    Key issues in trade facilitation : summary of World Bank/European Union workshops in Dhaka and Shanghai in 2004

    Trade facilitation is the ability of countries to deliver goods and services on time at the lowest possible cost. It has emerged as an important issue in unilateral, bilateral, and multilateral trade liberalization. Most countries have embarked on heroic reforms aimed at reducing transaction costs of trade. Thus, among the four new Singapore issues, there was least resistance from World Trade Organization (WTO) member countries to include trade facilitation in the Doha Round discussions. However, all countries are not equally placed in initiating reforms in the complex areas of customs procedures, transport and port logistics, harmonization of standards, and simplification of procedures. Trade facilitation reforms require a large volume of technical assistance for national capacity building. To facilitate what these reforms entail and what can be learned from cross-country experiences, the EU and the World Bank organized two workshops in Dhaka (South Asian countries) and Shanghai (East Asian countries) in 2004. Jointly they succeeded in bringing together renowned experts from multilateral organizations, selected bilateral donor community, the private sector, ex civil servants, and scholars. The participants were largely drawn from the relevant government departments and chambers of commerce and industry. This paper summarizes the main presentations in the workshops. It also indicates the areas that need more focus in future events. The paper should serve as a reference document for national policymakers and for future seminars and workshops on trade facilitation.     Interorganizational Networks : the Issue of Global Sovereignty

    One of the most striking phenomena of the past decade has been the internationalisation of service firms (Tersen and Bricout, 1996). Previously considered “un-exportable” (Segal-Horn, 1993), they have proven day after day that they have the necessary characteristics to undertake an international development, and even a globalization of their offering systems (Vandermerwe, 1989 ; Campbell and Verbeke, 1994 ; Gadrey, 1994 ;). Retail banking and financial services are remarkable illustrations of this phenomenon (Michalet, 1985 ; Andreff, 1995). And bank cards in the first place. However, management scholars have been slow in reacting to this challenge. Focused on industry (and surprisingly enough on the automotive industry), the scholars have rather neglected the emerging field of international service firms. This Research gap has motivated our project on the international deployment of services. The field study we have selected is relative to the bank card organizations. This industry illustrates the functioning of service firms as political institutions. A striking example relates to the emergence and development of international standards bodies, specifically in the area of Internet payments. We are faced here with the construction of a transnational regulation. This paper brings twofold a contribution. On one hand, it enriches the interpretation of a very important, peculiar and potentially generic research object, through the lenses of the translation theory. On the other hand, it has key managerial implications regarding « political » strategies with regard to positioning as a regulatory institution. Discussion follows on the consequences of these agencies' activities for business enterprises.

    Building a truster environment for e-business : a Malaysian perspective

    Internet identify ‘security’ as a major concern for businesses. In general, the level of security in any network environment is closely linked to the level of trust assigned to a particular individual or organization within that environment. It is the trust element that is crucial in ensuring a secure environment. Besides physical security, security technology needs to be utilised to provide a trusted environment for e-business. Network security components for perimeter defense, i.e., Virtual Private Networks, firewalls and Intrusion Detection Systems, need to be complemented by security components at the applications and user level, e.g., authentication of user. ID or password security solution may be an option but now with the availability of legally binding digital certificates, security in e-business transactions can be further improved. Time and date stamping of e-business transactions are also of concern to prove at a later date that the transactions took place at the stipulated date and time. Digital certificates are part of a Public Key Infrastructure (PKI) scheme, which is an enabling technology for building a trusted epvironment. PIU comprise policies and procedures for establishing a secure method for exchanging information over a network environment. The Digital Signature Act 1997 (DSA 1997) facilitates the PKI implementation in Malaysia. Following the DSA 1997, Certification Authorities (CAs) were set up in Malaysia.     PKI Interoperability: Still an Issue? A Solution in the X. 509 Realm

    There exist many obstacles that slow the global adoption of public key infrastructure (PKI) technology. The PKI interoperability problem, being poorly understood, is one of the most confusing. In this paper, we clarify the PKI interoperability issue by exploring both the juridical and technical domains. We demonstrate the origin of the PKI interoperability problem by determining its root causes, the latter being legal, organizational and technical differences between countries, which mean that relying parties have no one to rely on. We explain how difficult it is to harmonize them. Finally, we propose to handle the interoperability problem from the trust management point of view, by introducing the role of a trust broker which is in charge of helping relying parties make informed decisions about X.509 certificates

    Electronic security - risk mitigation in financial transactions : public policy issues

    This paper builds on a previous series of papers (see Claessens, Glaessner, and Klingebiel, 2001, 2002) that identified electronic security as a key component to the delivery of electronic finance benefits. This paper and its technical annexes (available separately at http://www1.worldbank.org/finance/) identify and discuss seven key pillars necessary to fostering a secure electronic environment. Hence, it is intended for those formulating broad policies in the area of electronic security and those working with financial services providers (for example, executives and management). The detailed annexes of this paper are especially relevant for chief information and security officers responsible for establishing layered security. First, this paper provides definitions of electronic finance and electronic security and explains why these issues deserve attention. Next, it presents a picture of the burgeoning global electronic security industry. Then it develops a risk-management framework for understanding the risks and tradeoffs inherent in the electronic security infrastructure. It also provides examples of tradeoffs that may arise with respect to technological innovation, privacy, quality of service, and security in designing an electronic security policy framework. Finally, it outlines issues in seven interrelated areas that often need attention in building an adequate electronic security infrastructure.
