    Implementing policy innovations - Resource dependence, struggle for discursive hegemony and institutional inertia in the Dutch river policy domain

    Due to climate changes, the volume of the water flowing in the rivers will continue to increase and the sea level will continue to rise. To be able to cope with potential future flood disasters, Dutch policy makers now try to elaborate and implement a new safety concept, called ā€˜space for the riverā€™. The basic idea of this new safety concept is to increase the amount of space for the rivers, and by that to enlarge their discharge capacity. The aim of the large national ā€˜Space for Riversā€™ project is to develop river-widening measures which improve both the safety of the inhabitants and the spatial quality of the riverine areas at the same time. Replacing dikes, digging out old river branches or creating new ones (bypasses) are some examples of possible measures. This paper focuses on the institutional dynamics brought about by this new safety concept. The national water management agency Rijkswaterstaat realised that for the implementation of this new safety concept it is largely dependent on the cooperation of other national ministries, provinces, municipalities, water boards, NGOs and inhabitants of the areas along the main rivers. Therefore, an innovative policy process was designed aimed at joint learning, and at creating administrative and societal support for an ambitious river policy program. During this process three key-dilemmas became apparent. First, there is a permanent tension, partly caused by financial scarcity, between the objectives of safety and spatial quality. Secondly, in spite of the interactive policy design chosen, existing institutions, such as the procedure for large scale infrastructure projects (ā€˜PKB-procedureā€™), do support governmental hierarchy rather than horizontal modes of governance. Finally, there is a tension between long term and short term policy objectives. In other words: what relative importance is attached to either reaching safety standards in the short run or anticipating future river discharges? The main argument of this paper is that to better understand these dilemmas we need to reconstruct the frames of reference of the parties involved and the different rules of the game water managers and spatial planners are used to play.

    Independent, imaginative writing: lots of problems and some solutions

    This chapter describes part of a series of curriculum development projects set up to identify and tackle the difficulties of teaching imaginative story writing to children aged 7-12 years. The key aims were to develop practical teaching strategies that would work in large mixed ability classes. The projects sought to develop knowledge of writing techniques and an understanding of the writing process to help children and teachers create supportive writing communities. An underpinning principle was that teachers, rather than some pre-determined teaching sequence, should drive the curriculum. Thus, although some of the strategies were presented as teaching sequences (see Ellis & Friel, 1995), teachers were encouraged to use them flexibly to create their own teaching sequences, depending on the needs of the class

    Modelling requirements for local transport plans in the UK

    The aim of the paper is to provide a number of recommendations for use of transport and land use planning models in the formulation of local transport plans. It is based on a study of Local Transport Plans (LTPs) in England. LTPs are required by central government (Department for Transport) as part of its process of allocating funds to local authorities. The first round of LTPs (for which 85 authorities submitted plans) was carried out in 1999-2000 and the next round will be required in 2005. Authorities are also required to produce Annual Progress Reports (APRs) summarising the progress made towards meeting the objectives laid out in the LTP. The research was carried out in two stages, the first being a review of current guidance, publicly available Local Transport Plans and other relevant material, the second being a series of case study interviews with five local authorities.     How Design Plays Strategic Roles in Internet Service Innovation: Lessons from Korean Companies

    In order to survive in the highly competitive internet business, companies have to provide differentiated services that can satisfy the rapidly changing usersā€™ tastes and needs. Designers have been increasingly committed to achieving user satisfaction by generating and visualizing innovative solutions in new internet service development. The roles of internet service design have expanded from a narrow focus on aesthetics into a more strategic aspect. This paper investigates the methods of managing design in order to enhance companiesā€™ competitiveness in internet business. The main research processes are to: (1) explore the current state of internet service design in Korea through in-depth interviews with professional designers and survey questionnaires to 30 digital design agencies and 60 clients; (2) compare how design is managed between in-house design groups and digital design agencies though the case studies of five Korean companies; and (3) develop a taxonomy characterizing four roles of designers in conjunction with the levels of their strategic contributions to internet service innovation: visualist, solution provider, concept generator, and service initiator. In addition, we demonstrate the growing contributions of the strategic use of design for innovating internet services, building robust brand equity, and increasing business performance.     Progress in AI Planning Research and Applications

    Planning has made significant progress since its inception in the 1970s, in terms both of the efficiency and sophistication of its algorithms and representations and its potential for application to real problems. In this paper we sketch the foundations of planning as a sub-field of Artificial Intelligence and the history of its development over the past three decades. Then some of the recent achievements within the field are discussed and provided some experimental data demonstrating the progress that has been made in the application of general planners to realistic and complex problems. The paper concludes by identifying some of the open issues that remain as important challenges for future research in planning

    Can knowledge management save regional development?

    Australia needs to create innovative regions to sustain economic prosperity and regional development. In order to do this, regions will need to systematically address their knowledge needs and identify tools that are appropriate in maximising their effectiveness. Many initiatives have focused on information and communication technology (ICT) to enable knowledge exchange and stimulate knowledge generation, but active knowledge management (KM) strategies are required if ICTs are to be used effectively. These strategies must respond to the regional economic and social environments which incorporate small and medium enterprises (SMEs). This paper outlines the importance of KM for supporting regional cluster development and the key ways in which communities of practice (CoPs), a KM technique, have been used to add value in similar contexts. How CoPs and their online counterpart, virtual communities of practice (VCoPs), can be used and developed in regional areas of Australia is considered along with a program for further research.<br /

    Strategic management of population programs

    Formal strategic planning and management appear to contribute to organizational effectiveness. The author surveys the literature on strategic management in private/for-profit organizations and applies lessons from that literature to population programs. Few would argue that population programs would not benefit from strategic planning and management, but it would be inadvisable to initiate the process when the organization is faced with a short-term crisis; during or immediately before a change in leadership; or when implementation is unlikely. Public sector programs seem to have the latitude to manage strategically. Models available for adoption include life-cycle models, strategic issues management, stakeholder analysis, and portfolio analysis. The model selected may be a function of: (1) who will use it (life-cycle/evolutionary models may be well-suited to the planning needs of donors); (2) the presence of challenges to the survival of the program or to key components of it (stakeholder analysis would find ready application in those circumstances); and (3) the relative success and stability of the program (portfolio analysis may help a program balance its activities in a stable environment whereas strategic issues management is useful in responding to a dynamic environment.) It is important to marshall top-level support, designatewho will do the leg work, analyze the organization's history and current situation, assess internal strengths and weaknesses and external threats and opportunities, and summarize critical issues facing the program. Then a strategy may be developed. Among the available approaches are: (1) scenario developments (useful for a program that senses a need to change its approach to clients); (2) critical issues analysis (useful for refining successful programs); and (3) a goal approach (useful for programs with diffuse, ill-defined objectives). There are no short-cuts, it is argued. A strategic plan typically contains: (1) a mission statement that describes the social need to be addressed, what is unique about the organization, what its values are, and who the principal stakeholders are; (2) a statement of the population to be served and goals for service delivery and quality standards; (3) a service delivery strategy; (4) a financial strategy; (5) a marketing strategy; and (6) support strategies.
