    Standards and Costs for Quality Management of E-Learning Services

    The proportions of the technological development in the field of communications and information represent an irrefutable premise for significant changes in all the spheres of human life. Corroborated with the advance of the Internet recorded in the last decade, these changes form the perfect recipe for the emergence (ever since the '90s), functioning and development of flexible forms of labour at distance, using the technology of information and communication. Among the first domains where the impact of technology is very strong may be named education, marketing, advertising and commerce; the forms of manifestation are materialized in e-learning, cyber-marketing, online advertising and electronic commerce. But the simple use of technology does not automatically assure the success of the new forms of activity. These transformations of the traditional into digital, of the classic into virtual must be accompanied by the adequate support with respect to the quality of services, standards, platforms and the hardware and software technologies. If we are referring to the educational domain, we have to analyze the e-learning phenomenon or tele-education in its spectacular evolution in such a recent history. Quality represents a landmark of major importance in all the fields of modern society based on knowledge. From the perspective of tele-education, quality assurance must be focalized on three main directions: the quality of the actual educational process (class/course support, platform, technology, etc.); the quality of the instructor (professional training, qualification, specialization, pedagogic ability, teaching method, etc.); the quality of the person undergoing the course/class (training, knowledge thesaurus, involvement, accumulation wish, etc.). Also, like in any activity, quality standard reporting means an economic approach by quality costs.     Autopoiesis in Virtual Organizations

    Virtual organizations continuously gain popularity because of the benefits created by them. Generally, they are defined as temporal adhocracies, project oriented, knowledge-based network organizations. The goal of this paper is to present the hypothesis that knowledge system developed by virtual organization is an autopoietic system. The term “autopoiesis†was introduced by Maturana for self-productive systems. In this paper, Wikipedia is described as an example of an autopoietic system. The first part of the paper covers discussion on virtual organizations. Next, autopoiesis’ interpretations are delivered and the value of autopoiesis for governance of virtual organizations is presented.     Unsupervised String Transformation Learning for Entity Consolidation

    Data integration has been a long-standing challenge in data management with many applications. A key step in data integration is entity consolidation. It takes a collection of clusters of duplicate records as input and produces a single "golden record" for each cluster, which contains the canonical value for each attribute. Truth discovery and data fusion methods, as well as Master Data Management (MDM) systems, can be used for entity consolidation. However, to achieve better results, the variant values (i.e., values that are logically the same with different formats) in the clusters need to be consolidated before applying these methods. For this purpose, we propose a data-driven method to standardize the variant values based on two observations: (1) the variant values usually can be transformed to the same representation (e.g., "Mary Lee" and "Lee, Mary") and (2) the same transformation often appears repeatedly across different clusters (e.g., transpose the first and last name). Our approach first uses an unsupervised method to generate groups of value pairs that can be transformed in the same way (i.e., they share a transformation). Then the groups are presented to a human for verification and the approved ones are used to standardize the data. In a real-world dataset with 17,497 records, our method achieved 75% recall and 99.5% precision in standardizing variant values by asking a human 100 yes/no questions, which completely outperformed a state of the art data wrangling tool

    Formal Scheduling Constraints for Time-Sensitive Networks

    In recent years, the IEEE 802.1 Time Sensitive Networking (TSN) task group has been active standardizing time-sensitive capabilities for Ethernet networks ranging from distributed clock synchronization and time-based ingress policing to frame preemption, redundancy management, and scheduled traffic enhancements. In particular the scheduled traffic enhancements defined in IEEE 802.1Qbv together with the clock synchronization protocol open up the possibility to schedule communication in distributed networks providing real-time guarantees. In this paper we formalize the necessary constraints for creating window-based IEEE~802.1Qbv Gate Control List schedules for Time-sensitive Networks (TSN). The resulting schedules allow a greater flexibility in terms of timing properties while still guaranteeing deterministic communication with bounded jitter and end-to-end latency

    Hydrographic Products/Services as a Fundamental Component of the e-Navigation Concept of Operation

    e-Navigation is a recent initiative aimed at moving traditional maritime navigation towards a connected digital environment. Defined by the International Maritime Organization (IMO) as “the harmonized collection, integration, exchange, presentation and analysis of maritime information onboard and ashore by electronic means to enhance birth-to-birth navigation and related services, for safety and security at sea and protection of the marine environment”, e-Navigation is not a new system of equipment but more an operational concept. Three significant outcomes are envisioned: 1) Shipboard navigation systems will benefit from the integration of own ship sensors, supporting information, standard user interface, and a comprehensive system for managing guard zones and alerts. Core elements include high-integrity electronic positioning, use of ENCs, and an analysis capability to reduce human error. 2) The management of vessel traffic and related services from ashore will be enhanced through better provision, coordination, and exchange of comprehensive data in formats that will be more easily understood and utilized. 3) A communications infrastructure designed to enable authorised seamless information transfer onboard ship, between ships, between ship and shore and between shore authorities. This paper discusses the main hydrographic-related components, implications for further standards development, some challenges/opportunities, and the role that IHO and others in the hydrographic community should play to facilitate the development and implementation of eNavigation

    This description of the Transportable Applications Executive (TAE) is intended to serve to test the feasibility of its use as the Space Station User Interface Language (SSUIL). TAE was developed by the Space Data and Computing Division, Space and Earth Sciences Directorate of NASA/GSFC, and by Century Computing, Inc. in 1980. TAE is an executive program which ties a system of application programs into a single easily operated whole and supports users' operations of programs through a consistent friendly and flexible interactive user interface. TAE also supplies the interface between the user and the various application programs in a particular computer system. It appears to be an effective user interface for infrequent as well as for expert users
