    Alternatives for NASTRAN maintenance, modification and dissemination

    Various alternatives to direct NASA support of the program are considered ranging from no support at one end of the spectrum to subsidizing a non profit user's group at the other. Of all the alternatives that are developed, the user group appears to be most viable. NASA's past and future roles in the development of computerized technology are also considered. The need for an institute for computational analysis is identified and NASA's possible involvement is described. The goals of the proposed institute and research funds to support an activity that has the potential of a much larger impact on the technical community are identified

    ISOcat: Remodeling metadata for language resources

    The Max Planck Institute for Psycholinguistics in Nijmegen, The Netherlands, is creating a state-of-the-art web environment for the ISO TC 37 (terminology and other language and content resources) metadata registry. This Data Category Registry (DCR) is called ISOcat and encompasses data categories for a broad range of language resources. Under the governance of the DCR Board, ISOcat provides an open work space for creating data category specifications, defining Data Category Selections (DCSs) (domain-specific groups of data categories), and standardising selected data categories and DCSs.     Cities and the governance of transport interfaces: Ethiopia’s new rail systems

    This paper investigates the governance of transport infrastructure interfaces. These are connection or touching points that bring together different city systems, technical characteristics and governance regimes. The empirical evidence comes from Ethiopia's new rail systems and is based on experiences in two cities, the capital Addis Ababa and the second largest city Dire Dawa. The techno-spatial and organisational boundaries that define infrastructure interfaces are under-researched across disciplines. Yet it is at these hotspots of urban governance where many critical questions for cities arise: who governs, what to prioritise, how to coordinate? Based on a multiple case study approach, this paper combines socio-spatial analysis with institutional analysis of infrastructure governance. The findings include the identification of highly centralised and hierarchical governance and coordination dynamics, as well as the critical role of a new bureaucracy (the Ethiopian Railway Corporation) structured around core railway engineering competence rather than urban transport and development expertise. More generally, it is a techno-political alliance in Ethiopia which shapes urban development and the rollout of infrastructure at an unprecedented speed and scale

    Customer Relationship Management: from Theory to Practice

    In today’s highly competitive world, an increasing number of organizations have realized the importance of becoming more customer-centric and invested a large amount of time and resources in a Customer Relationship Management (CRM) system with the aim of better managing their customers. A large number of CRM projects, however, end up failing or struggling. While many studies have been conducted about methodologies, tools, and theoretical conceptualizations of CRM, there is little, if any, emphasizing the critical steps and key challenges to its successful implementation. This paper picks up on that challenge. The emphasis of the discussion is not on the introduction of previously developed tools or theoretical conceptualizations, but on issues relating to CRM project management. The road map which this paper develops owes its origin to this author’s extensive experience as a marketing and CRM consultant for large and medium enterprises in Thailand and Australia for more than ten years. It aims to compiles the critical steps and provides a conceptual framework for the implementation of CRM that will lead to better preparation for consultants and organizations alike that want to make CRM an operational tool.

    The iOSC3 system: using ontologies and SWRL rules for intelligent supervision and care of patients with acute cardiac disorders

    [Abstract] Physicians in the Intensive Care Unit (ICU) are specially trained to deal constantly with very large and complex quantities of clinical data and make quick decisions as they face complications. However, the amount of information generated and the way the data are presented may overload the cognitive skills of even experienced professionals and lead to inaccurate or erroneous actions that put patients’ lives at risk. In this paper, we present the design, development, and validation of iOSC3, an ontology-based system for intelligent supervision and treatment of critical patients with acute cardiac disorders. The system analyzes the patient’s condition and provides a recommendation about the treatment that should be administered to achieve the fastest possible recovery. If the recommendation is accepted by the doctor, the system automatically modifies the quantity of drugs that are being delivered to the patient.     ICT Regulation and Policy at a Crossroads: A Case Study of the Licensing Process in Kenya

    Regulatory reforms in the telecommunications sector in Africa and the rest of the world have been necessitated by the convergence of information and communication technology industries. Given the relative newness of the sector in Africa, information and communication technology implementation problems persist. Research in the sector has tended to attribute implementation problems to technological issues. While not contesting this, this paper contends that information and communication technology implementation in Africa warrants a re-evaluation from the perspective of policy making processes. Drawing on two case studies, this paper critically examines the licensing policy option as documented in the Kenya Communications Act and as implemented by the regulator in Kenya. This analysis is situated within public policy frameworks that highlight the function of domestic institutions and patterns of politics as highly critical filters in policy making, thus influencing actor behaviour and impacting on implementation outcomes in the policy making processes. The findings are that policy making and information and communication technology implementation in Kenya are influenced by institutional/policy arrangements and the contextual forces of ideological, political, social and economic interests. This has significant implications for Kenya, particularly as the study reinforces the call for a critical examination of the policy actors and policy choices that govern information and communication technology regulation and implementation. The study findings also have implications for other African countries, in that the study questions the viability of such policy choices for creating information/knowledge societies in Africa. The analysis in this paper is based on document research and fieldwork, and forms part of a wider study on policy options and implementation processes as enacted through the regulation of the telecommunications sector in Kenya

    KSNet-Approach to Knowledge Fusion from Distributed Sources

Since responsible persons make decisions using available knowledge, it is important for knowledge management systems to deliver necessary and timely information. Knowledge logistics is a new direction in the knowledge management addressing this. Technology of knowledge fusion, based on the synergistic use of knowledge from multiple distributed sources, is a basis for these activities.
