    Local Source Tsunami Inundation Modelling for Poverty Bay, Gisborne

    After the Boxing Day 2004 Sumatran Tsunami, a review of tsunami hazard and risk for New Zealand identified Gisborne as the urban area with the greatest risk. Gisborne could experience gt;500 fatalities and extensive damage to infrastructure during a severe tsunami. The severity of a tsunami is likely to be low for distance sources given the effectiveness of the Pacific Tsunami Warning System. However, there is a substantial risk from local sources, as no local warning system of any kind exists. Prompt evacuation is probably the most cost-effective tsunami mitigation strategy available for New Zealand coastal locations, including Gisborne. This requires both knowledge of the extent of tsunami inundation, and sufficient warning of the tsunami arrival. Hence, there are two main objectives for this investigation: 1. Determine the likely extent of tsunami inundation for Gisborne City and surrounding populated coastal locations in Poverty Bay, using a combination of hydrodynamic tsunami modelling and GIS. The modelling will simulate historical events, particularly the largest historical tsunami, the May 1947 local tsunami. Modelling will consider potential events based on the Maximum Credible Earthquake for local sources associated with the Hikurangi Deformation Front. 2. Create inundation maps of Poverty Bay that can be used for future town planning and emergency plans

    Uneven changes in the global urban hierarchy have given way to new forms of relationships between urban and rural areas based on complementarities, cooperative and specialized exchange of services and goods, abandoning the additive processes of growth guided by industrialization and urbanization. Representing a distant notion from traditional concepts in regional studies such as 'compact cities' or 'suburbs', 'gravitation' or 'hierarchy', the 'city-region' paradigm has stimulated different visions to be recomposed within the 'sustainability' framework. With global changes, the 'mega-city region' model has starting to take the lead in the development of contemporary urban agglomeration. In this study, considerations over the emergence of this urban model in the Mediterranean region will be presented to investigate the relationship between dispersed urbanization and consolidating southern European city-regions. While Mediterranean cities have been considered for long time as ‘ordinary’ cities, rather distant from the 'globalized' northern urban models, most of these cities are characterized by distinctive socioeconomic traits possibly open to competition and globalization. The present contribution describes the emergence of a Mediterranean urban area, Athens, as a new 'city-region' in the context of urbanization processes in Greece and in the Mediterranean basin as a whole. One of the clearest indications of urban competitiveness amongst emerging and established large city-regions is the fight for hosting mega-events. The final objective of the study is to understand how the efforts for increasing urban competitiveness are impacting new forms of cityregions, mainly based on low-density settlements reflecting discontinuous urbanization

    Technological Changes in the Transportation Sector--Effects on U.S. Food and Agricultural Trade: A Proceedings

    ERS sponsored a workshop, Technological and Structural Change in the Transportation Sector: Effects on U.S. Food and Agricultural Trade, March 17-18, 1999, in Washington, DC. The program's objectives were to raise awareness within ERS about the role and importance of transportation in U.S. food and agricultural trade and to discuss the need of an agency research agenda in this area. More than 60 people attended. Bob Thompson of the World Bank and Jeffrey Frankel of the Brookings Institution led with discussions about the role of transportation in the global food system and the importance of integrating geography and transportation in analysis of international trade. Other panels dealt with transportation technology, past and future, the changing policy environment for ocean shipping, logistical and technological developments aiding exports of specific commodities, including the use of supply chain management. Representatives of the Agricultural Marketing Service discussed the availability of transportation cost data, and the availability of other shipping data was discussed by representatives of the PIERS database, a product of the Journal of Commerce. Two ERS research projects were summarized, one using GTAP and another applying the gravity model to estimate the extent to which distance is less of an inhibiting factor in exporting certain U.S. agricultural exports. The administrator of the Agricultural Marketing Service, the ERS associate administrator, and representatives of the Transportation Research Board, the USDA's World Board, and the Farm Foundation discussed potential ways ERS could include the transportation variable in its research.     Competitiveness of Port-Cities: The Case of Marseille-Fos - France

    This working paper offers an evaluation of the performance of the port of Marseille-Fos, an analysis of the impact of the port on its territory and an assessment of policies and governance in this field. It examines declining port performance over the last decades and identifies the principal factors that have contributed to it. The effect of the ports on economic and environmental questions is studied and quantified where possible. The value added of the port cluster of Marseille-Fos is calculated and its interlinkages with other economic sectors and other regions in France delineated. The paper outlines the impact of the ports? operations, and shows how their activities spill over into other regions than the one in which the port of Marseille-Fos is located. The major policies governing the ports are assessed, along with policies governing transport and economic development, the environment and spatial planning. These include measures instituted by the port authorities, as well as by local, regional and national governments. Governance mechanisms at these different levels are described and analysed. Based on the report?s findings, recommendations are proposed with a view to improving port performance and increasing the positive effects of the port of Marseille-Fos on its territory
