    The coming of California High-Speed Rail (HSR) offers opportunities for positive urban transformations in both first-tier and second-tier cities. The research in this report explores the different but complementary roles that first-tier and second-tier cities along the HSR network can play in making California more sustainable and less dependent on fossil fuels while reducing mobile sources of greenhouse gas emissions and congestion at airports and on the state’s roadways. Drawing from case studies of cities in Northern and Southern California, the study develops recommendations for the planning, design, and programming of areas around California stations for the formation of transit-supportive density nodes

    Interbasin Water Transfers and Water Scarcity in a Changing World: A Solution or a Pipedream?

    The world is increasingly forced to face the challenge of how to ensure access to adequate water resources for expanding populations and economies, whilst maintaining healthy freshwater ecosystems and the vital services they provide. Now the growing impacts of climate change are exacerbating the problem of water scarcity in key regions of the world. One popular way for governments to distribute water more evenly across the landscape is to transfer it from areas with perceived surpluses, to those with shortages.While there is a long history of water transfers from ancient times, as many societies reach the limits of locally renewable water supplies increasingly large quantities of water are being moved over long distances, from one river basin to another. Since the beginning of dam building that marked the last half of the 1900s more that 364 large-scale interbasin water transfer schemes (IBTs) have been established that transfer around 400 kmÂł of water per year (Shiklomanov 1999). IBTs are now widely touted as the quick fix solution to meeting escalating water demands. One estimate suggests that the total number of largescale water transfer schemes may rise to between 760 and 1 240 by 2020 to transfer up to 800 kmÂł of water per year (Shiklomanov 1999).The wide range of IBT projects in place, or proposed, has provoked the preparation of this review, including seven case studies from around the globe. It builds on previous assessments and examines the costs and benefits of large scale IBTs. This report assesses related, emerging issues in sustaining water resources and ecosystems, namely the virtual water trade, expanding use of desalination, and climate change adaptation. It is based on WWF's 2007 publication "Pipedreams? Interbasin water transfers and water shortages".The report concludes that while IBTs can potentially solve water supply issues in regions of water shortage - they come with significant costs. Large scale IBTs are typically very high cost, and thus economically risky, and they usually also come with significant social and environmental costs; usually for both the river basin providing and the river basin receiving the water

    A Comparative Analysis of High-Speed Rail Station Development into Destination and Multi-Use Facilities: The Case of San Jose Diridon

    As a burgeoning literature on high-speed rail development indicates, good station-area planning is a very important prerequisite for the eventual successful operation of a high-speed rail station; it can also trigger opportunities for economic development in the station area and the station-city. At the same time, “on the ground” experiences from international examples of high-speed rail stations can provide valuable lessons for the California high-speed rail system in general, and the San Jose Diridon station in particular. This study identifies and draws lessons from European HSR stations that share similarities across several criteria with the San Jose area context. From an initial consideration of twenty European HSR stations, the researchers chose five stations for in depth case studies: Euralille and Lyon Part Dieu in France, Rotterdam Centraal and Utrecht Centraal in the Netherlands, and Torino Porta Susa in Italy. Additionally, the study drew information from relevant local actors and stakeholders to better tailor recommendations to the particular California context.Through the undertaking of different research tasks–literature review, case studies of European railway stations, survey of existing station plans and other planning documents for the Diridon station, station area analysis, and interviews with station area planners and designers–the study compiles timely recommendations for the successful planning of the Diridon station and other stations along the California high-speed rail corridor

    This report describes the modeling, calibration, and validation of a VISSIM traffic-flow simulation of the San JosĂ©, California, downtown network and examines various evacuation scenarios and first-responder routings to assess strategies that would be effective in the event of a no-notice disaster. The modeled network required a large amount of data on network geometry, signal timings, signal coordination schemes, and turning-movement volumes. Turning-movement counts at intersections were used to validate the network with the empirical formula-based measure known as the GEH statistic. Once the base network was tested and validated, various scenarios were modeled to estimate evacuation and emergency vehicle arrival times. Based on these scenarios, a variety of emergency plans for San José’s downtown traffic circulation were tested and validated. The model could be used to evaluate scenarios in other communities by entering their community-specific data

    Congestion at airports: the economics of airport expansions

    Congestion and subsequent delays have been prevalent in many U.S. airports in recent years. A common response to congestion, championed by many community leaders, is to expand capacity by constructing new runways and terminals. Airport expansions are costly, complex, and controversial. We begin by using basic economic theory to analyze congestion at those airports that are part of an air transportation system. Next, we describe how benefit-cost analysis is used to assess the desirability of airport expansions. Many of the key points are illustrated in the context of Lambert–St. Louis International Airport. We also examine two especially controversial aspects of expansions—the displacement of people and businesses and the effects of airport noise. Finally, we discuss congestion-based pricing of landing fees as an alternative to airport expansions.Airports ; Economic development
