    Agglomerative Magnets and Informal Regulatory Networks: Electricity Market Design Convergence in the USA and Continental Europe

    The absence of one broadly accepted design template for liberalised electricity markets induces regulatory competition and institutional diversity. Focussing on continental Europe and the USA, this analysis explores how agents and structures accelerate or impede the move to one standard market design in the electricity sector. It reveals that market design convergence in Europe is driven by the 'Florence Consensus,' a tripartite coalition between the European Commission fostering European integration and the internal market, informal regulatory networks between grid operators, standardisation authorities and regulators, who have been coordinating their actions in the 'Florence Forum,' and epistemic communities exemplified in the Florence School of Regulation. In contrast, the United States' Federal Energy Regulatory Commission lacks support among politicians, many states' public utility commissions, the neo-liberal intelligentsia and even industrial lobbying groups to effectively push for a standardised market design. However, design convergence in the USA may be induced by the gradual expansion of multi-state markets operated by regional transmission organisations.Electricity, Deregulation, Regulatory Competition, Policy Diffusion

    Spatial Data Harmonisation in Regional Context in Accordance with INSPIRE Implementing Rules

    Spatial data seamless exchange and interoperable usage has become a necessity in efficient data management and competitive positioning in the European Union. Conceptual and technical framework for the spatial data and services interoperability is specified within the EU INSPIRE Directive. The Directive provides flexible and modular structure, giving the opportunity for customisation of the data specifications and usage. From the data publisher level to the European spatial data infrastructure, this opened the question of disharmony of the spatial data structure and sharing. Arisen challenges in data harmonisation process are thus subject of interest for different formalisation approaches. This study approaches the spatial data harmonisation process focusing on the area of Western Balkans, the region of Europe with countries that have similar interest for implementation of the INSPIRE Directive. With the main aim to propose the improvement to regional data harmonisation process, the study is focused on geology as the spatial theme. The study (1) analyses the INSPIRE data harmonisation process, (2) assesses critical factors of the process in the region and (3) tests the implementation of the INSPIRE data model harmonised in accordance with user needs. Results of the analysis present the structure and formalisation concepts of the INSPIRE data model, its extensibility, means for securing interoperability and standardised approach in defining data model elements. Critical factors of the harmonisation process are assessed through semi-structured questionnaire answered by competent representatives of the Western Balkans countries. The results show that, on a regional level, spatial data managers have made progress towards compliance and are familiar with the Directive. However, they lack a coordinated approach and implementation guidance. Aside from the low capacities, due to the current state of the data structures, harmonisation is a highly complex process and a goal that is difficult to reach. The outcomes of the INSPIRE defined harmonisation process and user needs are implemented on a practical example, a INSPIRE Theme Geology dataset from a Western Balkans region stakeholder. The user needs and data model structure characteristics of the regional geology dataset were integrated in the formal description of the source and transformed to target INSPIRE data model. The concept required structuring the source model to meet both INSPIRE and local requirements. The study general aim was reached by implementing the INSPIRE data harmonisation with fulfilling the main objectives – creating market-oriented, interoperable and accessible dataset, meeting national legal requirements towards the geological data management and increasing efficiency of data usage. Further application of the developed approach is seen as the implementation methodology for other INSPIRE themes and other geographical regions.Spatial data seamless usage and exchange has become a necessity in management of natural resources, environmental risk assessment, infrastructural planning and various other industrial domains. Moreover, the current state of the datasets structure makes harmonisation a complex process and a goal that is difficult to reach. Geology dataset from a Western Balkans region stakeholder was used as a practical example for testing the harmonisation process in accordance with user needs and INSPIRE requirements. The result was harmonised INSPIRE conformant spatial dataset, with validated seamless sharing and usage possibilities of the spatial dataset on both local and EU-wide level. The study showed the possibility of applying the INSPIRE data harmonisation, with fulfilling the main objectives of (1) creating market-oriented, interoperable and accessible dataset, (2) meeting national legal requirements towards the geological data management and (3) increasing efficiency of data usage. Further application of the presented approach is seen as the implementation methodology for other spatial themes and different geographical regions

    Preparation of strategic development programmes: is participation the right way?

    If you want to run a successful regional policy you need to behave similar to the company manager: you need to have vision, mission, strategy and action plans. In Croatia, during the past 13 years, more than 100 official national and regional documents called "strategies", "programmes" or "plans" have been produced. Therefore, it would be reasonable to assume that Croatia has an extensive experience in the production of such documents. Nevertheless, in the last couple of years Croatia has and is still receiving international and financial assistance for the production of development projects. Why? Although many, too many strategic documents were produced, once when the supervisory body adopts such documents, they usually end up in somebody's draw and without any repercussion stay there. Through the international assistance a new, participative methodology in regional development planning was applied with three regional programmes as results. The first section of this paper briefly explains the old practice and distinctive features of the participative methodology. The major part of the paper is focusing on the analysis of the three pilot programmes: Island of Ć olta, Town of Virovitica and Town of Samobor. The idea behind these analyses is the critical overview and evaluation of the participative methodology implementation successfulness regional development planning. Although the analysis indicate that there are certain objective as well as subjective obstacles for sound implementation of participative methodology, the three pilot programmes clearly mark the new approach to regional development planning in Croatia. The last section of the paper is providing recommendations for the participation methodology future improvement in regional planning.     Globalisation, Competitive Governments, and Constitutional Choice in Europe

    The traditional school of economic policy analysis predicts that globalisation will give rise to predatory competition between the governments of the European nation states. The consequence is anticipated to be a marked reduction in, if not the destruction of, the benevolent Welfare State. The objective of this contribution is to present the main arguments that have led us to believe that, this traditional literature notwithstanding, a European constitution should not restrict but rather should encourage horizontal and vertical governmental competition. In our view the European political order, in defining the relationship among member states and also the relationship between the member states and the EU, ought to be inspired by what we know about competition in the commercial sphere.globalisation, globalization

    TOWARDS INSTITUTIONAL INFRASTRUCTURES FOR E-SCIENCE: The Scope of the Challenge

    The three-fold purpose of this Report to the Joint Information Systems Committee (JISC) of the Research Councils (UK) is to: ‱ articulate the nature and significance of the non-technological issues that will bear on the practical effectiveness of the hardware and software infrastructures that are being created to enable collaborations in e- Science; ‱ characterise succinctly the fundamental sources of the organisational and institutional challenges that need to be addressed in regard to defining terms, rights and responsibilities of the collaborating parties, and to illustrate these by reference to the limited experience gained to date in regard to intellectual property, liability, privacy, and security and competition policy issues affecting scientific research organisations; and ‱ propose approaches for arriving at institutional mechanisms whose establishment would generate workable, specific arrangements facilitating collaboration in e-Science; and, that also might serve to meet similar needs in other spheres such as e- Learning, e-Government, e-Commerce, e-Healthcare. In carrying out these tasks, the report examines developments in enhanced computer-mediated telecommunication networks and digital information technologies, and recent advances in technologies of collaboration. It considers the economic and legal aspects of scientific collaboration, with attention to interactions between formal contracting and 'private ordering' arrangements that rest upon research community norms. It offers definitions of e-Science, virtual laboratories, collaboratories, and develops a taxonomy of collaborative e-Science activities which is implemented to classify British e-Science pilot projects and contrast these with US collaboratory projects funded during the 1990s. The approach to facilitating inter-organizational participation in collaborative projects rests upon the development of a modular structure of contractual clauses that permit flexibility and experience-based learning.
