    Evaluating Performance in the Tuscan Health Care System.

    The Tuscan health care system strives to foster cooperation among the various organizations that provide services. Government authorities therefore believe it is important to plan and develop a transparent system capable of monitoring the economic results of the region’s 16 public health authorities and their ability to pursue and accomplish the aims of the regional health care plan. The principal aim of the Tuscan performance evaluation system is to give a general outline of the management of the region’s health care authorities. This outline is intended to be useful both for evaluating performance and for enhancing and promoting the results of the healthcare system.Performance evaluation system, benchmarking in healthcare.

    User-centred design of flexible hypermedia for a mobile guide: Reflections on the hyperaudio experience

    A user-centred design approach involves end-users from the very beginning. Considering users at the early stages compels designers to think in terms of utility and usability and helps develop the system on what is actually needed. This paper discusses the case of HyperAudio, a context-sensitive adaptive and mobile guide to museums developed in the late 90s. User requirements were collected via a survey to understand visitors’ profiles and visit styles in Natural Science museums. The knowledge acquired supported the specification of system requirements, helping defining user model, data structure and adaptive behaviour of the system. User requirements guided the design decisions on what could be implemented by using simple adaptable triggers and what instead needed more sophisticated adaptive techniques, a fundamental choice when all the computation must be done on a PDA. Graphical and interactive environments for developing and testing complex adaptive systems are discussed as a further step towards an iterative design that considers the user interaction a central point. The paper discusses how such an environment allows designers and developers to experiment with different system’s behaviours and to widely test it under realistic conditions by simulation of the actual context evolving over time. The understanding gained in HyperAudio is then considered in the perspective of the developments that followed that first experience: our findings seem still valid despite the passed time

    The Think-Aloud approach: A Promising Tool for Online Reading Comprehension

    Despite its unquestionable interest from a theoretical and practical point of view, so far there has been little research on online reading and there is a lack of attention paid to this topic in most European educational institutions. In particular, primary and secondary school teachers are not adequately trained on how and when to intervene to support students’ proficiency in the online reading comprehension. After presenting a rationale demonstrating why students may struggle with online reading comprehension and the importance to adopt a self-regulated reading, this study proposes a Teacher’s Guide that could support late primary and secondary school teachers in planning online reading lessons with the Think-Aloud (TA) metacognitive technique

    Transition UGent: a bottom-up initiative towards a more sustainable university

    The vibrant think-tank ‘Transition UGent’ engaged over 250 academics, students and people from the university management in suggesting objectives and actions for the Sustainability Policy of Ghent University (Belgium). Founded in 2012, this bottom-up initiative succeeded to place sustainability high on the policy agenda of our university. Through discussions within 9 working groups and using the transition management method, Transition UGent developed system analyses, sustainability visions and transition paths on 9 fields of Ghent University: mobility, energy, food, waste, nature and green, water, art, education and research. At the moment, many visions and ideas find their way into concrete actions and policies. In our presentation we focused on the broad participative process, on the most remarkable structural results (e.g. a formal and ambitious Sustainability Vision and a student-led Sustainability Office) and on recent actions and experiments (e.g. a sustainability assessment on food supply in student restaurants, artistic COP21 activities, ambitious mobility plans, food leftovers projects, an education network on sustainability controversies, a transdisciplinary platform on Sustainable Cities). We concluded with some recommendations and reflections on this transition approach, on the important role of ‘policy entrepreneurs’ and student involvement, on lock-ins and bottlenecks, and on convincing skeptical leaders

    Framing open innovation in start-ups' incubators: A complexity theory perspective

    Recently, concepts and principles from the Complexity Theory (or, generally speaking, the complexity sciences) have been applied as a perspective for capturing the influence of the context, interaction, and adaption in the innovation processes, such as the ones enabled in the business incubators. The purpose of this paper is to implement a frame of reference for understanding the start-ups’ incubator as a complex system where innovation, learning, and self-organization take place. We build on the interfaces between the Complexity Theory (i.e., complexity sciences) and Open Innovation literature to identify principles, patterns, and conditions that frame the incubation practices as simple rules aimed to sustain the innovation process towards the creation of new ventures. Results from the multiple case studies conducted in five incubators show that the features of variety, nonlinear interaction, interdependence, autonomy, and emergence of the incubation process framed as a complex system are enabled in different ways by the combination of the open innovation practices and services provided by the start-ups’ incubators, including the provision of physical infrastructure, access to funding streams, experts/entrepreneurs networking, education/workshops, mentorship, and advice

    A Human-Robot Interaction Perspective on Assistive and Rehabilitation Robotics

    Assistive and rehabilitation devices are a promising and challenging field of recent robotics research. Motivated by societal needs such as aging populations, such devices can support motor functionality and subject training. The design, control, sensing, and assessment of the devices become more sophisticated due to a human in the loop. This paper gives a human–robot interaction perspective on current issues and opportunities in the field. On the topic of control and machine learning, approaches that support but do not distract subjects are reviewed. Options to provide sensory user feedback that are currently missing from robotic devices are outlined. Parallels between device acceptance and affective computing are made. Furthermore, requirements for functional assessment protocols that relate to real-world tasks are discussed. In all topic areas, the design of human-oriented frameworks and methods is dominated by challenges related to the close interaction between the human and robotic device. This paper discusses the aforementioned aspects in order to open up new perspectives for future robotic solutions

    Technology Use, Organisational Flexibility and Innovation: Evidence for Germany

    This paper investigates to what extent the usage of information and communication technology (ICT) fosters innovation activities by facilitating more flexible organisational structures in firms. We distinguish between functional flexibility (the ability of workers to co-operate and take decentralised decisions) and numerical flexibility (the reduction of fixed costs, mainly due to outsourcing business processes). Our results from a large and representative data set of firms in Germany show that ICT use is associated with an increase in both types of flexibility but the implications for innovation activities differ. Functional flexibility is strongly positively associated with product innovations. In contrast, numerical flexibility allows firms to ?buy? innovations in the short run, but reduces innovative capacity in the longer run. --ICT usage,flexibility,innovations
