    Research on multi-objective emergency logistics vehicle routing problem under constraint conditions

    Purpose: Aim at choosing a relative good vehicle routing in emergency conditions under constraint conditions when disaster happens. Rapid response and rescue can save a lot of people. Design/methodology/approach: Modeling analysis: establishing a mathematical model of multi-objective emergency logistics vehicle routing problem. And in end of the paper, we intend to use genetic algorithms to solve the problem. Findings: Considering time requirement and cost limit both while choosing vehicle routing when the disasters happens is meaningful. We can get a relative good result and give a guidance to rescue teams. Originality/value: Consider cost and time objectives and kinds of realistic conditions (such as the road congestion) in the model when solving the problem, having expanded the theory scope.Peer Reviewe

    Review of Funding and Management Structures of Emergency Medical Teams (EMTs) and International Search and Rescue (ISAR) Teams

    When disasters exceed the capacity of the affected country to cope within its own resources, assistance from external source teams is required and typically requested (Bartolucci et al., 2019). Assistance can be Emergency Medical Teams (EMTs - also known as Disaster Medical Teams [DMTs] or Disaster Medical Assistance Teams [DMATs]) and/or International Search and Rescue (ISAR) teams. However, as the structures of these teams differ greatly, their management is paramount to success. Also, the cost of international relief, and the belief that such deployment is cost-effective, has been questioned by the international community. Although overall management and centrally pooled funding is available for EMTs and ISAR teams, this rapid review focuses on organisation and funding at the country and/or regional level. As requested, EMT examples are taken from Australia, China, India, Israel, Malaysia, and the Caribbean. Data on ISAR teams is from Brazil, China, Germany, Indonesia, Scandinavia, and the United States (USA). The assessed ‘grey’ literature included: (i) external evaluations commissioned by funding agencies and/ or humanitarian EMT providers; (ii) institutional reviews of lessons learned; (iii) after-action reports, and (iv) formal reviews commissioned by the authorities of some of the sudden onset disaster (SOD) affected countries. Findings from response to natural disasters (de Ville de Goyet et al., 2003), and conclusions of five Tsunami Evaluation Coalition (TEC) thematic evaluations (de Ville de Goyet, 2007) were used extensively. However, since these publications, there still are few detailed data and evaluations available on EMTs and ISAR teams (Gerdin et al., 2013; Bartolucci et al., 2019).     As a result of the COVID-19 pandemic, supply, demand, and logistics have all been affected. Due to its unpredictable severity, the pandemic has highlighted the need to modify the existing supply chain model, the consumer structure model, and the digitization of markets. At the same time, the situation under COVID-19 offers increasing opportunities for e-commerce, including new business models and online commercial activities. This master's thesis aims to analyze how COVID-19 will affect global supply chains and e-commerce. Moreover, it will try to analyze the practices of major e-commerce platforms during the pandemic to determine whether there are opportunities for innovation and development in the future. The study will examine how retailers adapted to supply chain disruptions caused by the pandemic from a practical perspective and highlight the critical role of technology in these processes. The research provides insights into how companies are coping with long-term disruptions. The study we conducted used a qualitative approach, which included a case study and a SWOT analysis. In addition, we analyzed quantitative operational data from public financial reports released by JD.com.Our study examines the effects of a pandemic on supply chains. It also summarises the challenges faced by the retail sector and the strategies used by JD.com during the challenging period. During the pandemic, JD.com was able to handle the various aspects of its supply chain management through an integrated supply chain and intelligence platform. This study presents a supply chain resilience analysis by using actual operational data. Moreover, It suggests that companies should consider operational flexibility and collaboration outside the supply chain to adapt to significant supply chain disruptions like COVID-19

    Defence and development: a case study of the Philippines

    In the security spectrum, there is a blurring line between defence and development. In both traditional and non-traditional security situations, such as counterinsurgency and natural disasters, the armed forces has been called to respond in ways other than their mandate of physical protection in order to attend to human development needs. How and when this transition of roles happens has been studied and debated. As the main security institution of a country, militaries around the world have performed duties outside of their defence functions. Their tasks have expanded from maintaining peace and order to including nation-building, economic development, the provision of disaster relief, and engaging in efforts to conserve natural resources. Looking at these extra functions, the Philippines armed forces are no different in performing non-traditional roles. The Armed Forces of the Philippines (AFP) is one of the key institutions, which has been at the forefront of the campaign in tackling these domestic challenges. To a certain extent, the mixture of economic activities with combat operations has characterised the military’s different campaigns such as counter-terrorism and counter-insurgency. Involvement in economic functions has been justified on the grounds that it is critical to ‘winning the hearts and minds’ of those living on the front lines, supporting the military’s role in nation-building. The aim of this study is to employ pre-determined metrics to evaluate the contribution of the Philippine defence sector to national development, and, in turn, comprehensive security. Whilst the conventional view is that defence is a burden on development, the question this study poses is whether, by contrast, in the Philippine context, there is a positive relationship between defence and development; that is, that defence expenditure contributes to development outputs such as employment, skill-generation and even infrastructural investment. The study framework is anchored to the following policies: AFP Modernisation Act of 1995, and its subsequent revision, AFP Modernisation Act of 2010, the Internal Peace and Security Plan (IPSP), and the National Security Plan 2011-2016. The framework highlights the important security goals of defence industrialisation, internal security, and non-traditional security. These data were further substantiated and consolidated via archival sources, such as government and company reports, as well as secondary data (e.g. books, journals, etc.). The mission thrusts of the AFP demonstrate the organisation’s multiple objectives to carry out a mandate to protect the state and the people. The Philippines has a very modest defence industry with few companies manufacturing small arms and ammunitions. Its goal is to be self-reliant, however, issues within the Procurement Law prevents this. Meanwhile, the conduct of counter-insurgency efforts through the IPSP allows the AFP unified commands and field units to support government units and agencies in their peace and development programmes. Furthermore, the geographic deployment of military personnel and equipment across the archipelago allows the armed forces to respond in times of disasters. Overall, the armed forces has contributes positively to the national development of the Philippines. To this end, and based on the research finding, a number of important policy recommendations are advanced to raise the effectiveness of the Philippines’ security policies
