    Blockchain Technology and Smart Universities

    Abstract: The objective of this paper is to conduct a conceptual assessment of blockchain technology applications to universities. The paper will first address two related questions namely, the concept of smart university, and the architecture of blockchain technology. This paper contributes towards the topical debate of whether the claimed blockchain technological transformation is a hype, reality, revolution, or just an ordinary computing upgrade. It follows that if blockchain is a significant technological advancement then it can only be ignored at own’s peril. This research should benefit innovation policy decisions in the academia for out-of-the box thinking regarding internal control systems and product offering for smart universities

    Digital Rights and Responsibility in Education: A Scoping Review

    Studies on digital rights in education have both gained attention and provided a framework for research, policy and practice in educational research within the field of educational technology. The potential benefits we appreciate in Internet use are inseparable from the maximum risks involved. Faced with this responsibility, individuals demand that their rights and freedoms be guaranteed in the digital environment according to their various roles as students, teachers, families or staff. This scoping review selects and analyses 54 theoretical and empirical studies from the last decade (2013-2023), identifying the main topics investigated as privacy protection in online environments, right to digital security or cybersecurity, and right to digital education. The review underscores the need to guide efforts towards digital education for citizens because the legal regulation of rights and responsibilities is necessary but insufficient.     Fabric-GC: A Blockchain-based Gantt Chart System for Cross-organizational Project Management

    Large-scale production is always associated with more and more development and interaction among peers, and many fields achieve higher economic benefits through project cooperation. However, project managers in the traditional centralized approach cannot rearrange their activities to cross-organizational project management. Thanks to its characteristics, the Blockchain can represent a valid solution to the problems mentioned above. In this article, we propose Fabric-GC, a Blockchain-based Gantt chart system. Fabric-GC enables to realize secure and effective cross-organizational cooperation for project management, providing access control to multiple parties for project visualization. Compared with other solutions, the proposed system is versatile, as it can be applied to project management in different fields and achieve effective and agile scheduling. Experimental results show that Fabric-GC achieves stable performance in large-scale request and processing distributed environments, where the data synchronization speed of the consortium chain reached four times faster than a public chain, achieving faster data consistency

This paper offers the identification of gaps in the literature enabling studies on the subject in higher education. The article identifies the main applications of blockchain technology in higher education around the world, as well as suggests future investigations. Because of the lack of comprehensive open learning architecture, education companies are forced to piece together many technologies and hardwire them through a non-standard integration. In recognizing the lack of progress on learning management tools, Educause proposed a conceptual framework called the next-generation digital learning environment (NGDLE).     Through a series of studies, the overarching aim of this book is to investigate if and how the digitalization/digital transformation process affects various welfare services provided by the public sector, and the ensuing implications thereof. Ultimately, this book seeks to understand if it is conceivable for digital advancement to result in the creation of private/non-governmental alternatives to welfare services, possibly in a manner that transcends national boundaries. This study also investigates the possible ramifications of technological development for the public sector and the Western welfare society at large. This book takes its point of departure from the 2016 Organization for Economic Co-operation and Development (OECD) report that targets specific public service areas in which government needs to adopt new strategies not to fall behind. Specifically, this report emphasizes the focus on digitalization of health care/social care, education, and protection services, including the use of assistive technologies referred to as "digital welfare." Hence, this book explores the factors potentially leading to whether state actors could be overrun by other non-governmental actors, disrupting the current status quo of welfare services. The book seeks to provide an innovative, enriching, and controversial take on society at large and how various aspects of the public sector can be, and are, affected by the ongoing digitalization process in a way that is not covered by extant literature on the market. This book takes its point of departure in Sweden given the fact that Sweden is one of the most digitalized countries in Europe, according to the Digital Economy and Society Index (DESI), making it a pertinent research case. However, as digitalization transcends national borders, large parts of the subject matter take on an international angle.
