    Traditional educational boundaries at tertiary institutions in South Africa are fast becoming more flexible and as a result, quality distance learning is becoming more accessible to the market. The challenges of the distance education market reside not only within the traditional academic system in South Africa, but also with the accessibility of quality tertiary education via distance learning programmes of foreign institutions. In order to supply the ultimate learning experience to students, the concept of client relations is becoming increasingly important. Client relations should not be regarded as a surrogate for academic excellence but it certainly enhances the value gained through distance learning on a tertiary level. In view of this exciting transformation process a vital Department of Telematic Learning Systems was established at the Potchefstroom University for Christian Higher Education (PU for CHE). This department delivers and administrates all the degree and diploma programmes constructed by the academic departments at the PU for CHE. This department adopts a strong customer aligned approach as a strategic thrust and students are treated as valued clients of the university. Continuous client satisfaction research is conducted and this article reports on the results of one such a research project. Apart from supplying the demographic profile of students, the article reports on the service levels that undergraduate Bachelor in Business Administration (BBA) students experienced during their 1997 year of study. The statistical technique, factor analysis, was employed to determine underlying communalities of these specific services. Eight factors were identified from the varimax rotated factor matrix. As a result of the reliability statistical procedure: Cronbach's Alpha coefficient (value of 0.928), a favourable cumulative variance of almost 60% is explained. The results obtained could be of significant value, firstly, to the PU for CHE which attempts to improve the service that is rendered to students. If they understand the client relationship and its service levels, they should be able to concentrate more energy in these areas. This reasoning also applies to other universities who wish to enter distance and/or open-learning educational systems. Secondly, students should profit from efficiently trained front-line staff who are educated in client's expectations of service levels. Thirdly, other researchers in service quality could use the results as a basis for future research since they provide a comparative foundation.     It is by now common knowledge that one of the aspects upon which the survival of the University depends is how it will make the best possible use of the new technologies (e-learning). Despite the acceptance of this principle, difficulties arise when one attempts to proceed from the mere declaration to actually planning activities and putting them into effect. This research, the result of collaboration between teachers and researchers of the Educational Science and Engineering Faculties of the University of Florence, focuses on certain theoretical concepts and reference apparatus, bringing international literature to bear on the specific case of Italy.     Responding to the vision of the information society: first steps towards a national virtual university.

    Executive Summary 1. There is confusion, both in academic circles and the public more generally, about the definition of a virtual university. Hence in considering such an option, it is worth looking more fundamentally at the contexts for higher education, and the functions of a National Virtual University equipped to meet the needs of the 21st Century. 2. The increase in the use of ICT has caused a radical increase in demand for higher education globally, and increased access to higher education via the use of ICT. New suppliers in the form of private and corporate universities, now compete with universities in their home countries, and increasingly, overseas. 3. Although demands for higher education are growing rapidly, analysis of the new and changing demands on universities at local, national and international levels, within an increasingly global knowledge market, indicates that the role of a National Virtual University will be much broader than that of an existing university. Moreover, a NVU will need to successfully compete in an environment which is growing in competitiveness and complexity as corporate universities start to operate, but will have to do so with greater efficiency and lower funding. 4. The socio-economic environment in Finland is characterised by an internationally high (and growing) involvement with information and communication technologies in all spheres of life. Within this fast developing Information Society, there is a high need for increasing skills levels and retraining, especially with respect to ICT. However, like elsewhere in Europe, the use of technology for collaborative teaching in Universities and for promoting joint research with industry, is comparatively underexploited, although the existing higher education platform, provides a useful structure which could adapt to, and benefit from, the establishment of a National Virtual University. 5. The rationale for incorporating the use of new technologies in higher education by building a National Virtual University is well-established. Such a development would require a quantum leap in the design and development of a new learning method. However, in addition to educational benefits, the NVU would aid the creation of a knowledge based economy, the promotion of social cohesion, the protection of the existing Finnish university system, and the preservation of national language and culture. 6. The experience of previous virtual university ventures in the USA demonstrates that collaborative ventures, based on existing providers and reliant on reengineering of existing teaching and learning practices, are unlikely to be successful, even where they are well financed. A National Virtual University can be constructed with varying degrees of functionality, but where it covers all ranges of university activities (teaching, research and technology transfer), and is well-linked to the local community, the cost of development will be high but the returns on expenditure will be greatest. 7. A project of this size, complexity, cost and importance will only succeed in maximising its potential as a collaborative venture, if it involves all stakeholder groups in discussing its form, as consensus on the form of the NVU will be critical in ensuring the success of its implementation

    Perception of Employers' in Transforming Technical and Vocational Education and Training vis-a-vis Emerging Technology Tools for Sustainable Workforce Development in Nigeria

    Economic competitiveness of a country depends to a large extent on the skills of its workforce. The skills and the competencies of the workforce, in turn, are dependent upon the quality of the country’s education and training. Education and training are undergoing continuous change, and this change poses more challenges to the 21st-century workforce, and to training institutions. Despite the importance of TVET in transforming economic development, of any nation, Nigeria still has different perspectives about the competency of its TVET graduates. Therefore, the paper aims at determining the perceptions of Organized Private Sector (OPS) employers’ regarding the competency of TVET graduates and the role of emerging technology tools in transforming TVET for a sustainable workforce development. Using a descriptive survey research design and a sample of 80 OPS employers. A validated and piloted questionnaire based on a 5-point Likert scale used as the data collection instrument for the study. Data were analysed using descriptive and inferential statistics including means, standard deviation and ANOVA. Data analysis was facilitated using the Statistical Package for Social Sciences (SPSS). Findings revealed that employers were not satisfied with the competency level of TVET graduates as it is showed that they are not well prepared to enter the competitive workforce and to be self-reliant. Given the nature and complexity of the field of TVET for a sustainable workforce, it was recommended that the utilization of adequate planning and management of emerging technology tools and resources in teaching TVET programs could contribute enormously to the quality and sustainability of the Nigerian workforce

    Traditional education has shifted towards new methods of teaching and learning through the proliferation of information and communication technologies (ICT). The continuous advances in technology enable the realisation of a more distributed structure of knowledge transfer. This becomes critically important for developing countries that lack the resources and infrastructure for implementing cutting-edge education practices. The two main themes of technology in education for developing countries focus either on aspects of technological support for traditional methods and localised processes, or on the investigation of how such technologies may assist distance learning. Commonly such efforts are threefold, relating to content delivery, assessment and provision of feedback. This paper focuses on issues regarding the implementation of e-learning in developing countries and particularly those aspects of computer-aided assessment (CAA) that could be tailored to satisfy the needs of a limited educational infrastructure.     Looking closely at what they say and what it tells us: Experiences in a digital learning space

    This study explores lecturer and student experiences of using the Learning Management System (LMS) within a Faculty at a South African University. The results of the study highlight the extent to which lecturers and students engage with the LMS. This article aims to determine the following: 1) the value that lecturers and students place on using the LMS as a platform to facilitate learning and teaching, 2) the typical resources, activities and assessments that lecturers and students place value on and why, and 3) to compare lecturer and student perspectives on the best utilization of the LMS. Quantitative data were collected from the LMS and qualitative data collected from lecturers and undergraduate students through questionnaires and focus groups. A Social Constructivist framework was adopted as a lens for analysis of collected data. The results show resources are valued the most by both lecturers and students but the majority of students only access, on average, just more than half of the postings. In terms of the constructs of the Social Constructivist framework, Learning and Connectedness showed positive responses, while improvement is necessary for Making Meaning and Agency
