    Optimization of Airfield Parking and Fuel Asset Dispersal to Maximize Survivability and Mission Capability Level

    While the US focus for the majority of the past two decades has been on combatting insurgency and promoting stability in Southwest Asia, strategic focus is beginning to shift toward concerns of conflict with a near-peer state. Such conflict brings with it the risk of ballistic missile attack on air bases. With 26 conflicts worldwide in the past 100 years including attacks on air bases, new doctrine and modeling capacity are needed to enable the Department of Defense to continue use of vulnerable bases during conflict involving ballistic missiles. Several models have been developed to date for Air Force strategic planning use, but these models have limited use on a tactical level or for civil engineer use. This thesis presents the development of a novel model capable of identifying base layout characteristics for aprons and fuel depots to maximize dispersal and minimize impact on sortie generation times during normal operations. This model is implemented using multi-objective genetic algorithms to identify solutions that provide optimal tradeoffs between competing objectives and is assessed using an application example. These capabilities are expected to assist military engineers in the layout of parking plans and fuel depots that ensure maximum resilience while providing minimal impact to the user while enabling continued sortie generation in a contested region

    Article a novel algorithm for capacitated vehicle routing problem for smart cities

    Smart logistics is an indispensable building block in smart cities development that requires solving the challenge of efficiently serving the demands of geographically distributed customers by a fleet of vehicles. It consists of a very well-known NP-hard complex optimization problem, which is known as the capacitated vehicle routing problem (CVRP). The CVRP has widespread real-life applications such as delivery in smart logistics, the pharmaceutical distribution of vacancies, disaster relief efforts, and others. In this work, a novel giant tour best cost crossover (GTBCX) operator is proposed which works stochastically to search for the optimal solutions of the CVRP. An NSGA-II-based routing algorithm employing GTBCX is also proposed to solve the CVRP to minimize the total distance traveled as well as to minimize the longest route length. The simulated study is performed on 88 benchmark CVRP instances to validate the success of our proposed GTBCX operator against the nearest neighbor crossover (NNX) and edge assembly crossover (EAX) operators. The rigorous simulation study shows that the GTBCX is a powerful operator and helps to find results that are superior in terms of the overall distance traveled, length of the longest route, quality, and number of Pareto solutions. This work employs a multi-objective optimization algorithm to solve the capacitated vehicle routing problem (CVRP), where the CVRP is represented in the form of a two-dimensional graph. To compute the values’ objective functions, the distance between two nodes in the graph is considered symmetric. This indicates that the genetic algorithm complex optimization algorithm is employed to solve CVRP, which is a symmetry distance-based graph

    A Framework for Life Cycle Cost Estimation of a Product Family at the Early Stage of Product Development

    A cost estimation method is required to estimate the life cycle cost of a product family at the early stage of product development in order to evaluate the product family design. There are difficulties with existing cost estimation techniques in estimating the life cycle cost for a product family at the early stage of product development. This paper proposes a framework that combines a knowledge based system and an activity based costing techniques in estimating the life cycle cost of a product family at the early stage of product development. The inputs of the framework are the product family structure and its sub function. The output of the framework is the life cycle cost of a product family that consists of all costs at each product family level and the costs of each product life cycle stage. The proposed framework provides a life cycle cost estimation tool for a product family at the early stage of product development using high level information as its input. The framework makes it possible to estimate the life cycle cost of various product family that use any types of product structure. It provides detailed information related to the activity and resource costs of both parts and products that can assist the designer in analyzing the cost of the product family design. In addition, it can reduce the required amount of information and time to construct the cost estimation system

    Algebra of Tankers

    The Air Force\u27s aerial refueling tanker aircraft provide essential support for deployment and employment of combat and combat support aircraft, by extending their endurance and enhancing fighting efficiency. As the lead command for air refuelers, Air Mobility Command (AMC) must frequently examine the capability of current and proposed tanker fleets to meet mission requirements due to limited tanker resources. Analysts in AMC primarily use the Combined Mating and Ranging Plans System to provide actual tanker/receiver aircraft schedules and flight plans that take into account numerous system constraints. However, this tool can take weeks to run. Even recently developed quick look tools, aimed at optimization of the fleet, can take 1/2 hour or more. Additionally, most of these more recent studies and tools assess the feasibility of deployments. Less attention has been given to the employment phase of missions. AMC lacks a quick look tool to quickly perform rough cut capacity analysis for tanker use and assess the feasibility of proposed employment of tankers. To develop a feasibility quick look tool, the basic formulae for computing tankers missions must be understood. While the airlift community has defined million ton miles per day as their keystone metric, the tanker community -- concerned with being on time, on target, with fuel -- lacks such a definitive metric. This thesis describes fundamental algebraic relations that characterize employment of air refueling aircraft, employing rough cut capacity planning to determine feasibility of tanker employment with a given amount of resources.     A methodology for the quantification of doctrine and materiel approaches in a capability-based assessment

    Due to the complexities of modern military operations and the technologies employed on today's military systems, acquisition costs and development times are becoming increasingly large. Meanwhile, the transformation of the global security environment is driving the U.S. military's own transformation. In order to meet the required capabilities of the next generation without buying prohibitively costly new systems, it is necessary for the military to evolve across the spectrum of doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF). However, the methods for analyzing DOTMLPF approaches within the early acquisition phase of a capability-based assessment (CBA) are not as well established as the traditional technology design techniques. This makes it difficult for decision makers to decide if investments should be made in materiel or non-materiel solutions. This research develops an agent-based constructive simulation to quantitatively assess doctrine alongside materiel approaches. Additionally, life-cycle cost techniques are provided to enable a cost-effectiveness trade. These techniques are wrapped together in a decision-making environment that brings crucial information forward so informed and appropriate acquisition choices can be made. The methodology is tested on a future unmanned aerial vehicle design problem. Through the implementation of this quantitative methodology on the proof-of-concept study, it is shown that doctrinal changes including fleet composition, asset allocation, and patrol pattern were capable of dramatic improvements in system effectiveness at a much lower cost than the incorporation of candidate technologies. Additionally, this methodology was able to quantify the precise nature of strong doctrine-doctrine and doctrine-technology interactions which have been observed only qualitatively throughout military history. This dissertation outlines the methodology and demonstrates how potential approaches to capability-gaps can be identified with respect to effectiveness, cost, and time.     Swarming Reconnaissance Using Unmanned Aerial Vehicles in a Parallel Discrete Event Simulation

    Current military affairs indicate that future military warfare requires safer, more accurate, and more fault-tolerant weapons systems. Unmanned Aerial Vehicles (UAV) are one answer to this military requirement. Technology in the UAV arena is moving toward smaller and more capable systems and is becoming available at a fraction of the cost. Exploiting the advances in these miniaturized flying vehicles is the aim of this research. How are the UAVs employed for the future military? The concept of operations for a micro-UAV system is adopted from nature from the appearance of flocking birds, movement of a school of fish, and swarming bees among others. All of these natural phenomena have a common thread: a global action resulting from many small individual actions. This emergent behavior is the aggregate result of many simple interactions occurring within the flock, school, or swarm. In a similar manner, a more robust weapon system uses emergent behavior resulting in no weakest link because the system itself is made up of simple interactions by hundreds or thousands of homogeneous UAVs. The global system in this research is referred to as a swarm. Losing one or a few individual unmanned vehicles would not dramatically impact the swarms ability to complete the mission or cause harm to any human operator. Swarming reconnaissance is the emergent behavior of swarms to perform a reconnaissance operation. An in-depth look at the design of a reconnaissance swarming mission is studied. A taxonomy of passive reconnaissance applications is developed to address feasibility. Evaluation of algorithms for swarm movement, communication, sensor input/analysis, targeting, and network topology result in priorities of each model\u27s desired features. After a thorough selection process of available implementations, a subset of those models are integrated and built upon resulting in a simulation that explores the innovations of swarming UAVs

    Toward a Bio-Inspired System Architecting Framework: Simulation of the Integration of Autonomous Bus Fleets & Alternative Fuel Infrastructures in Closed Sociotechnical Environments

    Cities are set to become highly interconnected and coordinated environments composed of emerging technologies meant to alleviate or resolve some of the daunting issues of the 21st century such as rapid urbanization, resource scarcity, and excessive population demand in urban centers. These cybernetically-enabled built environments are expected to solve these complex problems through the use of technologies that incorporate sensors and other data collection means to fuse and understand large sums of data/information generated from other technologies and its human population. Many of these technologies will be pivotal assets in supporting and managing capabilities in various city sectors ranging from energy to healthcare. However, among these sectors, a significant amount of attention within the recent decade has been in the transportation sector due to the flood of new technological growth and cultivation, which is currently seeing extensive research, development, and even implementation of emerging technologies such as autonomous vehicles (AVs), the Internet of Things (IoT), alternative xxxvi fueling sources, clean propulsion technologies, cloud/edge computing, and many other technologies. Within the current body of knowledge, it is fairly well known how many of these emerging technologies will perform in isolation as stand-alone entities, but little is known about their performance when integrated into a transportation system with other emerging technologies and humans within the system organization. This merging of new age technologies and humans can make analyzing next generation transportation systems extremely complex to understand. Additionally, with new and alternative forms of technologies expected to come in the near-future, one can say that the quantity of technologies, especially in the smart city context, will consist of a continuously expanding array of technologies whose capabilities will increase with technological advancements, which can change the performance of a given system architecture. Therefore, the objective of this research is to understand the system architecture implications of integrating different alternative fueling infrastructures with autonomous bus (AB) fleets in the transportation system within a closed sociotechnical environment. By being able to understand the system architecture implications of alternative fueling infrastructures and AB fleets, this could provide performance-based input into a more sophisticated approach or framework which is proposed as a future work of this research
