    Making the most of the G8+5 Climate Change Process: Accelerating Structural Change and Technology Diffusion on a Global Scale. CEPS Task Force Reports, 5 June 2008

    Under the chairmanship of Gunnar Still, Senior Vice President and Head of Environment Division at ThyssenKrupp, CEPS organized a Task Force to explore possible initiatives within the context of the G8+5 dialogue on tackling climate change. This report identifies a number of concrete measures that could reduce greenhouse gas (GHG) emissions, while at the same time stimulating structural change and technology development and diffusion. It calls for supporting action-based approaches, which are essential to achieve the necessary reductions in GHG emissions, inform the post-2012 negotiations and address the most urgent issues such as surging energy demand and the need for clean energy technologies in emerging economies. An action-based approach can be regarded as a way of integrating targets and timetables, as they are agreed, with consistent and comparable policies and measures. With a view to a long-term climate strategy, this report attempts to present a portfolio of actions that can be implemented and accelerated on a global scale – especially in the G8+5 countries and the EU, and could become a basis on which developed and developing countries can cooperate

    PACHELBEL WP4 “Stimulus Materials” uses findings from WP3 (Policy Assumptions) and from additional sources to prepare stimulus materials for the group-based process “STAVE” implemented in WP5. The output was material to inform and stimulate the group-based process. The material was of two types: a set of questionnaires common to all partners (EVOC/CAPA/SIMI questionnaires), and material that is issue-specific and individually produced for each country. EVOC/CAPA/SIMI short questionnaires serve as a comparative tool between countries, giving insight on the social construction of “sustainable consumption” across the PACHELBEL population. Partners asked participants to fill out the set individually at the first meeting of the STAVE group, results were then analyzed and data were fed back for discussion by group participants at their second meeting. A “re-test” was then conducted at the third of three group meetings. The present report details the representations revealed through this methodology – but moreover the impact of applying such a technique in STAVE groups in France, Germany, Romania, Spain, Sweden and the UK (where the methodology was slightly altered). The issue-and-country-specific material consists of an informative simulated newspaper article on the particular issue addressed in a given STAVE process, and/or other materials (for example, humorous drawings). The report details how this material was developed, and the experience of applying these stimulus materials in each country. On this basis, guidance for future STAVE processes is offered. Foremost among observations is that PACHELBEL stimulus materials serve a purpose that is distinct from that of “group exercises” as developed in WP5. The materials contributing to the formation of a group identity, a reflexive group norm, and a shared information basis. As such, stimulus materials prepare the group for a cooperative investigative process

    Green growth, technology and innovation

    The paper explores existing patterns of green innovation and presents an overview of green innovation policies for developing countries. The key findings from the empirical analysis are: (1) frontier green innovations are concentrated in high-income countries, few in developing countries but growing; (2) the most technologically-sophisticated developing countries are emerging as significant innovators but limited to a few technology fields; (3) there is very little South-South collaboration; (4) there is potential for expanding green production and trade; and (5) there has been little base-of-pyramid green innovation to meet the needs of poor consumers, and it is too early to draw conclusions about its scalability. To promote green innovation, technology and environmental policies work best in tandem, focusing on three complementary areas: (1) to promote frontier innovation, it is advisable to limit local technology-push support to countries with sufficient technological capabilities -- but there is also a need to provide global technology-push support for base-of-pyramid and neglected technologies including through a pool of long-term, stable funds supported by demand-pull mechanisms such as prizes; (2) to promote catch-up innovation, it is essential both to facilitate technology access and to stimulate technology absorption by firms -- with critical roles played by international trade and foreign direct investment, with firm demand spurred by public procurement, regulations and standards; and (3) to develop absorptive capacity, there is a need to strengthen skills and to improve the prevailing business environment for innovation -- to foster increased experimentation, global learning, and talent attraction and retention.     Participation in Transition(s):Reconceiving Public Engagements in Energy Transitions as Co-Produced, Emergent and Diverse

    This paper brings the transitions literature into conversation with constructivist Science and Technology Studies (STS) perspectives on participation for the first time. In doing so we put forward a conception of public and civil society engagement in sustainability transitions as co-produced, relational, and emergent. Through paying close attention to the ways in which the subjects, objects, and procedural formats of public engagement are constructed through the performance of participatory collectives, our approach offers a framework to open up to and symmetrically compare diverse and interconnected forms of participation that make up wider socio-technical systems. We apply this framework in a comparative analysis of four diverse cases of civil society involvement in UK low carbon energy transitions. This highlights similarities and differences in how these distinct participatory collectives are orchestrated, mediated, and subject to exclusions, as well as their effects in producing particular visions of the issue at stake and implicit models of participation and ‘the public’. In conclusion we reflect on the value of this approach for opening up the politics of societal engagement in transitions, building systemic perspectives of interconnected ‘ecologies of participation’, and better accounting for the emergence, inherent uncertainties, and indeterminacies of all forms of participation in transitions

    Mid-term Evaluation of NGO Programmes Under EEA Grants 2009-2014

    The EEA Financial Mechanism (2009-2014) have committed 160,4 million to support seventeen NGO Programmes in sixteen countries: Bulgaria, Croatia, Cyprus, the Czech Republic, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Poland, Portugal, Romania, the Slovak Republic, Slovenia and Spain. The overall objective of the EEA Grants NGO Programmes is strengthened civil society development and enhanced contribution to social justice, democracy and sustainable development in each of the beneficiary countries. As of 30 of June 2014, 957 projects in total of 53,793,561 have been supported mainly in the fields of democracy, citizen participation, human rights, social justice and empowerment, sustainable development and provision of basic welfare services. The mid-term evaluation of the NGO Programmes funded by the EEA Financial Mechanism (2009- 2014) is an independent formative evaluation. Its objective was two-fold: 1) to assess the progress and needs for improvement of the current Programmes, and 2) to inform policies for the next financial period. The main purpose of this evaluation was to provide an expert independent mid-term assessment of the contribution of the EEA Grants 2009-2014 to the NGO sectors in the beneficiary states operating NGO Programmes. The evaluation was of dual nature: (1) of a formative evaluation to identify progress and needs for improvement of the current Programmes and (2) of a forward oriented strategic review to inform policies for the next financial period
