    We present a primal--dual memory efficient algorithm for solving a relaxed version of the general transportation problem. Our approach approximates the original cost function with a differentiable one that is solved as a sequence of weighted quadratic transportation problems. The new formulation allows us to solve differentiable, non-- convex transportation problems

    On the complexity of nonlinear mixed-integer optimization

    This is a survey on the computational complexity of nonlinear mixed-integer optimization.     An Algorithmic Theory of Integer Programming

    We study the general integer programming problem where the number of variables nn is a variable part of the input. We consider two natural parameters of the constraint matrix AA: its numeric measure aa and its sparsity measure dd. We show that integer programming can be solved in time g(a,d)poly(n,L)g(a,d)\textrm{poly}(n,L), where gg is some computable function of the parameters aa and dd, and LL is the binary encoding length of the input. In particular, integer programming is fixed-parameter tractable parameterized by aa and dd, and is solvable in polynomial time for every fixed aa and dd. Our results also extend to nonlinear separable convex objective functions. Moreover, for linear objectives, we derive a strongly-polynomial algorithm, that is, with running time g(a,d)poly(n)g(a,d)\textrm{poly}(n), independent of the rest of the input data. We obtain these results by developing an algorithmic framework based on the idea of iterative augmentation: starting from an initial feasible solution, we show how to quickly find augmenting steps which rapidly converge to an optimum. A central notion in this framework is the Graver basis of the matrix AA, which constitutes a set of fundamental augmenting steps. The iterative augmentation idea is then enhanced via the use of other techniques such as new and improved bounds on the Graver basis, rapid solution of integer programs with bounded variables, proximity theorems and a new proximity-scaling algorithm, the notion of a reduced objective function, and others. As a consequence of our work, we advance the state of the art of solving block-structured integer programs. In particular, we develop near-linear time algorithms for nn-fold, tree-fold, and 22-stage stochastic integer programs.     Data-driven Inverse Optimization with Imperfect Information

    In data-driven inverse optimization an observer aims to learn the preferences of an agent who solves a parametric optimization problem depending on an exogenous signal. Thus, the observer seeks the agent's objective function that best explains a historical sequence of signals and corresponding optimal actions. We focus here on situations where the observer has imperfect information, that is, where the agent's true objective function is not contained in the search space of candidate objectives, where the agent suffers from bounded rationality or implementation errors, or where the observed signal-response pairs are corrupted by measurement noise. We formalize this inverse optimization problem as a distributionally robust program minimizing the worst-case risk that the {\em predicted} decision ({\em i.e.}, the decision implied by a particular candidate objective) differs from the agent's {\em actual} response to a random signal. We show that our framework offers rigorous out-of-sample guarantees for different loss functions used to measure prediction errors and that the emerging inverse optimization problems can be exactly reformulated as (or safely approximated by) tractable convex programs when a new suboptimality loss function is used. We show through extensive numerical tests that the proposed distributionally robust approach to inverse optimization attains often better out-of-sample performance than the state-of-the-art approaches

    An Incentive Compatible, Efficient Market for Air Traffic Flow Management

    We present a market-based approach to the Air Traffic Flow Management (ATFM) problem. The goods in our market are delays and buyers are airline companies; the latter pay money to the FAA to buy away the desired amount of delay on a per flight basis. We give a notion of equilibrium for this market and an LP whose solution gives an equilibrium allocation of flights to landing slots as well as equilibrium prices for the landing slots. Via a reduction to matching, we show that this equilibrium can be computed combinatorially in strongly polynomial time. Moreover, there is a special set of equilibrium prices, which can be computed easily, that is identical to the VCG solution, and therefore the market is incentive compatible in dominant strategy.Comment: arXiv admin note: substantial text overlap with arXiv:1109.521
