    Information Systems and Health Care XI: Public Health Knowledge Management Architecture Design: A Case Study

    This paper presents the results of a case study based on the creation of a knowledge management program architecture in the public health domain. Data were gathered in the study using the program logic model as a framework for conducting a series of six focus groups. Results illustrate major elements and branches of the final design with commentary on the knowledge management implications of outcomes of this design effort. The methodology used provides an artifact in the form of an information requirement process that may be suited to other contexts. Discussion of findings focuses on six themes regarding knowledge management systems, particularly in the public health context and during the design process

    A situational approach and intelligent tool for collaborative requirements elicitation

Faculty of Information Technology.Requirements elicitation is a fundamental part of the software development process, and widely regarded as one of its more challenging activities. Many of the current techniques, approaches, and tools are either unknown or too complex for novices, resulting in a significant gap between requirements elicitation theory and practice. Just as important, is the current gap between expert and novice analysts, which can be attributed to the extensive skill set and range of experiences that is often required to successfully conduct this difficult yet vital activity. Consequently, in this research we investigated both the state of the art and the state of practice, in order to develop and evaluate an approach and a tool to support novice analysts elicit requirements for software systems in a workshop environment. The first stage of the research was a literature review, which involved a thorough review and critical analysis of existing theory on and around the area of requirements elicitation. This was followed by a survey of practice, which consisted of in-depth interviews with experts, and an online questionnaire for novices, used to elicit approach guidelines and tool features. The OUTSET approach was then designed, and the supporting tool MUSTER constructed. The final stage of the research involved the evaluation of the approach and tool through a case study, case study experiment, and formal experiment. The empirical evaluations conducted showed that using the MUSTER tool improved the overall effectiveness of the requirements elicitation process, while the underlying OUTSET approach improved the overall efficiency. It was also shown that the combination of the approach and tool provided a collective system that was both useful and useable. In the experiment conducted, the MUSTER tool received more than three times the score of the manual tool for effectiveness, and more than double for usability. In addition, the combination of research methods used, and the successful application of Situational Method Engineering (SME) and Group Support System (GSS) principles for the approach and tool respectively, was both novel and unique from any other previous work on requirements elicitation

    Geographically distributed requirements elicitation

    The technology revolution has transformed the way in which many organisations do their business. The resultant information systems have increased the decision making powers of executives, leading to increased effectiveness and ultimately to improved product delivery. The process of information systems development is, however, complex. Furthermore, it has a poor track record in terms of on-time and within-budget delivery, but more significantly in terms of low user acceptance frequently attributable to poor user requirements specification. Consequently, much attention has been given to the process of requirements elicitation, with both researchers and businessmen seeking new, innovative and effective methods. These methods usually involve large numbers of participants who are drawn from within the client and developer organisations. This is a financially costly characteristic of the requirements elicitation process. Besides information systems, the technology revolution has also brought sophisticated communication technologies into the marketplace. These communication technologies allow people to communicate with one another in a variety of different time and space scenarios. An important spin-off of this is the ability for people located in significantly different geographical locations to work collaboratively on a project. It is claimed that this approach to work has significant cost and productivity advantages. This study draws the requirements elicitation process into the realm of collaborative work. Important project management, communication, and collaborative working principles are examined in detail, and a model is developed which represents these issues as they pertain to the requirements elicitation process. An empirical study (conducted in South Africa) is performed in order to examine the principles of the model and the relationships between its constituent elements. A model of geographically distributed requirements elicitation (GDRE) is developed on the basis of the findings of this investigation. The model of GDRE is presented as a 3-phased approach to requirements elicitation, namely planning, implementation, and termination. Significantly, the model suggests the use of interviews, structured workshops, and prototyping as the chief requirements elicitation methods to be adopted in appropriate conditions. Although a detailed study of communications technology was not performed, this thesis suggests that each individual GDRE implementation requires a different mix of communication technologies to support its implementation

    Current events present many examples of situations where a fast and coordinated response is required from many and diverse organizations and stakeholders. Technology-mediated communication and collaboration may be the only option for getting things done in situations like these. There is a real need for research on the kinds of environments and processes that best support fast response on urgent tasks for virtual teams. The paper presents the development and initial test of a gaming laboratory to study such processes. The laboratory is adaptable to different kinds of situations. We discuss the design principles and implementation of the laboratory environment, along with lessons learned from the first experiences with it

    Investigating the problems experienced by virtual team members engaged in requirements elicitation

    The constant acceleration in the rate of technological innovation, and the ever growing emphasis on the importance of information for competition has seen organisations around the world strive for the technologies that give them global customer reach. One of the most pervasive technological innovations developed is the internet, and its unique quality of being able to draw people from across the world together in one virtual space has given birth to the concept of virtual teams. Organisations have seized the advantages of such virtual teams to give them the cost and time reductions they need to stay competitive in the global marketplace. In the software industry, where product and service development is always a race against time, forward thinking software companies in the developed world have taken full advantage of the cost and time saving benefits that virtual teams have to offer. In addition, the rate of expansion of technology and software to support such teams is also growing exponentially, offering increasingly faster ways of virtual working. Despite the immense advantages offered by such teams, South African software development companies do not seem to engage in distributed work to any great degree. The importance of this research rests on the belief that South African software development companies will be unable to avoid engaging in distributed software development if they are to achieve and maintain competitiveness in the global marketplace. This research focuses on a sub-section of the software development process with a specific reference to South African software development. The requirements elicitation phase of software development is one of the initial stages of any software project. It is here that developers work with the users in order to identify requirements for the system to be built. It is acknowledged that other phases of distributed development also bring to bear their own problems, however, in the interests of scoping this research, only the requirements elicitation process is focused on. The research shows that most techniques of requirements elicitation can be adapted for use within the virtual environment, although each technique has its share of advantages and disadvantages. In addition, virtual team members experience problems during their general, day-to-day interactions, many of these arising from the dependence on technology for communication and task performance. The research identifies the problems in both categories, and develops a holistic model of virtual requirements elicitation to prevent or solve the problems experienced by virtual teams engaged in distributed requirements elicitation. The model is made up of three key frameworks, each of which prescribes actions to be taken to ensure the success of the virtual team within the requirements elicitation process. The model is verified through the testing of its critical success factors. Certain aspects of the model were adapted based on the findings of the study, but it was confirmed that the rationale behind the model is sound, indicating that it has the potential to solve the problems of virtual RE when implemented

    The Influence of Analyst Communication in IS Projects

    Information system (IS) researchers have long noted that IS analysts need to understand users’ needs if they are to design better systems and improve project outcomes. While researchers agree that analyst communication activities are an important prerequisite for such an understanding, little is known about the nature of different communication behaviors IS analysts can undertake to learn about users’ system needs and the impact of such behaviors on IS projects. To address this gap, this paper draws from the learning literature to articulate the information transmission activities IS analysts can undertake and the content of the information they can transmit when learning about users’ organizational tasks and information needs. The influence of analyst communication activities on the generation of valid information regarding user needs, analyst learning, and IS project outcomes are then investigated via a case study of two IS projects. The analysis of the two cases suggests that analysts who encourage the use of concrete examples, testing, and validation, and who solicit feedback about users’ business processes are likely to better understand users’ tasks, and in turn design systems that better meet users’ task needs than analysts who do not

    Developing Software Requirements for a Knowledge Management System that Coordinates Training Programs with Business Processes and Policies in Large Organizations

    For large organizations, updating instructional programs presents a challenge to keep abreast of constantly changing business processes and policies. Each time a process or policy changes, significant resources are required to locate and modify the training materials that convey the new content. Moreover, without the ability to track learning objects to processes and policies, training managers cannot conduct an effective training gap analysis in these areas. As a result, the corporate training picture is unclear and instructional needs cannot be accurately determined. The research addressed these problems by recognizing the need for linkages between an organization\u27s business processes, its policies, and the learning objects that package the corresponding training content and deliver it to the workforce. The overall investigation was completed in three parts. In the first study, a thorough examination of the literature was conducted to determine the extent of the research problem and to provide a theoretical foundation for a solution. In the second study an expert panel was used to elicit user needs for a knowledge management system that addresses training management shortcomings in a large law enforcement agency. Another expert panel from that agency validated and prioritized the user needs during the third study. Through a combination of research-based elicitation and validation techniques, an accurate list of natural language software requirements emerged to represent the collective needs of the law enforcement training experts. The software requirements may now serve to analyze the capabilities of existing information technology systems or to form the basis for a request for proposal (RFP) to build the envisioned knowledge management system
