and instruments can be developed over time). Section four includes generic terms of reference for the assessment of the mechanisms for combating EFC in social protection programs.     Department of Homeland Security Science and Technology Directorate: Developing Technology to Protect America

    In response to a congressional mandate and in consultation with Department of Homeland Security's (DHS) Science and Technology Directorate (S&T), the National Academy conducted a review of S&T's effectiveness and efficiency in addressing homeland security needs. This review included a particular focus that identified any unnecessary duplication of effort, and opportunity costs arising from an emphasis on homeland security-related research. Under the direction of the National Academy Panel, the study team reviewed a wide variety of documents related to S&T and homeland security-related research in general. The team also conducted interviews with more than 200 individuals, including S&T officials and staff, officials from other DHS component agencies, other federal agencies engaged in homeland security-related research, and experts from outside government in science policy, homeland security-related research and other scientific fields.Key FindingsThe results of this effort indicated that S&T faces a significant challenge in marshaling the resources of multiple federal agencies to work together to develop a homeland security-related strategic plan for all agencies. Yet the importance of this role should not be underestimated. The very process of working across agencies to develop and align the federal homeland security research enterprise around a forward-focused plan is critical to ensuring that future efforts support a common vision and goals, and that the metrics by which to measure national progress, and make changes as needed, are in place

    Exploring the evidence base for national and regional policy interventions to combat resistance

    The effectiveness of existing policies to control antimicrobial resistance is not yet fully understood. A strengthened evidence base is needed to inform effective policy interventions across countries with different income levels and the human health and animal sectors. We examine three policy domains—responsible use, surveillance, and infection prevention and control—and consider which will be the most effective at national and regional levels. Many complexities exist in the implementation of such policies across sectors and in varying political and regulatory environments. Therefore, we make recommendations for policy action, calling for comprehensive policy assessments, using standardised frameworks, of cost-effectiveness and generalisability. Such assessments are especially important in low-income and middle-income countries, and in the animal and environmental sectors. We also advocate a One Health approach that will enable the development of sensitive policies, accommodating the needs of each sector involved, and addressing concerns of specific countries and regions
