    Validating adequacy and suitability of business-IT alignment criteria in an inter-enterprise maturity model

    Aligning requirements of a business with its information technology is currently a major issue in enterprise computing. Existing literature indicates important criteria to judge the level of alignment between business and IT within a single enterprise. However, identifying such criteria in an inter-enterprise setting – or re-thinking the existing ones – is hardly addressed at all. Business-IT alignment in such settings poses new challenges, as in inter-enterprise collaborations, alignment is driven by economic processes instead of centralized decision-making processes. In our research, we develop a maturity model for business-IT alignment in inter-enterprise settings that takes this difference into account. In this paper, we report on a multi-method approach we devised to confront the validation of the business-IT alignment criteria that we included in the maturity model. As independent feedback is critical for our validation, we used a focus group session and a case study as instruments to take the first step in validating the business-IT alignment criteria. We present how we applied our approach, what we learnt, and what the implications were for our model

    Framework for a spatial Decision Support Tool for policy and decision making

    The main challenge of developing of a spatial DST (Decision Support Tool) to support the decision making on future livestock production will not be a technical one, but instead a challenge of meeting the con-text requirements of the tool, such as the characteristics of the country-specific spatial plan-ning and decision-making process, the wishes of the potential users of the tool and its output as well as the country-specific policies and regulations. The spatial DST which is being pro-posed in this report therefore does not include complex and state-of-the-art GIS techniques, but instead tries to be as clear and simple as possible, in order to give the potential users a full understanding during the analysis process and with using the output of the tool. A spatial DST can easily become a ‘black box’ if the users do not fully understand the limita-tions of the tool and its output. Despite the fact that output maps of GIS systems may look very detailed and suggest a high degree of accuracy, they are often not. This will entirely de-pend on the availability of reliable and detailed input data. Most likely, many of the produced output maps should be used in an indicative way only. Therefore, the output of the spatial DST needs to be accompanied by supporting information on the reliability of the output and the shortcomings due to unreliable or missing input data, as well as the consequences for use of the output. Therefore, a comprehensive meta-data assessment system is proposed as an in-tegrated part of the spatial DST. The distribution of the output will also require tools to pro-duce more sketch-like presentations, e.g. using fuzzy borders and aggregated maps, which are another important feature of the spatial DST

    A Methodology for the Selection of Multi-Criteria Decision Analysis Methods in Real Estate and Land Management Processes

    Real estate and land management are characterised by a complex, elaborate combination of technical, regulatory and governmental factors. In Europe, Public Administrators must address the complex decision-making problems that need to be resolved, while also acting in consideration of the expectations of the different stakeholders involved in settlement transformation. In complex situations (e.g., with different aspects to be considered and multilevel actors involved), decision-making processes are often used to solve multidisciplinary and multidimensional analyses, which support the choices of those who are making the decision. Multi-Criteria Decision Analysis (MCDA) methods are included among the examination and evaluation techniques considered useful by the European Community. Such analyses and techniques are performed using methods, which aim to reach a synthesis of the various forms of input data needed to define decision-making problems of a similar complexity. Thus, one or more of the conclusions reached allow for informed, well thought-out, strategic decisions. According to the technical literature on MCDA, numerous methods are applicable in different decision-making situations, however, advice for selecting the most appropriate for the specific field of application and problem have not been thoroughly investigated. In land and real estate management, numerous queries regarding evaluations often arise. In brief, the objective of this paper is to outline a procedure with which to select the method best suited to the specific queries of evaluation, which commonly arise while addressing decision-making problems. In particular issues of land and real estate management, representing the so-called “settlement sector”.     In Europe, the operating context in which initiatives of settlement transformation are currently initiated is characterized by a complex, elaborate combination of technical, regulatory and governance-related factors. A similar set of considerations makes it necessary to address the complex decision-making problems to be resolved through multidisciplinary, comparative approaches designed to rationalize the process and treat the elements to be considered in systematic fashion with respect to the range of alternatives available as solutions. Within a context defined in this manner, decision-making processes must often be used to obtain multidisciplinary and multidimensional analyses to support the choices made by the decision-makers. Such analyses are carried out using multi-criteria tools designed to arrive at syntheses of the numerous forms of input data needed to describe decision-making problems of similar complexity, so that one or more outcomes of the synthesis make possible informed, well thought-out, strategic decisions. The technical literature on the topic proposes numerous tools of multi-criteria analysis for application in different decision-making contexts. Still, no specific contributions have been drawn up to date on the approach to take in selecting the tool best suited to providing adequate responses to the queries of evaluation that arise most frequently in the various fields of application, and especially in the settlement sector. The objective of this paper is to propose, by formulating a taxonomy of the endogenous and exogenous variables of tools of multi-criteria analysis, a methodology capable of selecting the tool best suited to the queries of evaluation which arise regarding the chief categories of decision-making problems, and particularly in the settlement sector

    Orchestrating the spatial planning process: from Business Process Management to 2nd generation Planning Support Systems

    Metaplanning can be considered as a necessary step for improving collaboration, transparency and accountability in sustainable and democratic spatial decision-making process. This paper reports current findings on the operational implementation of the metaplanning concept developed by the authors relying on Business Process Management methods and techniques. Two solutions are presented which implement spatial planning process workflows thanks to the development of original spatial data and processing services connectors to a Business Process Management suite.     An Evaluation of Design Rule Spaces as Risk Containers

    It is well understood that software development can be a risky enterprise and industrial projects often overrun budget and schedule. Effective risk management is, therefore, vital for a successful project outcome. Design Rule Spaces (DRSpaces) have been used by other researchers to understand why implemented software is error-prone. This industrial case study evaluates whether such spaces are durable, meaningful, and isolating risk containers. DRSpaces were created from UML class diagrams of architectural design artefacts. In our study, object orientated metrics were calculated from the UML diagrams, and compared to the error-proneness of the DRSpace implementation, to determine whether architectural coupling translated into implementation difficulties. A correlation between architectural coupling and error-proneness of DRSpaces was observed in the case study. Software developers were asked to identify DRSpaces they found difficult to implement, in order to understand which factors, other than architectural coupling, were also important. The qualitative results show agreement between the code areas developers found difficult to implement and the error-prone DRSpaces. However, the results also show that architectural coupling is just one risk factor of many. The case study suggests that architectural DRSpaces can be used to facilitate a targeted risk review prior to implementation and manage risk

    Value-Based Business-IT Alignment in Networked Constellations of Enterprises

    Business-ICT alignment is the problem of matching ICTservices with the requirements of the business. In businesses of any significant size, business-ICT alignment is a hard problem, which is currently not solved completely. With the advent of networked constellations of enterprises, the problem gets a new dimension, because in such a network, there is not a single point of authority for making decisions about ICT support to solve conflicts in requirements these various enterprises may have. Network constellations exist when different businesses decide to cooperate by means of ICT networks, but they also exist in large corporations, which often consist of nearly independent business units, and thus have no single point of authority anymore. In this position paper we discuss the need for several solution techniques to address the problem of business-ICT alignment in networked constellations. Such techniques include: -RE techniques to describe networked value constellations requesting and offering ICT services as economic value. These techniques should allow reasoning about the matching of business needs with available ICT services in the constellation. - RE techniques to design a networked ICT architecture that supports ICT services required by the business, taking the value offered by those services, and the costs incurred by the architecture, into account. - Models of decision processes about ICT services and their architecture, and maturity models of those processes.The techniques and methods will be developed and validated using case studies and action research

    Applying Real Options Thinking to Information Security in Networked Organizations

    An information security strategy of an organization participating in a networked business sets out the plans for designing a variety of actions that ensure confidentiality, availability, and integrity of company’s key information assets. The actions are concerned with authentication and nonrepudiation of authorized users of these assets. We assume that the primary objective of security efforts in a company is improving and sustaining resiliency, which means security contributes to the ability of an organization to withstand discontinuities and disruptive events, to get back to its normal operating state, and to adapt to ever changing risk environments. When companies collaborating in a value web view security as a business issue, risk assessment and cost-benefit analysis techniques are necessary and explicit part of their process of resource allocation and budgeting, no matter if security spendings are treated as capital investment or operating expenditures. This paper contributes to the application of quantitative approaches to assessing risks, costs, and benefits associated with the various components making up the security strategy of a company participating in value networks. We take a risk-based approach to determining what types of security a strategy should include and how much of each type is enough. We adopt a real-options-based perspective of security and make a proposal to value the extent to which alternative components in a security strategy contribute to organizational resiliency and protect key information assets from being impeded, disrupted, or destroyed
