    Student Learning Plans: Supporting Every Student's Transition to College and Career

    Student learning plans (SLPs) represent an emerging practice in how public schools across the country are supporting the development of students' college and career readiness skills. Learning plans are student-driven planning and monitoring tools that provide opportunities to identify postsecondary goals, explore college and career options and develop the skills necessary to be autonomous, self-regulated learners. Currently, 23 states plus the District of Columbia require that students develop learning plans, and Massachusetts state policymakers are considering whether all middle and high school students should be required to develop learning plans. Legislation is currently pending that calls for the Executive Office of Education to convene an advisory group to investigate and study a development and implementation process for six-year career planning to be coordinated by licensed school guidance counselors for all students in grades 6 to 12.The purpose of the policy brief Student Learning Plans: Supporting Every Student's Transition to College and Career is to provide policymakers in Massachusetts with a better understanding of what student learning plans are as well as how and to what extent their use is mandated in other states. The brief is organized into five major sections: an overview of SLPs and the rationale for their use in public K-12 education; an overview of the research on the effectiveness of SLPs on improving a variety of student outcomes, including engagement, responsibility, motivation, long-term postsecondary college and career planning; current state trends in mandating SLPs for all students, including the structure and implementation of SLPs, their connection to other high school reform initiatives and their alignment with state and federal career awareness and workforce development initiatives; promising implementation strategies; and, considerations for state policymakers.Considerations for Massachusetts policymakers include: learn from states that are pioneers in the implementation of SLPs for all students; develop a comprehensive implementation plan; and, strengthen career counseling and career awareness activities in Massachusetts schools.The policy brief was the subject of discussion during a public webinar on June 30, 2011

    As Quality Rating and Improvement Systems (QRIS) continue to launch and mature across states, questions emerge from stakeholders about how to design and implement effective quality improvement (QI) initiatives that accompany a QRIS. Funders, policymakers and program developers with limited resources are looking to invest in activities that will be most successful in supporting early care and education (ECE) program quality improvement and ultimately improving outcomes for young children. The purpose of this report is to address questions about effective QI initiatives by proposing a blueprint of quality improvement practices and design considerations generated from a synthesis of the existing research literature and input from national experts in ECE quality improvement

    Evaluation of the Community Leadership Project 2.0: Midpoint Report

    The Community Leadership Project (CLP) is a collaborative effort between the David and Lucile Packard Foundation, the James Irvine Foundation, and the William and Flora Hewlett Foundation to build the capacity of small, community-based organizations (community grantees) serving lowincome people and communities of color in the San Francisco Bay Area, the Central Coast, and the San Joaquin Valley regions of California. Now in its second phase, CLP 2.0 is specifically investing in increasing the sustainability of nearly 60 community-based organizations by focusing on common outcomes in three areas: resilient leadership, adaptive capacity, and financial stability. CLP 2.0 is characterized by integrated and intensive support for community grantees in the form of multi-year general operating support, selfdirected capacity building, coaching and mentoring, and a structured menu of leadership development and technical assistance options.     Teachers in action: delivering individualized education plan

    The role of teachers involved is very important for an individualised education plan (IEP) to serve its purpose to children with special needs. This is because they are engaged directly in the programme's implementation and in determining the children's learning. Additionally, the role would require them to forge collaboration with the parents for a successful programme. The objective of this research is to investigate the teachers' perceived role in the IEP. Two types of instruments were used; semi-structured interview on seven teachers and questionnaires on 17. Results indicate that the teachers believe they understood their roles and have met them. They also feel that involving parents in the programme is important. Planning and reporting on activities carried out is also important, but they should be receptive and sensitive in the process. Furthermore, they admit that they could improve further become more effective. To this, it is concluded that the school plays and important role in support of the teachers' growth and competency in the field.Teachers, individualized education plan, collaboration
