    Europe and the world face a moment of transformation. The global financial crisis wiped out years of economic and social progress, exposed structural weaknesses in world economies and emphasised the importance of the real economies and strong industries. Modernisation and digitalisation of the industrial base together with the promotion of a competitive framework for industry through research, technology and innovation are drivers for recovery. Innovation, and particularly open innovation, is a key factor of global competitiveness. The European Commission (EC) addresses international cooperation policy in a wider framework and adapts to the evolving needs of partner countries at different stages of development (EC, 2018a). Latin America and the Caribbean countries’ (LAC) and the European Union’s (EU) cooperation on science, technology and innovation has a long history based on cultural roots and common concerns. They share a strategic bi-regional partnership, which was launched in 1999 and stepped up significantly in recent years. The two regions co-operate closely at international level across a broad range of issues and maintain an intensive political dialogue at all levels. EU-LAC relationships are moving from a traditional cooperation model towards a learning model, where sharing experiences and learning from innovations appear to be decisive (OECD, 2014). This paper focuses on the challenges that innovation nowadays poses to international relations and diplomacy. It is based on the evidence gained by the research team from participation in several EULAC projects, especially the ELAN Network project coordinated by TECNALIA, the INNOVACT project as well as other projects and activities

    With more than 5.3 million inhabitants Victoria is the second most populous state in Australia. Once a manufacturing economy, Victoria is now transforming itself into a service and innovation-based economy. Currently, the largest sectors are education services and tourism. In terms of social structure, Victoria is characterised by a large migrant population, 24% of population were born overseas and 44% were either born overseas or have a parent who was born overseas. About 70% of the population resides in Melbourne. Victoria faces a number of challenges, ranging from an ageing population and skills shortages to drought and climate change and increased risk of natural disasters. Rapid population growth, 2% annually, has implications for service delivery and uneven development as well as regional disparities. There are barriers to connectivity in terms of transport and infrastructure, and a high degree of inter-institutional competition in tertiary education sector. The business structure in Victoria includes some highly innovative activities such as in biotechnology, but other sectors, especially those with high number of small and medium-sized enterprises, are lagging behind. Most of the larger manufacturing enterprises are externally controlled and there is uncertainty over the long term investments they will make in the state, as well as the place of Victoria in the global production networks

    STRENGTHEN AND UPGRADE REGIONAL CAPABILITIES (REGIONAL UNIVERSITY KNOWLEDGE CENTRE PROGRAMME IN HUNGARY)

    The emerging vision of the modern, innovative Hungarian economy, which can compete successfully in the global arena, made it absolutely necessary to encourage business firms to be innovation-oriented and to encourage universities to develop, beyond their traditional teaching mission, also their research performance and their capabilities to transfer research results and new knowledge to convert them into commercially relevant innovations. The role of government was to create a suitable legal environment and proper incentives to stimulate and support change and to enable collaborations between Public and Private Sector actors. Despite all efforts in launching relevant programmes, the competency and attractiveness of universities for strategic research partnerships with the private sector remained heterogeneous and partially unsatisfactory because of shortcomings in their knowledge base and their capability to act as well-performing research partners in collaborative projects. In 2004 Hungary established a new complementary programme which addressed particularly these shortcomings, the Pázmány Péter – Regional University Knowledge Centre programme. This paper describes shortly the programme and then investigates the experiences of two initial calls. This Public-Private-Partnership model, where the state is not the single supporter of the programme, the participating Private Sector actors provide complementary funding. In addition, the centres can also attract external funding from various other sources. In addition, Private Sector enterprises make advanced technical equipment available for use by members and non-members. By the first experiences this programme is a good frame to support overcoming on one of the failure of the system, weak knowledge distribution capability. This initiative, the Pázmány Péter programme provides a potentially transferable example for other countries with shortcomings similar to those of Hungary’s National Science and Innovation System. It was the first policy measure which has attracted a large number of actors and united them in joint regional research activities. This form of Public Sector - Private Sector research collaborations is crucial for the flow of knowledge, the seamless transfer of research results to commercially relevant innovation and for feedback loops in development.     Policy-driven EU Research Networks: Impact on the Greek S&T System

    This paper focuses on the impact of EU-funded collaborative research networks at a national level using a combined method approach, social network analysis and in-depth case study work. First, it examines the participation intensity and role of the Greek organizations in the research network established through the Information Society Technologies priority of the European Community’s 4th, 5th and 6th Framework Programmes. Furthermore, it attempts to assess the impact of the IST research network on the diffusion and deployment of innovation in Greece. Some interesting results with significant policy implications arise: a) Greece exhibits high participation intensity in the EU-funded IST network, b) there are Greek organizations that have assumed an influential role in the network through time, in addition, they are also critical to the connectivity of the more peripheral Greek actors to the IST network, c) the value of the network, lies for the most part in indirect or ‘behavioural’ effects than in immediate project outputs measured in terms of commercialized products or services, d) however, while the knowledge obtained through the network assists organizations to gain better understanding of the market and identify future deployment opportunities this is not always possible due to the lack of sufficient infrastructure and national policies to support market introduction.
