    Reconceptualizing major policy change in the advocacy coalition framework: a discourse network analysis of German pension politics

    How does major policy change come about? This article identifies and rectifies weaknesses in the conceptualization of innovative policy change in the Advocacy Coalition Framework. In a case study of policy belief change preceding an innovative reform in the German subsystem of old-age security, important new aspects of major policy change are carved out. In particular, the analysis traces a transition from one single hegemonic advocacy coalition to another stable coalition, with a transition phase between the two equilibria. The transition phase is characterized (i) by a bipolarization of policy beliefs in the subsystem and (ii) by state actors with shifting coalition memberships due to policy learning across coalitions or due to executive turnover. Apparently, there are subsystems with specific characteristics (presumably redistributive rather than regulative subsystems) in which one hegemonic coalition is the default, or the "normal state." In these subsystems, polarization and shifting coalition memberships seem to interact to produce coalition turnover and major policy change. The case study is based on discourse network analysis, a combination of qualitative content analysis and social network analysis, which provides an intertemporal measurement of advocacy coalition realignment at the level of policy beliefs in a subsystem

    This report is a long-term analysis of citizens' collective action to influence public policy toward communication and information. The work discusses in greater detail what is meant by communication and information policy (CIP) and why we think it is worthwhile to study it as a distinctive domain of public policy and citizen action. The report concentrates on citizen action in the United States and looks backwards, tracing the long-term evolutionary trajectory of communications-information advocacy in the USA since the 1960s.     Discourse network analysis: policy debates as dynamic networks

    Political discourse is the verbal interaction between political actors. Political actors make normative claims about policies conditional on each other. This renders discourse a dynamic network phenomenon. Accordingly, the structure and dynamics of policy debates can be analyzed with a combination of content analysis and dynamic network analysis. After annotating statements of actors in text sources, networks can be created from these structured data, such as congruence or conflict networks at the actor or concept level, affiliation networks of actors and concept stances, and longitudinal versions of these networks. The resulting network data reveal important properties of a debate, such as the structure of advocacy coalitions or discourse coalitions, polarization and consensus formation, and underlying endogenous processes like popularity, reciprocity, or social balance. The added value of discourse network analysis over survey-based policy network research is that policy processes can be analyzed from a longitudinal perspective.     This thesis investigates the origins of, and influences on, the policy developments that preceded the establishment of the New Zealand Qualifications Authority (NZQA). It is a case study of qualifications policy and draws heavily on material gathered from interviews with key-players and an analysis of a range of reports and other documents. The report traces the policy origins from developments in early New Zealand educational history. An essential ingredient to the policy mix that produced NZQA is its frequently paradoxical nature. This study investigates the extent of this paradox and seeks to describe it explain it. It does this by a description of events and developments, and relating them, where appropriate, to relevant theory. The chapter on centralisation and control focuses on the contradiction of what appears to be a centralising development amidst a sea of devolutionary rhetoric is examined. The period of more detailed examination coincides with the tenure of the Labour Government from 1984 to 1990. The role of legitimation is discussed in explaining the paradox apparent in the policy mix that produced NZQA. The impact of the new structure and its associated framework on curriculum, particularly that of secondary schools, is analysed. Here the problematic nature of the split between curriculum and assessment is discussed. This section reinforces the discussion on centralisation, as it unveils the potentially centralist and controlling nature of the new curriculum structure. Concern is voiced over the National Curriculum and Achievement Initiative and how they may combine with the qualifications framework to provide a greater measure of centralised curriculum extending from primary school level and up. The impacts of a modular, or units-of-learning, approach to increasing motivation, flexibility, and efficiency is also scrutinised. Concern is voiced again about controlling influences and the impact of managerialist ideologies. While the potential advantages of modularisation are acknowledged, a critical account is given of its short-coming and dangers as a means of legitimating essentially controlling mechanisms. All three aspects of the policy, curriculum, centralisation and modularisation are shown to be instruments capable of moving the locus of control ever closer to the centre. This inherent susceptibility is in turn related to the prevailing ideologies, and in particular those associated with managerialism and neo-Friedmanite economics. Specific attention is paid to debunking the pejorative association of conspiracy theories with the searches for explanations for policy developments, and care is taken to explain that despite the existence of ideological pressures, much policy occurs in a rather arbitrary, even ad hoc manner. A range of factors that aided the shaping of this particular policy are described and explained. The thesis concludes that explanations of policy developments need to consider a whole raft of factors that shape a particular policy. Furthermore the thesis also demonstrates that there are several inherent tensions and contradictions that remain unresolved in the policy example it examines

    Independent Sector Regulators and their Relationship with Competition Authorities

    Independent sector regulators and competition authorities share many objectives and common interests, particularly because they both can play key roles in promoting effective and beneficial competition. In this note, the criteria and rationale for the independence of sector regulators and competition authorities are explained, along with a suggestion that independence may sometimes be especially critical for institutions with broad economic oversight and quasi-judicial responsibilities or, alternately, for institutions most subject to influence of special interests. The note suggests that sector regulators may benefit, in times of high technological change and uncertainty, from principle-based laws that allow regulators the flexibility to adjust their precise rules in light of evolving circumstances. Moreover, the note suggests that in some respects, the sectors subject to independent regulation may usefully include other sectors beyond those most traditionally associated with independent regulation. Ultimately, ensuring consistency and convergence between sector regulator and competition authority objectives and actions is important; ironically, independence can make ensuring such consistency through direct co-operation a challenge. Based on international experience, multiple mechanisms exist for achieving or encouraging such consistency; some combination of these merits consideration by designers of competition policy regimes

    Influence of regional, national and sub-national HDRs

    This review highlights some achievements by regional, national and sub-national Human development Reports (HDRs) in influencing policy debate. Examining a sample of regional, national and sub-national HDRs released over the past 18 years, one concludes that several HDRs influenced the application of the human development concept and measurement to policy analysis at the national level. For the purpose of this exercise, few typologies of HDR influence have been identified, such as the national application of the human development paradigm; the contribution to the human development debate on specific themes; the development of national capacity for policy formulation and assessment; the revision of national policies and budget allocations according to human development priorities; extensive media attention generated by some reports; and the introduction of human development materials in national education curricula in developing countries.     Logo in mainstream schools: the struggle over the soul of an educational innovation

    Technologies do not follow some predetermined and inevitable course from their context of production to their context of use, and technologies used in schools are no exception. Rather, technologies and their use in the classroom are socially contextualised. They are often appropriated in ways unanticipated by their developers, locking into institutional arrangements and reflecting elements of the prevailing social relations in and around the particular context(s) of application. Through the discussion of a particular technology (the Logo programming language) as a case study in educational innovation, this article demonstrates how the use of technologies in schools is socially shaped. The paper looks into the place that Logo occupied within the institutional and organisational cultures of US and UK mainstream schools after its introduction in the early 1980s. It discusses the ways in which Logo was received in the educational arena and was implicated in the politics of educational innovation at a time of conservative restoration

    Controlling land they call their own: access and women's empowerment in Northern Tanzania

    Formal rights to land are often promoted as an essential part of empowering women, particularly in the Global South. We look at two grassroots non-governmental organizations (NGOs) working on land rights and empowerment with Maasai communities in Northern Tanzania. Women involved with both NGOS attest to the power of land ownership for personal empowerment and transformations in gender relations. Yet very few have obtained land ownership titles. Drawing from Ribot and Peluso’s theory of access, we argue that more than ownership rights to land, access–to land, knowledge, social relations and political processes–is leading to empowerment for these women, as well as helping to keep land within communities. We illustrate how the following are key to both empowerment processes and protecting community and women’s land: (1) access to knowledge about legal rights, such as the right to own land; (2) access to customary forms of authority; and (3) access to a joint social identity–as women, as indigenous people, and as Maasai. Through this shared identity and access to knowledge and authority, women are strengthening their access to social relations (amongst themselves, with powerful political players and NGOs), and gaining strength through collective action to protect land rights

    States have always been crucial to the Supplemental Nutrition Assistance Program (SNAP, formerly food stamps). Even though the federal government has paid virtually all the program’s beneïŹt costs, state administration has always been indispensable for several reasons. State and local governments pay their staff considerably less than the federal government, making state administration less expensive. States already administer other important antipoverty programs, notably family cash assistance and Medicaid, allowing them to coordinate the programs and minimize repetitive activities. And states have somewhat lower, and less polarizing, political footprints than does the federal government, moderating criticism of the program. In addition, giving states a stake in SNAP’s administration often has co-opted them to support, or at least avoid attacking, the program
