    Examination of Regional Transit Service Under Contracting: A Case Study in the Greater New Orleans Region, Research Report 10-09

    Many local governments and transit agencies in the United States face financial difficulties in providing adequate public transit service in individual systems, and in providing sufficient regional coordination to accommodate transit trips involving at least one transfer between systems. These difficulties can be attributed to the recent economic downturn, continuing withdrawal of the state and federal funds that help support local transit service, a decline in local funding for transit service in inner cities due to ongoing suburbanization, and a distribution of resources that responds to geographic equity without addressing service needs. This study examines two main research questions: (1) the effect of a “delegated management” contract on efficiency and effectiveness within a single transit system, and (2) the effects of a single private firm—contracted separately by more than one agency in the same region—on regional coordination, exploring the case in Greater New Orleans. The current situation in New Orleans exhibits two unique transit service conditions. First, New Orleans Regional Transit Authority (RTA) executed a “delegated management” contract with a multinational private firm, outsourcing more functions (e.g., management, planning, funding) to the contractor than has been typical in the U.S. Second, as the same contractor has also been contracted by another transit agency in an adjacent jurisdiction—Jefferson Transit (JeT), this firm may potentially have economic incentives to improve regional coordination, in order to increase the productivity and effectiveness of its own transit service provision. Although the limited amount of available operation and financial data has prevented us from drawing more definitive conclusions, the findings of this multifaceted study should provide valuable information on a transit service contracting approach new to the U.S.: delegated management. This study also identified a coherent set of indices with which to evaluate the regional coordination of transit service, the present status of coordination among U.S. transit agencies, and barriers that need to be resolved for regional transit coordination to be successful

    Effective public transit is central to development. For the vast majority of developing city residents, public transit is the only practical means to access employment, education, and public services, especially when such services are beyond the viable distance of walking or cycling. Unfortunately, the current state of public transit services in developing cities often does little to serve the actual mobility needs of the population. Bus services are too often unreliable, inconvenient and dangerous. In response, transport planners and public officials have sometimes turned to extremely costly mass transit alternatives such as rail-based metros. Due to the high costs of rail infrastructure, cities can only construct such systems over a few kilometres in a few limited corridors. The result is a system that does not meet the broader transport needs of the population. Nevertheless, the municipality ends up with a long-term debt that can affect investment in more pressing areas such as health, education, water, and sanitation. However, there is an alternative between poor public transit service and high municipal debt. Bus Rapid Transit (BRT) can provide high-quality, metro-like transit service at a fraction of the cost of other options.     Understanding Transit Ridership Demand for a Multi-Destination, Multimodal Transit Network in an American Metropolitan Area, Research Report 11-06

    This study examines the factors underlying transit demand in the multi-destination, integrated bus and rail transit network for Atlanta, Georgia. Atlanta provides an opportunity to explore the consequences of a multi-destination transit network for bus patrons (largely transit-dependent riders) and rail patrons (who disproportionately illustrate choice rider characteristics). Using data obtained from the 2000 Census, coupled with data obtained from local and regional organizations in the Atlanta metropolitan area, we estimate several statistical models that explain the pattern of transit commute trips across the Atlanta metropolitan area. The models show that bus riders and rail riders are different, with bus riders exhibiting more transit-dependent characteristics and rail riders more choice rider characteristics. However, both types of riders value many of the same attributes of transit service quality (including shorter access and egress times and more direct trips) and their use of transit is influenced by many of the same variables (including population and employment). At the same time, the factors that influence transit demand vary depending on the type of travel destination the rider wishes to reach, including whether it is the central business district (CBD) or a more auto-oriented, suburban destination. The results of the study offer new insights into the nature of transit demand in a multi-destination transit system and provide lessons for agencies seeking to increase ridership among different ridership groups. The results suggest that more direct transit connections to dispersed employment centers, and easier transfers to access such destinations, will lead to higher levels of transit use for both transit-dependent and choice riders. The results also show that the CBD remains an important transit destination for rail riders but not for their bus rider counterparts. Certain types of transit-oriented development (TOD) also serve as significant producers and attractors of rail transit trips

    Promoting Intermodal Connectivity at California’s High Speed Rail Stations

    High-speed rail (HSR) has emerged as one of the most revolutionary and transformative transportation technologies, having a profound impact on urban-regional accessibility and inter-city travel across Europe, Japan, and more recently China and other Asian countries. One of HSR’s biggest advantages over air travel is that it offers passengers a one-seat ride into the center of major cities, eliminating time-consuming airport transfers and wait times, and providing ample opportunities for intermodal transfers at these locales. Thus, HSR passengers are typically able to arrive at stations that are only a short walk away from central business districts and major tourist attractions, without experiencing any of the stress that car drivers often experience in negotiating such highly congested environments. Such an approach requires a high level of coordination and planning of the infrastructural and spatial aspects of the HSR service, and a high degree of intermodal connectivity. But what key elements can help the US high-speed rail system blend successfully with other existing rail and transit services? That question is critically important now that high-speed rail is under construction in California. The study seeks to understand the requirements for high levels of connectivity and spatial and operational integration of HSR stations and offer recommendations for seamless, and convenient integrated service in California intercity rail/HSR stations. The study draws data from a review of the literature on the connectivity, intermodality, and spatial and operational integration of transit systems; a survey of 26 high-speed rail experts from six different European countries; and an in-depth look of the German and Spanish HSR systems and some of their stations, which are deemed as exemplary models of station connectivity. The study offers recommendations on how to enhance both the spatial and the operational connectivity of high-speed rail systems giving emphasis on four spatial zones: the station, the station neighborhood, the municipality at large, and the region

    Keys to effective transit strategies for commuting

    Commuting poses relevant challenges to cities\u2019 transport systems. Various studies have identified transit as a tool to enhance sustainability, efficiency and quality of the commute. The scope of this paper is to present strategies that increase public transport attractiveness and positively impact its modal share, looking at some case studies and underlining key success factors and possible elements of replica to be ultimately planned in some of the contexts of the Interreg project SMART-COMMUTING. The strategies analyzed in this paper concern prices and fares, service expansion, service improvements, usage of vehicle locators and other technology, changes to the built environment. Relevant gains in transit modal share are more easily achievable when considering integrations between various strategies, thus adapting and tailoring the planning process to the specific context

    International Lessons for Promoting Transit Connections to High-Speed Rail Systems

    As the California High-Speed Rail (HSR) project becomes reality, many communities involved in, or affected by, the California HSR project have considered how to connect the new HSR passenger services to local urban transportation systems – such as bus and light rail systems – and how they can take advantage of HSR accessibility and speed throughout the state. European and other overseas systems have decades of experience in forging connections between HSR and various transportation options. This study examines international HSR stations and identifies patterns in transit connections associated with stations on the basis of size, population levels, and other characteristics. Additionally, a closer examination is made of the lessons that can be learned from a strategic sample of overseas HSR stations, correlated to similar cities in the planned California system. Generally, the findings from the comparison suggest that California cities must make significant strides to approach the level of integration and ease of access to other modes that systems outside the U.S. now enjoy

    Improving Pathways to Transit for Persons with Disabilities

    Persons with disabilities can achieve a greater degree of freedom when they have full access to a variety of transit modes, but this can only be achieved when the pathways to transit – the infrastructure and conditions in the built environment – allow full access to transit stops, stations, and vehicles. Since passage of the Americans with Disabilities Act (ADA) in 1990, many transit agencies and governmental jurisdictions have made significant progress in this area. Policy initiatives, incremental enhancements, modifications, and other measures undertaken by transit agencies and their partners have significantly improved access to transit for persons with disabilities, others who rely on public transportation, and individuals who chose to utilize these services. This research study explores, through case study work, efforts that have been effective in improving pathways to transit. Interviews and site visits were conducted with five transit agencies, along with their partners, that are actively engaged in improving pathways to connect transit consumers – particularly people with disabilities – with transit stations and stops. These agencies are: Broward County Transit (Broward County, FL), Memphis Area Transit Authority (Memphis, TN), NJ TRANSIT (Newark and New Brunswick, NJ), Tri-County Metropolitan Transportation District of Oregon (Portland, OR), and Link Transit (Wenatchee, WA). Promising practices and/or lessons were identified through the case study analysis; these should be considered by any transit agency seeking to create improved access to its services for persons with disabilities

    Rail Connected City-Regions: the Significance of Concerted Policies and Alternative Funding Options

    One should not be enthusiastic of Far East mega-cities easily sustaining urban rail systems to understand that high densities slow down land consumption and increase ridership. An objective of the paper is to investigate the case of a mutually supportive land use and urban rail planning in two European cities. A parallel objective is to demonstrate that singular measures like urban rail stations or dense mixed uses are not sufficient to achieve a sustainable growth. The macro-connectivity of the city-region by rail as well as local parking constraints are important factors for successful sustainability. A particular (chrono-)logical planning sequence of action packages is suggested, in order to maximize the desired impacts. Next to the conceptual part, two relevant case studies are demonstrated. First, the Swiss City-Rail project of Bern. It concerns the two employment poles Ausserholligen west of, and Wankdorf east of the Central Station, where suburban rail interchanges are planned. Each pole will contain a development of 600.000 sq.m. Gross Floor Area of mixed uses, staged up to 2020. The wide range of concerted policies effectuated is analysed. Second, the case of Athens, one of the seven European mega-cities with more than 4 mi. inhabitants is discussed. Within the framework of the Metro Development Study (MDS), a multimodal transportation plan for Athens with the horizon 2020 has been developed. A calibrated Garin-Lowry land use – transportation model forecasts job and population figures at the level of 1230 traffic zones. The MDS 2020 plan contains 106 km metro, 46 km tramway, and 328 km suburban rail. High urban rail investments have already taken place in Athens, also in view of the Olympic Games. The paper discusses planning opportunities for concentrated service development at suitable rail interchanges proposed by the MDS. Two types of structural actions are considered. First, upzoning and new development around three suburban rail interchanges, especially along the suburban rail corridor leading from Athens to the Airport. A recent mall development in one of these interchanges is critically discussed. Rail use is better suited for employees and people seeking entertainment than shopping in this respect. Second, rezoning and recycled development at built-up areas around three peripheral metro interchanges, while protecting the existing housing. Finally, a comparative review of the planning frameworks in Bern and in Athens is performed, with a special emphasis on revealed planning deficits.
