    Foundation Focus: Sustainable Work: Toward Better and Longer Working Lives

    The ageing of European society is leading to a situation where, at current employment levels, supporting the retired population will become increasingly unaffordable. The proposed solution can be summed up simply: bring more of the working age population into work and extend everyone’s working life. Achieving these objectives presents a significant challenge, however. People stay out of the workforce or leave it for many reasons, and the nature of work itself is often the core of the problem: it does not adapt to the different needs of different people; it does not adjust in step with the ageing of workers; it does not motivate them to stay on. Work may even damage the health of workers, forcing them out of the workforce. This issue of Foundation Focus looks at the different aspects of both life and work that influence a worker’s ability and availability to work over the course of their lives

    Modernisation and the dynamics of welfare governance

    The modernisation of welfare states is high on the agenda of many European nations. The so-called "anglo-saxon" model plays an important, but contradictory, symbolic role, as both a template for reform and as a symbol of the problems of neo-liberal governance. Rather than viewing the UK as an exemplar of neo liberalism, this paper highlights the unstable mix of governance styles at stake in welfare reform. It highlights current trends in the attempt to remake relationships between government and people around new conceptions of citizenship and community and the fostering of new aspirations and opportunities. It then explores the implications for issues of governance around the themes of welfare, work and citizenship. Finally the paper identifies some problems inherent in new discourses of the social - including social inclusion and social investment - that are at the core of welfare state modernisation strategies in the UK and beyond

    Shifting the Burden of HIV/AIDS

    As the economic burden of HIV/AIDS increases in sub-Saharan Africa, the allocation of the burden among levels and sectors of societies is changing. The private sector has greater scope than government, households, or NGOs to avoid the economic burden of AIDS, and a systematic shifting of the burden away from the private sector is underway. Common practices that shift the AIDS burden from businesses to households and government include pre-employment screening, reduced employee benefits, restructured employment contracts, outsourcing of less skilled jobs, selective retrenchments, and changes in production technologies. In South Africa, more than two thirds of large employers have reduced health care benefits or required larger contributions by employees. Most firms have replaced defined benefit retirement funds, which expose the firm to large annual costs but provide long-term support for families, with defined contribution funds, which eliminate firm risk but provide little to families of younger workers who die of AIDS. Contracting out of previously permanent jobs also shields firms from costs while leaving households and government to care for affected workers and their families. Many of these changes are responses to globalization and would have occurred in the absence of AIDS, but they are devastating for employees with HIV/AIDS. This paper argues that the shifting of the economic burden of AIDS is a predictable response by business to which a thoughtful public policy response is needed. Countries should make explicit decisions about each sector’s responsibilities if a socially desirable allocation is to be achieved

    Restructuring within the health care industry over the past ten years has sought to improve the quality and delivery of health care services while reducing employers' costs. However, coupled with the tight local and regional labor market, these organizational changes have introduced new challenges for employers trying to find workers who are adequately prepared to deliver quality health care services.Earlier this year, the Chicago Jobs Council received funding from the Richard H. Driehaus Foundation and BP Amoco to conduct research in the health care industry. This report summarizes the most recent industry and occupational data on Chicago's health care industry and provides a snapshot of the entry-level recruitment and retention needs of Chicago's health care employers, job training programs, and low-income job seekers. Based on our findings, the report also makes recommendations to employers, training providers, public agencies and workforce boards

    Developing an Intervention Toolbox for the Common Health Problems in the Workplace

    Development of the Health ↔ Work Toolbox is described. The toolbox aims to reduce the workplace impact of common health problems (musculoskeletal, mental health, and stress complaints) by focusing on tackling work-relevant symptoms. Based on biopsychosocial principles this toolbox supplements current approaches by occupying the zone between primary prevention and healthcare. It provides a set of evidence-informed principles and processes (knowledge + tools) for tackling work-relevant common health problems. The toolbox comprises a proactive element aimed at empowering line managers to create good jobs, and a ‘just in time’ responsive element for supporting individuals struggling with a work-relevant health problem. The key intention is helping people with common health problems to maintain work participation. The extensive conceptual and practical development process, including a comprehensive evidence review, produced a functional prototype toolbox that is evidence based and flexible in its use. End-user feedback was mostly positive. Moving the prototype to a fully-fledged internet resource requires specialist design expertise. The Health ↔ Work Toolbox appears to have potential to contribute to the goal of augmenting existing primary prevention strategies and healthcare delivery by providing a more comprehensive workplace approach to constraining sickness absence

    Implementation Science and Fidelity Measurement: A Test of the 3-5-7 Modelâ„¢

    Children and youths engaged with the child welfare system can experience grief and loss as a result of trauma, broken relationships, and inadequate attachments. Interventionists are often challenged to implement effective strategies that help youths to reestablish trusting relationships and to promote overall psychological well-being. A 5-year federal demonstration project funded by the U.S. Department of Health and Human Services, Children’s Bureau, guided by an implementation science model, sought to increase well-being in youths age 12–21 who were involved in the child welfare system. The 3-5-7 Model™, a strengths-based approach that empowers children, youths, and families to engage in grieving and integrating significant relationships, was studied. A fidelity system was created in order to test the model. Important lessons about implementation science guided the work of the demonstration project. Although definitive conclusions could not be reached, several indicators of psychological well-being were found to be associated with high levels of fidelity to the 3-5-7 ModelTM. Suggestions for future research are offered

    Reaching for Home: Global Learning on Family Reintegration in Low and Lower-Middle Income Countries

    This inter-agency, desk-based research aims to arrive at a clearer understanding of reintegration practices for separated children in low and lower-middle income countries. The research pulls together learning from practitioners and academics working with a range of separated children, such as those torn from their families by emergencies, children who have been trafficked or migrated for work, and children living in institutions or on the streets. Practitioners and researchers who work with these different population groups are for the most part unaware of the approaches and methods used in other areas of child protection, and this research aims to consolidate experience and create opportunities for dialogue and shared learning. The findings are based on an in-depth review of 77 documents, a short online survey involving 31 practitioners and policy makers, and key informant interviews with 19 individuals with expertise in children's reintegration
