    International White Book on DER Protection : Review and Testing Procedures

    This white book provides an insight into the issues surrounding the impact of increasing levels of DER on the generator and network protection and the resulting necessary improvements in protection testing practices. Particular focus is placed on ever increasing inverter-interfaced DER installations and the challenges of utility network integration. This white book should also serve as a starting point for specifying DER protection testing requirements and procedures. A comprehensive review of international DER protection practices, standards and recommendations is presented. This is accompanied by the identiïŹ cation of the main performance challenges related to these protection schemes under varied network operational conditions and the nature of DER generator and interface technologies. Emphasis is placed on the importance of dynamic testing that can only be delivered through laboratory-based platforms such as real-time simulators, integrated substation automation infrastructure and ïŹ‚ exible, inverter-equipped testing microgrids. To this end, the combination of ïŹ‚ exible network operation and new DER technologies underlines the importance of utilising the laboratory testing facilities available within the DERlab Network of Excellence. This not only informs the shaping of new protection testing and network integration practices by end users but also enables the process of de-risking new DER protection technologies. In order to support the issues discussed in the white paper, a comparative case study between UK and German DER protection and scheme testing practices is presented. This also highlights the level of complexity associated with standardisation and approval mechanisms adopted by different countries

    Telecommunication reforms, access regulation, and Internet adoption in Latin America

    The authors review the stylized facts on regulatory reform in telecommunications and its effects on telecommunications development and Internet penetration in Latin America. Relying on data from the International Telecommunication Union, the Information for Development Program (InfoDev), and the World Bank for 1990-99, the authors then test econometrically the determinants of the differences in Internet penetration rates across Latin America. The results show that effective implementation of the reform agenda in telecommunications regulation could accelerate adoption of the Internet in Latin America-even though it is only part of the solution (income levels, income distribution, and access to primary infrastructure are the main determinants of growth in Internet connections and use). Regulation will work by cutting costs. Cost cutting will require that regulators in the region take a much closer look at the design of interconnection rules and at the tradeoffs that emerge from the complex issues involved. It will also require a commitment to developing analytical instruments, such as cost models, to sort out many of the problems. Appropriate cost models will generate benchmarks that are much more consistent with the local issues and with the local cost of capital than international benchmarks will ever be for countries in unstable macroeconomic situations. Cost cutting will require an equally strong commitment to imposing regulatory accounting systems that reduce the information asymmetrics that incumbents use to reduce the risks of entry.     Cycle-accurate evaluation of reconfigurable photonic networks-on-chip

    There is little doubt that the most important limiting factors of the performance of next-generation Chip Multiprocessors (CMPs) will be the power efficiency and the available communication speed between cores. Photonic Networks-on-Chip (NoCs) have been suggested as a viable route to relieve the off- and on-chip interconnection bottleneck. Low-loss integrated optical waveguides can transport very high-speed data signals over longer distances as compared to on-chip electrical signaling. In addition, with the development of silicon microrings, photonic switches can be integrated to route signals in a data-transparent way. Although several photonic NoC proposals exist, their use is often limited to the communication of large data messages due to a relatively long set-up time of the photonic channels. In this work, we evaluate a reconfigurable photonic NoC in which the topology is adapted automatically (on a microsecond scale) to the evolving traffic situation by use of silicon microrings. To evaluate this system's performance, the proposed architecture has been implemented in a detailed full-system cycle-accurate simulator which is capable of generating realistic workloads and traffic patterns. In addition, a model was developed to estimate the power consumption of the full interconnection network which was compared with other photonic and electrical NoC solutions. We find that our proposed network architecture significantly lowers the average memory access latency (35% reduction) while only generating a modest increase in power consumption (20%), compared to a conventional concentrated mesh electrical signaling approach. When comparing our solution to high-speed circuit-switched photonic NoCs, long photonic channel set-up times can be tolerated which makes our approach directly applicable to current shared-memory CMPs

    Power system security enhancement by HVDC links using a closed-loop emergency control

    In recent years, guaranteeing that large-scale interconnected systems operate safely, stably and economically has become a major and emergency issue. A number of high profile blackouts caused by cascading outages have focused attention on this issue. Embedded HVDC (High Voltage Direct Current) links within a larger AC power system are known to act as a “firewall” against cascading disturbances and therefore, can effectively contribute in preventing blackouts. A good example is the 2003 blackout in USA and Canada, where the QuĂ©bec grid was not affected due to its HVDC interconnection. In the literature, many works have studied the impact of HVDC on the power system stability, but very few examples exist in the area of its impact on the system security. This paper presents a control strategy for HVDC systems to increase their contribution to system security. A real-time closed-loop control scheme is used to modulate the DC power of HVDC links to alleviate AC system overloads and improve system security. Simulations carried out on a simplified model of the Hydro-QuĂ©bec network show that the proposed method works well and can greatly improve system security during emergency situations.Peer reviewedFinal Accepted Versio

    Productivity and Efficiency of US Gas Transmission Companies: A European Regulatory Perspective

    Keywords JEL Classification On both sides of the Atlantic the regulation of gas transmission networks has undergone major changes since the early 1990’s. Whereas in the US the long-standing regime of cost-plus regulation was complemented by increasing pipe-to-pipe competition, most European countries moved towards incentive regulation complemented by market integration. We study the impact of US regulatory reform using a Malmquist-based productivity analysis for a panel of US interstate companies. Results are presented for changes in productivity, as well as for several convergence tests. The results indicate that taking productivity and convergence as performance indicators, regulation has been rather successful, in particular during a period where overall demand was flat. Lessons for European regulators are twofold. First, the US analysis shows that benchmarking of European transmission operators would be possible if data were available. Second, our results suggest that, in the long-run, market integration and competition are alternatives to the current European model.
