    Impact Assessment of Hypothesized Cyberattacks on Interconnected Bulk Power Systems

    The first-ever Ukraine cyberattack on power grid has proven its devastation by hacking into their critical cyber assets. With administrative privileges accessing substation networks/local control centers, one intelligent way of coordinated cyberattacks is to execute a series of disruptive switching executions on multiple substations using compromised supervisory control and data acquisition (SCADA) systems. These actions can cause significant impacts to an interconnected power grid. Unlike the previous power blackouts, such high-impact initiating events can aggravate operating conditions, initiating instability that may lead to system-wide cascading failure. A systemic evaluation of "nightmare" scenarios is highly desirable for asset owners to manage and prioritize the maintenance and investment in protecting their cyberinfrastructure. This survey paper is a conceptual expansion of real-time monitoring, anomaly detection, impact analyses, and mitigation (RAIM) framework that emphasizes on the resulting impacts, both on steady-state and dynamic aspects of power system stability. Hypothetically, we associate the combinatorial analyses of steady state on substations/components outages and dynamics of the sequential switching orders as part of the permutation. The expanded framework includes (1) critical/noncritical combination verification, (2) cascade confirmation, and (3) combination re-evaluation.     A critical review of cyber-physical security for building automation systems

    Modern Building Automation Systems (BASs), as the brain that enables the smartness of a smart building, often require increased connectivity both among system components as well as with outside entities, such as optimized automation via outsourced cloud analytics and increased building-grid integrations. However, increased connectivity and accessibility come with increased cyber security threats. BASs were historically developed as closed environments with limited cyber-security considerations. As a result, BASs in many buildings are vulnerable to cyber-attacks that may cause adverse consequences, such as occupant discomfort, excessive energy usage, and unexpected equipment downtime. Therefore, there is a strong need to advance the state-of-the-art in cyber-physical security for BASs and provide practical solutions for attack mitigation in buildings. However, an inclusive and systematic review of BAS vulnerabilities, potential cyber-attacks with impact assessment, detection & defense approaches, and cyber-secure resilient control strategies is currently lacking in the literature. This review paper fills the gap by providing a comprehensive up-to-date review of cyber-physical security for BASs at three levels in commercial buildings: management level, automation level, and field level. The general BASs vulnerabilities and protocol-specific vulnerabilities for the four dominant BAS protocols are reviewed, followed by a discussion on four attack targets and seven potential attack scenarios. The impact of cyber-attacks on BASs is summarized as signal corruption, signal delaying, and signal blocking. The typical cyber-attack detection and defense approaches are identified at the three levels. Cyber-secure resilient control strategies for BASs under attack are categorized into passive and active resilient control schemes.     From Intrusion Detection to Attacker Attribution: A Comprehensive Survey of Unsupervised Methods

    Over the last five years there has been an increase in the frequency and diversity of network attacks. This holds true, as more and more organisations admit compromises on a daily basis. Many misuse and anomaly based Intrusion Detection Systems (IDSs) that rely on either signatures, supervised or statistical methods have been proposed in the literature, but their trustworthiness is debatable. Moreover, as this work uncovers, the current IDSs are based on obsolete attack classes that do not reflect the current attack trends. For these reasons, this paper provides a comprehensive overview of unsupervised and hybrid methods for intrusion detection, discussing their potential in the domain. We also present and highlight the importance of feature engineering techniques that have been proposed for intrusion detection. Furthermore, we discuss that current IDSs should evolve from simple detection to correlation and attribution. We descant how IDS data could be used to reconstruct and correlate attacks to identify attackers, with the use of advanced data analytics techniques.     Time-Delay Switch Attack on Networked Control Systems, Effects and Countermeasures

    In recent years, the security of networked control systems (NCSs) has been an important challenge for many researchers. Although the security schemes for networked control systems have advanced in the past several years, there have been many acknowledged cyber attacks. As a result, this dissertation proposes the use of a novel time-delay switch (TDS) attack by introducing time delays into the dynamics of NCSs. Such an attack has devastating effects on NCSs if prevention techniques and countermeasures are not considered in the design of these systems. To overcome the stability issue caused by TDS attacks, this dissertation proposes a new detector to track TDS attacks in real time. This method relies on an estimator that will estimate and track time delays introduced by a hacker. Once a detector obtains the maximum tolerable time delay of a plant’s optimal controller (for which the plant remains secure and stable), it issues an alarm signal and directs the system to its alarm state. In the alarm state, the plant operates under the control of an emergency controller that can be local or networked to the plant and remains in this stable mode until the networked control system state is restored. In another effort, this dissertation evaluates different control methods to find out which one is more stable when under a TDS attack than others. Also, a novel, simple and effective controller is proposed to thwart TDS attacks on the sensing loop (SL). The modified controller controls the system under a TDS attack. Also, the time-delay estimator will track time delays introduced by a hacker using a modified model reference-based control with an indirect supervisor and a modified least mean square (LMS) minimization technique. Furthermore, here, the demonstration proves that the cryptographic solutions are ineffective in the recovery from TDS attacks. A cryptography-free TDS recovery (CF-TDSR) communication protocol enhancement is introduced to leverage the adaptive channel redundancy techniques, along with a novel state estimator to detect and assist in the recovery of the destabilizing effects of TDS attacks.     Cyber Defense Remediation in Energy Delivery Systems

    The integration of Information Technology (IT) and Operational Technology (OT) in Cyber-Physical Systems (CPS) has resulted in increased efficiency and facilitated real-time information acquisition, processing, and decision making. However, the increase in automation technology and the use of the internet for connecting, remote controlling, and supervising systems and facilities has also increased the likelihood of cybersecurity threats that can impact safety of humans and property. There is a need to assess cybersecurity risks in the power grid, nuclear plants, chemical factories, etc. to gain insight into the likelihood of safety hazards. Quantitative cybersecurity risk assessment will lead to informed cyber defense remediation and will ensure the presence of a mitigation plan to prevent safety hazards. In this dissertation, using Energy Delivery Systems (EDS) as a use case to contextualize a CPS, we address key research challenges in managing cyber risk for cyber defense remediation. First, we developed a platform for modeling and analyzing the effect of cyber threats and random system faults on EDS\u27s safety that could lead to catastrophic damages. We developed a data-driven attack graph and fault graph-based model to characterize the exploitability and impact of threats in EDS. We created an operational impact assessment to quantify the damages. Finally, we developed a strategic response decision capability that presents optimal mitigation actions and policies that balance the tradeoff between operational resilience (tactical risk) and strategic risk. Next, we addressed the challenge of management of tactical risk based on a prioritized cyber defense remediation plan. A prioritized cyber defense remediation plan is critical for effective risk management in EDS. Due to EDS\u27s complexity in terms of the heterogeneous nature of blending IT and OT and Industrial Control System (ICS), scale, and critical processes tasks, prioritized remediation should be applied gradually to protect critical assets. We proposed a methodology for prioritizing cyber risk remediation plans by detecting and evaluating critical EDS nodes\u27 paths. We conducted evaluation of critical nodes characteristics based on nodes\u27 architectural positions, measure of centrality based on nodes\u27 connectivity and frequency of network traffic, as well as the controlled amount of electrical power. The model also examines the relationship between cost models of budget allocation for removing vulnerabilities on critical nodes and their impact on gradual readiness. The proposed cost models were empirically validated in an existing network ICS test-bed computing nodes criticality. Two cost models were examined, and although varied, we concluded the lack of correlation between types of cost models to most damageable attack path and critical nodes readiness. Finally, we proposed a time-varying dynamical model for the cyber defense remediation in EDS. We utilize the stochastic evolutionary game model to simulate the dynamic adversary of cyber-attack-defense. We leveraged the Logit Quantal Response Dynamics (LQRD) model to quantify real-world players\u27 cognitive differences. We proposed the optimal decision making approach by calculating the stable evolutionary equilibrium and balancing defense costs and benefits. Case studies on EDS indicate that the proposed method can help the defender predict possible attack action, select the related optimal defense strategy over time, and gain the maximum defense payoffs. We also leveraged software-defined networking (SDN) in EDS for dynamical cyber defense remediation. We presented an approach to aid the selection security controls dynamically in an SDN-enabled EDS and achieve tradeoffs between providing security and Quality of Service (QoS). We modeled the security costs based on end-to-end packet delay and throughput. We proposed a non-dominated sorting based multi-objective optimization framework which can be implemented within an SDN controller to address the joint problem of optimizing between security and QoS parameters by alleviating time complexity at O(MN2). The M is the number of objective functions, and N is the population for each generation, respectively. We presented simulation results that illustrate how data availability and data integrity can be achieved while maintaining QoS constraints

    On Resilient Control for Secure Connected Vehicles: A Hybrid Systems Approach

    According to the Internet of Things Forecast conducted by Ericsson, connected devices will be around 29 billion by 2022. This technological revolution enables the concept of Cyber-Physical Systems (CPSs) that will transform many applications, including power-grid, transportation, smart buildings, and manufacturing. Manufacturers and institutions are relying on technologies related to CPSs to improve the efficiency and performances of their products and services. However, the higher the number of connected devices, the higher the exposure to cybersecurity threats. In the case of CPSs, successful cyber-attacks can potentially hamper the economy and endanger human lives. Therefore, it is of paramount importance to develop and adopt resilient technologies that can complement the existing security tools to make CPSs more resilient to cyber-attacks. By exploiting the intrinsically present physical characteristics of CPSs, this dissertation employs dynamical and control systems theory to improve the CPS resiliency to cyber-attacks. In particular, we consider CPSs as Networked Control Systems (NCSs), which are control systems where plant and controller share sensing and actuating information through networks. This dissertation proposes novel design procedures that maximize the resiliency of NCSs to network imperfections (i.e., sampling, packet dropping, and network delays) and denial of service (DoS) attacks. We model CPSs from a general point of view to generate design procedures that have a vast spectrum of applicability while creating computationally affordable algorithms capable of real-time performances. Indeed, the findings of this research aspire to be easily applied to several CPSs applications, e.g., power grid, transportation systems, and remote surgery. However, this dissertation focuses on applying its theoretical outcomes to connected and automated vehicle (CAV) systems where vehicles are capable of sharing information via a wireless communication network. In the first part of the dissertation, we propose a set of LMI-based constructive Lyapunov-based tools for the analysis of the resiliency of NCSs, and we propose a design approach that maximizes the resiliency. In the second part of the thesis, we deal with the design of DOS-resilient control systems for connected vehicle applications. In particular, we focus on the Cooperative Adaptive Cruise Control (CACC), which is one of the most popular and promising applications involving CAVs
