    Information Technology as Coordination Infrastructure

    Business information technology is traditionally viewed as information provision technology. In this view, organizations use their IT to implement databases that provide people with information when they want it. This view is persistent even though information provision is never an end in itself but always has the further purpose to support the coordination of activities of people. The role if IT as coordination technology became more prominent in the 1980s with the advent of network technology, that allowed activities across different businesses to be coordinated. This trend has accellerated since the growth of Internet usage, and today IT is used to support an increasingly varied range of processes performed by a variety of partners that do not all have a hierarchical relation to each other. This makes it difficult to analyze requirements for IT support and specify IT solutions: Business processes may not be well-defined, and interests of different businesses may clash. This report argues that to deal with this in requirements engineering and IT solution specification, business information technology should not be viewed as IT support for business processes but as IT support for the coordination of activities in one or more businesses. We will identify three basic coordination mechanisms, namely coordination by price, by management, and by shared norms, and for each of these mechanisms, we will identify requirements for IT support. The advent of flexible and standardized networking technology has facilitated the creation of novel coordination mechanisms within these three general paradigms, and we will give an inventory of generalized coordination mechanisms made possible by current IT. Finally, we will draw conclusions for requirements engineering methods for IT support for each of the coordination mechanisms identified by the framework

    Ship product modelling

    This paper is a fundamental review of ship product modeling techniques with a focus on determining the state of the art, to identify any shortcomings and propose future directions. The review addresses ship product data representations, product modeling techniques and integration issues, and life phase issues. The most significant development has been the construction of the ship Standard for the Exchange of Product Data (STEP) application protocols. However, difficulty has been observed with respect to the general uptake of the standards, in particular with the application to legacy systems, often resulting in embellishments to the standards and limiting the ability to further exchange the product data. The EXPRESS modeling language is increasingly being superseded by the extensible mark-up language (XML) as a method to map the STEP data, due to its wider support throughout the information technology industry and its more obvious structure and hierarchy. The associated XML files are, however, larger than those produced using the EXPRESS language and make further demands on the already considerable storage required for the ship product model. Seamless integration between legacy applications appears to be difficult to achieve using the current technologies, which often rely on manual interaction for the translation of files. The paper concludes with a discussion of future directions that aim to either solve or alleviate these issues

    Addressing information flow in lean production management and control in construction

    Traditionally, production control on construction sites has been a challenging area, where the ad-hoc production control methods foster uncertainty - one of the biggest enemies of efficiency and smooth production flow. Lean construction methods such as the Last Planner System have partially tackled this problem by addressing the flow aspect through means such as constraints analysis and commitment planning. However, such systems have relatively long planning cycles to respond to the dynamic production requirements of construction, where almost daily if not hourly control is needed. New solutions have been designed by researchers to improve this aspect such as VisiLean, but again these types of software systems require the proximity and availability of computer devices to workers. Given this observation, there is a need for a communication system between the field and site office that is highly interoperable and provides real-time task status information. A High-level communication framework (using VisiLean) is presented in this paper, which aims to overcome the problems of system integration and improve the flow of information within the production system. The framework provides, among other things, generic and standardized interfaces to simplify the “push” and “pull” of the right (production) information, whenever needed, wherever needed, by whoever needs it.     A new era of automation in rail has begun offering developments in the operation and maintenance of industry standard systems. This article documents the development of an architecture and range of scenarios for an autonomous system for rail maintenance planning and scheduling. The Unified Modelling Language (UML) has been utilized to visualize and validate the design of the prototype. A model for information exchange between prototype components and related maintenance planning systems is proposed in this article. Putting forward an architecture and set of usage mode scenarios for the proposed system, this article outlines and validates a viable platform for autonomous planning and scheduling in rail

    Now is the time to migrate tape-based media archives to digital file-based archives for television broadcasters. These archives not only address the issue of tape-deterioration, they also create new possibilities for opening up the archive. However, the switch from tape-based to file-based is something only the very big television broadcasters can manage individually. Outer- broadcasters should work together to accomplish this task. In the Flemish part of Belgium, the two largest broadcasters in Flanders, namely the commercial broadcaster VMMa and the public broadcaster VRT, the television facilities supporting company Videohouse, and different university research groups associated with the Interdisciplinary Institute for Broadband Technology joined forces and started the "Innovative Platform on Electronic Archiving" project. The goal of this project is to develop common standards for the exchange and archiving of audio-visual data.
