    Legal and Policy Framework for Promoting Equitable Access to Documentary Heritage

    The National Mission for Manuscripts of India, in association with UNESCO, completed a research study to assist in the development of legal and policy framework and protocols for promoting equitable access to documentary heritage, relevant to India and other South Asian countries. This study report seeks to accurately identify and critically examine the legal and policy framework for promoting equitable access to our documentary heritage. The National Mission for Manuscripts is the most important institution in India creating bibliographic databases of manuscripts and engaged in the conservation and preservation of valuable manuscripts. This report engages with the legal and policy framework which envelops the lifecycle of the Mission’s work: the process of access to manuscripts, digitization of manuscripts and the creation of databases. By critically examining the legal rules in the practical context of the Mission’s work, the research team has put together the first such review of any such initiative in the protection of traditional knowledge in the country. The conclusions of the report are in the form of draft legal agreements and policy recommendations located in the discussion on various parts of the Mission’s work. While this report does not set out to be the final word on these significant policy initiatives, the report definitely makes significant progress in the policy debate and legal literature in this field. This report illustrates working patterns of the Mission within the legal and policy framework in the Country. This report will be a valuable sourcebook for understanding South Asian legal and policy framework for accessing documentary heritage collections. The draft legal agreements and policy recommendations, presented in this report, will also be valuable intervention tools for South Asian countries that share similar legal and policy framework within the sub-region

    The developments in information technology and their applications to library and information services have given new dimension to the entire spectrum of information management. The information generated is usually stored in four physical media: paper, film, optical, and magnetic disks. The e-document be it a book, journal, technical report, conference proceedings is portable; has random access to its contents; and the document can also be a multimedia object, in that it may contain not only text, but also graphics, drawings, photographs or video. Now we have the emergence of publications over the electronic networks and the activity took off in a big way following the invention of the World Wide Web. The Open Access movement is becoming the order of the day. More than 3000 journals are free on net for anybody to access. A number of Institutional repositories and e-Prints archives have thrown challenge to the publishing industry. Consortium approach through different pricing, management and licensing models is enabling the libraries to provide access to thousands of e- journals, e-books and other kinds of e-documents. The Information center at NAL with its state-of-the-art library has progressed a good deal in this direction by acquiring different kind of documents especially e-form, cataloguing amp; processing them appropriately, storing and giving access to its patrons not only in library premises, but on to the desk tops spread in three different campuses through laboratory LAN and also extending selected services through Internet for the benefit of any body from any part of the world. 13; Created and maintained by ICAST the Portal x2018;AeroInfox2019; (www.aeroinfo.org.in) serves as one window information search facility for Web sources in aerospace science and technology. This virtual library facilitates multiple approach to information seekers as the web sources are indexed and organised using different schemes of classification including NASA subject categories. Care is taken to cover Indian aerospace sources exhaustively. The ICAST site (www.icast.org.in), apart from giving detailed information about library sources including books, journals, E-journals, databases and technical reports makes available different search tools for its users. Other details like working hours, library rules, staff details, contact persons, etc are provided. One can submit an online query and suggest documents for acquisition using online forms provided. The Library Database (OPAC) is probably is single largest in the country with more than 3.25 lakh bibliographic records of books, technical reports, patents, standards, journals, etc. ICAST users can search International databases like Aerospace Database, NTIS, J-Gate, Medline, etc through campus LAN. Users can access more than 2500 full text journals covering titles published by Elsevier (ScienceDirect), ASME, AIAA, Springer, John Wiley, OUP, CUP, AMS, World Scientific, few Annual Series, etc. Created by ICAST an e-journals gateway with browse and search (alphabetical and subject wise) facility for titles provides access to more than 700 journals available free on the net. The Centre provides a number of web/e-mail based innovative information services including Journal Contents Service, News Clipping Service, Monthly Documents Additions Lists covering both Books and Technical Reports, Web Alert Service and Union Catalogue of Journals -CSIR and Aerospace Libraries, etc

    Institutional Innovations and Models in the Development of Agro-Food Industries in India: Strengths, Weaknesses and Lessons

    Agro-industries are given high priority in India particularly because of their great potential for contributing to development. The emphasis on village-based agro-industries was introduced almost a century ago in India by Mahatma Gandhi as an important ideology and corner-stone of the independence movement. The approach has undergone substantial transformation since then, but major challenges to its success in development remain: how to organize sustained production and procurement from large numbers of small farmers, how to ensure adoption of the right technology and practices to generate quantity and quality output at a reasonable cost, how to obtain capital for ensuring good processing technology and meeting the high working capital requirements in a fluctuating business, how to deliver strong marketing efforts to compete and open nascent markets, and how to ensure effective ownership, management and control to ensure performance for its main stakeholders of producers, consumers and investors. To address these challenges, effective institutional frameworks are a must, and a number of innovations and institutional models have emerged in India. These include the HPMC model, the AMUL model, the Pepsi model, the E-choupal model, the Nestle model, the Heritage model, the Suguna model, the Reliance model and more. The paper uses available literature and data to examine the performance of several of these models with respect to the above mentioned challenges. Many findings and lessons emerge which would be useful for business and for guiding supportive policies and practices in developing countries.

    Policy tends to be depoliticised in development discourse. In this paper Bernard Schaffer's framework for the political analysis of policy is recalled and developed. Repoliticising policy involves the analysis of four overlapping political fields: those of agenda, procedure, resources and access. The framework is applied to the politics of the agricultural policy agenda over the recent past in India, and with special reference to Tamil Nadu state.

However, these require large capital investments to implement and support the large volumes of data that needs to be analyzed to identify trends. They also require enormous processing power which places pressure on the business resources in addition to the dynamic changes in the digital technology. This paper evaluates the various nuances of business analytics of healthcare hosted on the cloud computing environment. The paper explores BI being offered as Software as a Service (SaaS) solution towards offering meaningful use of information for improving functions in healthcare enterprise.
