    Multi-Scale Remote Sensing of Tornado Effects

    To achieve risk-based engineered structural designs that provide safety for life and property from tornadoes, sufficient knowledge of tornado wind speeds and wind flow characteristics is needed. Currently, sufficient understanding of the magnitude, frequency, and velocity structure of tornado winds remain elusive. Direct measurements of tornado winds are rare and nearly impossible to acquire, and the pursuit of in situ wind measurements can be precarious, dangerous, and even necessitating the development of safer and more reliable means to understand tornado actions. Remote-sensing technologies including satellite, aerial, lidar, and photogrammetric platforms, have demonstrated an ever-increasing efficiency for collecting, storing, organizing, and communicating tornado hazards information at a multitude of geospatial scales. Current remote-sensing technologies enable wind-engineering researchers to examine tornado effects on the built environment at various spatial scales ranging from the overall path to the neighborhood, building, and ultimately member and/or connection level. Each spatial resolution contains a unique set of challenges for efficiency, ease, and cost of data acquisition and dissemination, as well as contributions to the body of knowledge that help engineers and atmospheric scientists better understand tornado wind speeds. This paper examines the use of remote sensing technologies at four scales in recent tornado investigations, demonstrating the challenges of data collection and processing at each level as well as the utility of the information gleaned from each level in advancing the understanding of tornado effects

Yet, notable historic severe weather events have exposed major communication gaps between warning services and target audiences, resulting in widespread losses. The World Meteorological Organization (WMO) has proposed Impact Forecasts and Warnings (IFW) to address these communication gaps by bringing in knowledge of exposure, vulnerability, and impacts; thus, leading to warnings that may better align with the position, needs, and capabilities of target audiences. A gap was identified in the literature around implementing IFWs: that of accessing the required knowledge and data around impacts, vulnerability, and exposure. This research aims to address this gap by exploring the data needs of IFWs and identifying existing and potential data sources to support those needs. Using Grounded Theory (GT), 39 interviews were conducted with users and creators of hazard, impact, vulnerability, and exposure (HIVE) data within and outside of Aotearoa New Zealand. Additionally, three virtual workshops provided triangulation with practitioners. In total, 59 people participated in this research. Resulting qualitative data were analysed using GT coding techniques, memo-writing, and diagramming. Findings indicate a growing need for gathering and using impact, vulnerability, and exposure data for IFWs. New insight highlights a growing need to model and warn for social and health impacts. Findings further show that plenty of sources for HIVE data are collected for emergency response and other uses with relevant application to IFWs. Partnerships and collaboration lie at the heart of using HIVE data both for IFWs and for disaster risk reduction. This thesis contributes to the global understanding of how hydrometeorological and emergency management services can implement IFWs, by advancing the discussion around implementing IFWs as per the WMO’s guidelines, and around building up disaster risk data in accordance with the Sendai Framework Priorities. An important outcome of this research is the provision of a pathway for stakeholders to identify data sources and partnerships required for implementing a hydrometeorological IFW system

    Understanding the Design and Implementation of Civic Technologies in Resource-Limited Public Organizations

    With advances in computing and open data, more and more public organizations have collaborated with volunteer technologists – people with information technology (IT) skills who voluntarily help public organizations with their IT needs – to create or adopt civic technologies to solve public issues, and to support civic engagement in local communities. This dissertation aims to inform the design and implementation of future civic technologies in public organizations, by presenting three studies that investigate public organizations’ practices when designing and implementing civic technologies. In particular, we focus on the implementation of social media in nonprofit organizations (NPOs), the design process of civic hacking projects, and civic data hack-a-thons in several resource-limited public organizations and communities. We first investigate how 26 small environmental NPOs leverage social media for various public engagement activities to identify challenges that public organizations encounter when implementing civic technologies. Next, we study two ways that volunteer technologists and public organizations collaboratively create civic technologies. In Study 2, we examine the factors that influence the sustainability of 16 civic hacking projects during which volunteer technologists and public organizations collaborate on designing technologies to solve community issues, both through observations and through 19 interviews. In Study 3, we investigate how to generate actionable data analytics products for NPOs during civic data hackathons, and explore the roles of brokers to support the collaborations between civic technologists and public organizations. Based on findings from these studies, we argue that evaluating the engagement outcomes through civic technologies, solving the internal organizational challenges that prohibit engagement, and reconciling the needs of various stakeholders, are all crucial for public organizations to better engage with communities through civic technologies. In addition, taking into account various public organizations’ constraints and facilitating data literacy is essential for the sustainability of civic technologies in public organizations. Last, building good relationships between various stakeholders and leveraging brokering activities (translation, coordination, alignment, and contact brokering) to bridge different community of practices are all critical for collaborations during the design and implementation of civic technologies.     The case of Ferbritas Cadastre Information System

    The processes of mobilization of land for infrastructures of public and private domain are developed according to proper legal frameworks and systematically confronted with the impoverished national situation as regards the cadastral identification and regularization, which leads to big inefficiencies, sometimes with very negative impact to the overall effectiveness. This project report describes Ferbritas Cadastre Information System (FBSIC) project and tools, which in conjunction with other applications, allow managing the entire life-cycle of Land Acquisition and Cadastre, including support to field activities with the integration of information collected in the field, the development of multi-criteria analysis information, monitoring all information in the exploration stage, and the automated generation of outputs. The benefits are evident at the level of operational efficiency, including tools that enable process integration and standardization of procedures, facilitate analysis and quality control and maximize performance in the acquisition, maintenance and management of registration information and expropriation (expropriation projects). Therefore, the implemented system achieves levels of robustness, comprehensiveness, openness, scalability and reliability suitable for a structural platform. The resultant solution, FBSIC, is a fit-for-purpose cadastre information system rooted in the field of railway infrastructures. FBSIC integrating nature of allows: to accomplish present needs and scale to meet future services; to collect, maintain, manage and share all information in one common platform, and transform it into knowledge; to relate with other platforms; to increase accuracy and productivity of business processes related with land property management

    Expanding Data Imaginaries in Urban Planning:Foregrounding lived experience and community voices in studies of cities with participatory and digital visual methods

    “Expanding Data Imaginaries in Urban Planning” synthesizes more than three years of industrial research conducted within Gehl and the Techno–Anthropology Lab at Aalborg University. Through practical experiments with social media images, digital photovoice, and participatory mapmaking, the project explores how visual materials created by citizens can be used within a digital and participatory methodology to reconfigure the empirical ground of data-driven urbanism. Drawing on a data feminist framework, the project uses visual research to elevate community voices and situate urban issues in lived experiences. As a Science and Technology Studies project, the PhD also utilizes its industrial position as an opportunity to study Gehl’s practices up close, unpacking collectively held narratives and visions that form a particular “data imaginary” and contribute to the production and perpetuation of the role of data in urban planning. The dissertation identifies seven epistemological commitments that shape the data imaginary at Gehl and act as discursive closures within their practice. To illustrate how planners might expand on these, the dissertation uses its own data experiments as speculative demonstrations of how to make alternative modes of knowing cities possible through participatory and digital visual methods

    Localizing the media, locating ourselves: a critical comparative analysis of socio-spatial sorting in locative media platforms (Google AND Flickr 2009-2011)

    In this thesis I explore media geocoding (i.e., geotagging or georeferencing), the process of inscribing the media with geographic information. A process that enables distinct forms of producing, storing, and distributing information based on location. Historically, geographic information technologies have served a biopolitical function producing knowledge of populations. In their current guise as locative media platforms, these systems build rich databases of places facilitated by user-generated geocoded media. These geoindexes render places, and users of these services, this thesis argues, subject to novel forms of computational modelling and economic capture. Thus, the possibility of tying information, people and objects to location sets the conditions to the emergence of new communicative practices as well as new forms of governmentality (management of populations). This project is an attempt to develop an understanding of the socio-economic forces and media regimes structuring contemporary forms of location-aware communication, by carrying out a comparative analysis of two of the main current location-enabled platforms: Google and Flickr. Drawing from the medium-specific approach to media analysis characteristic of the subfield of Software Studies, together with the methodological apparatus of Cultural Analytics (data mining and visualization methods), the thesis focuses on examining how social space is coded and computed in these systems. In particular, it looks at the databases’ underlying ontologies supporting the platforms' geocoding capabilities and their respective algorithmic logics. In the final analysis the thesis argues that the way social space is translated in the form of POIs (Points of Interest) and business-biased categorizations, as well as the geodemographical ordering underpinning the way it is computed, are pivotal if we were to understand what kind of socio-spatial relations are actualized in these systems, and what modalities of governing urban mobility are enabled

    Knowledge and Management Models for Sustainable Growth

    In the last years sustainability has become a topic of global concern and a key issue in the strategic agenda of both business organizations and public authorities and organisations. Significant changes in business landscape, the emergence of new technology, including social media, the pressure of new social concerns, have called into question established conceptualizations of competitiveness, wealth creation and growth. New and unaddressed set of issues regarding how private and public organisations manage and invest their resources to create sustainable value have brought to light. In particular the increasing focus on environmental and social themes has suggested new dimensions to be taken into account in the value creation dynamics, both at organisations and communities level. For companies the need of integrating corporate social and environmental responsibility issues into strategy and daily business operations, pose profound challenges, which, in turn, involve numerous processes and complex decisions influenced by many stakeholders. Facing these challenges calls for the creation, use and exploitation of new knowledge as well as the development of proper management models, approaches and tools aimed to contribute to the development and realization of environmentally and socially sustainable business strategies and practices

    A framework for the transformation of the creative industries in a digital age

    The creative industries sector faces a constantly changing context characterised by the speed of the development and deployment of digital information systems andInformation Communications Technologies (ICT) on a global scale. This continuous digital disruption has had significant impact on the whole value chain of the sector: creation and production; discovery and distribution; andconsumption of cultural goods and services. As a result, creative enterprises must evolve business and operational models and practices to be sustainable. Enterprises of all scales, type, and operational model are affected, and all sectors face ongoing digital disruption. Management consultancy practitioners and business strategy academics have called for new strategy development frameworks and toolkits, fit for a continuously changing world. This thesisinvestigates a novel approach to organisational change appropriate to the digital age, in the context of the creative sector in Scotland.A set of concepts, methods, tools, and processes to generate theoretical learning and practical knowing was created to support enterprises to digitally adapt through undertaking journeys of change and organisational development. The framework is called The AmbITion Approach. It was developed by blending participatory action research (PAR) methods and modern managementconsultancy, design, and creative practices. Empirical work also introduced to the framework Coghlan and Rashford’s change categories. These enabled the definition and description of the extent to which organisations developed:whether they experienced first order (change), second order (adaptation) or third order (transformation) change. Digital research tools for inquiry were tested by a pilot study, and then embedded in a longitudinal study over two years of twentyone participant organisations from Scotland’s creative sector. The author applied and investigated the novel approach in a national digital development programme for Scotland’s creative industries. The programme was designed and delivered by the author and ran nationally between 2012-14. Detailed grounded thematic analysis of the data corpus was undertaken, along with analysis of rich media case studies produced by the organisations about their change journeys.The results of studies on participants, and validation criteria applied to the results, demonstrated that the framework triggers second (adaptation) and third orderchange (transformation) in creative industry enterprises. The AmbITion Approach framework is suitable for the continuing landscape of digital disruption within thecreative sector. The thesis contributes to practice the concepts, methods, tools, and processes of The AmbITion Approach, which have been empirically tested in the field, and validated as a new framework for business transformation in a digital age. The thesis contributes to knowledge a theoretical and conceptual framework with a specific set of constructs and criteria that define first, second, and third order change in creative enterprises, and a robust research and action framework for the analysis of the quality, validity and change achieved by actionresearch based development programmes. The thesis additionally contributes to the practice of research, adding to our understanding of the value of PAR and design thinking approaches and creative practices as methods for change
