    Performance assessment of urban precinct design: a scoping study

    Executive Summary: Significant advances have been made over the past decade in the development of scientifically and industry accepted tools for the performance assessment of buildings in terms of energy, carbon, water, indoor environment quality etc. For resilient, sustainable low carbon urban development to be realised in the 21st century, however, will require several radical transitions in design performance beyond the scale of individual buildings. One of these involves the creation and application of leading edge tools (not widely available to built environment professions and practitioners) capable of being applied to an assessment of performance across all stages of development at a precinct scale (neighbourhood, community and district) in either greenfield, brownfield or greyfield settings. A core aspect here is the development of a new way of modelling precincts, referred to as Precinct Information Modelling (PIM) that provides for transparent sharing and linking of precinct object information across the development life cycle together with consistent, accurate and reliable access to reference data, including that associated with the urban context of the precinct. Neighbourhoods are the ‘building blocks’ of our cities and represent the scale at which urban design needs to make its contribution to city performance: as productive, liveable, environmentally sustainable and socially inclusive places (COAG 2009). Neighbourhood design constitutes a major area for innovation as part of an urban design protocol established by the federal government (Department of Infrastructure and Transport 2011, see Figure 1). The ability to efficiently and effectively assess urban design performance at a neighbourhood level is in its infancy.     Contracting-out and governance mechanisms in the public employment service

    The contracting-out of job brokerage and case management services is a major international trend in the reform of the Public Employment Service. Instead of a public agency, private providers are contracted to deliver these services for the jobseekers. Australia and the Netherlands have contracted-out (almost) all of this formerly core public service. The U.K. has introduced so-called Employment Zones, in which private providers are responsible for long-term unemployed and thus replace the public Jobcentre Plus for this target-group. Based on agency theory, the paper analyses and compares the contract management in the three cases with respect to the risk of moral hazard. Differentiating between three distinct governance mechanisms (incentives, information and control), the paper shows the requirement of an integrated approach to contract management. -- Das Contracting-out der öffentlichen Arbeitsvermittlung und des Fallmanagements fĂŒr Langzeitarbeitslose ist eine der wesentlichen internationalen Entwicklungen in der Reform der öffentlichen Arbeitsverwaltung. Statt einer öffentlichen Behörde werden dabei private Anbieter vertraglich beauftragt, diese Dienstleistungen fĂŒr Arbeitssuchende zu erbringen. Australien und die Niederlande sind bei dieser Auslagerung ehemals öffentlicher Dienstleistungen besonders weit gegangen. Großbritannien hat so genannte Employment Zones eingerichtet, in denen private Anbieter fĂŒr Langzeitarbeitslose zustĂ€ndig sind und somit die Leistungen des Jobcentre Plus fĂŒr diese Zielgruppe ersetzen. Ausgehend von der Prinzipal-Agent-Theorie analysiert und vergleicht der Aufsatz das Vertragsmanagement in den drei LĂ€ndern hinsichtlich des Moral Hazards. Ein effektives Governance-Konzept erfordert, dass die drei wesentlichen Steuerungsinstrumente (Anreiz-, Informations- und Kontrollmechanismen) zu einem integrierten Vertragsmanagement zusammengefĂŒhrt werden.

    Large-scale transformation of socio-economic institutions - comparative case studies on CEECs: interim report

    The general idea is to follow the Varieties-of-Capitalism literature on generating indicators on the economic systems actually implemented. However, this literature mostly concentrates on the enterprise (or micro) level in traditional OECD countries, categorizing countries between the extremes: liberal market economies and controlled market economies. It largely neglects the role of the government spending, the transition of former socialist countries and developing countries, and the political process behind the choice of an economic system. We broaden the perspective by combining the Varieties-of-Capitalism with the Worlds-of-Welfare-States literature in order to provide a comprehensive view on government activities in transition. With the perspective of our contribution to WWWforEurope, we concentrate especially on social welfare, innovation systems, macro stability, and, of course, how these aspects work together (or not) and are explained by the political background. We will a cluster analysis for OECD and European transition countries and comparative country studies on Slovakia and Hungary. These countries are of special relevance because they represent extreme cases (Slovakia: significant switch in transition path towards star performer, Hungary: muddling towards problem case). One part of the comparative work concentrates on the comparison of Slovakia with other new EU members that also face to challenge of state building after dissolution of one or the other sort (Czech Rep. and the Baltics). The other part of the comparative work concentrates on Hungary in comparison with the other EU-CEECs. A broad based comparison will most likely be possible on available data only. The possibility for deeper qualitative comparisons will have to be determined during the project. The comparative components will focus on the macroeconomic background (Slovakia) and the welfare state (Hungary) respectively. Cluster analysis (initially forseen for MS25) and comparative country studies allows us to draw conclusions for the EU by providing a first comparison of the position of CEECs with respect to the “old” EU members, most interestingly the southern crisis countries that are often categorized into a form called mixed market economies with sometimes contradicting institutional set ups.     Semantic discovery and reuse of business process patterns

    Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse

    Representing the family: how does the state 'think family'?

    Over the last decade the family and family-centred policies and practices have received increasing attention within the public service agenda, culminating in the emphatic instruction to ‘think family’ individually, collectively and institutionally. This has occurred at a time when the sociology of the family has increasingly emphasised the difficulties of thinking family in a coherent way. In this article we explore this agenda through an examination of the representational tools with which public service professionals and managers have been recently equipped. We conclude by questioning the adequacy of these tools for effectively representing family relations

    Energy and Smart Growth: It's about How and Where We Build

    By efficiently locating development, smarter growth land use policies and practices offer a viable way to reduce U.S. energy consumption. Moreover, by increasing attention on how we build, in addition to where we build, smart growth could become even more energy smart. The smart growth and energy efficiency movements thus are intrinsically linked, yet these two fields have mostly operated in separate worlds. Through greater use of energy efficient design, and renewable energy resources, the smart growth movement could better achieve its goals of environmental protection, economic security and prosperity, and community livability. In short, green building and smart growth should go hand in hand. Heightened concern about foreign oil dependence, climate change, and other ill effects of fossil fuel usage makes the energy-smart growth collaboration especially important. Strengthening this collaboration will involve overcoming some hurdles, however, and funders can play an important role in assisting these movements to gain strength from each other. This paper contends there is much to be gained by expanding the smart growth movement to include greater attention on energy. It provides a brief background on current energy trends and programs, relevant to smart growth. It then presents a framework for understanding the connections between energy and land use which focuses on two primary issues: how to build, which involves neighborhood and building design, and where to build, meaning that location matters. The final section offers suggestions to funders interesting in helping accelerate the merger of these fields
