    Integrating Women and Girls With Disabilities Into Mainstream Vocational Training: A Practical Guide

    [From Foreword] This guide has been developed as an ILO contribution to implementing the Agenda for Action of the Asian and Pacific Decade of Disabled Persons, 1993-2002, and to the Platform for Action adopted by the 1995 United Nations Fourth World Conference on Women held in Beijing which has called specifically for action by Governments, in cooperation with employers, workers and trade unions, international and on-governmental organizations, including womenā€™s and youth organizations, and educational institutions to ensure access to quality education and training for, among others, women with disabilities, to improve their employment opportunities. It is also part of the ILO strategy to promote the observance of the ILO Vocational Rehabilitation and Employment (Disabled Persons) Convention, 1983 (No. 159), and Recommendation, 1983 (No. 168). These are the main reference documents for the ILO activities on the employment and training of disabled persons, along with the ILO Recommendation on Vocational Rehabilitation of the Disabled, 1995 (No. 99). This guide is intended primarily for instructors and administrators in vocational training institutes in both the public and private sectors

    Survey of rehabilitation support for children 0-15 years in a rural part of Kenya

    Abstract Purpose: Information regarding the nature, availability and distribution of rehabilitation services for children with disabilities across developing countries is scarce, and data that do exist are of variable quality. If planning and development are to progress, information about service provision is vital. The aim was to establish the scope and nature of rehabilitation support available to children with disabilities (0-15 years) and their families in rural Kenya. Method: A comprehensive sample comprising service provision in the health and special education sectors was established. Non-governmental and community-based organisations were also included. A survey of rehabilitation services was conducted through examination of service-related documentation and key informant interviews with the heads of services. Results: Rehabilitation comprised hospital-based occupational therapy, physiotherapy and orthopaedic technology; and seven special education establishments plus an education assessment resource centre. There was one non-government organisation and one community-based organisation relevant to children with disabilities. Activities focused on assessment, diagnosis and raising community awareness. Provision was challenged by inadequate staffing, resources and transport. Government funding was supplemented variously by donations and self-sufficiency initiatives. Rehabilitation approaches appeared to be informed by professional background of practitioner, rather than the needs of child. Service documentation revealed use of inconsistent recording methods. Conclusions: The data highlight the challenges of rehabilitation, demanding greater investment in personnel and their training, more material resources, improved access to the community and better recording mechanisms. Implications for Rehabilitation There needs to be greater investment in rehabilitation provision in developing countries. Consideration of community-based initiatives is required to support better access for all. In order to argue the case for improved resources, better skills and mechanisms for recording, monitoring and evaluating practice are needed

    Every Child Matters outcomes: What Do They Mean for Disabled Children and Young People?

    To date, little attention has been paid to the appropriateness of the Every Child Matters (ECM) outcomes framework to disabled children. This article reports findings from a research project which sought the views of disabled children and their parents about their desired outcomes. Twenty-nine children and 90 parents were interviewed. The findings indicate that ECM outcomes are appropriate to disabled children but can have different meanings. In addition, the need to recognise the importance of maintaining outcomes, as well as progress, is highlighted

    Invisible publics: higher education and digital exclusion

    Teaching in public involves reducing barriers to access and nowhere is this more appropriate than with the subject of electronic resources and the delivery of virtual learning opportunities. The future of the university, in a time of resurgence of neo-liberal values, the primacy of market forces and an increasing emphasis on private rather than public provision, has become the subject of much debate. Insufficient attention, however, is being paid to the possibility of exclusion, which is the inevitable result of increasing digital pedagogies and practices. This chapter focuses on the role of the university in ensuring equitable access to digital technology. Over the last decade, the possibilities of virtual learning have included pportunities for widening participation, increasing student numbers and opening up world trades in professional and academic expertise, thereby sustaining the globalization of education. This chapter addresses the limitations to these opportunities, in particular the failure to prioritize issues of digital inclusion and the divisive consequences of digital discrimination. The chapter is in two parts: the first examines the adoption of virtual learning within higher education, in particular, the ability of the technology to both enable and deny access. The second looks at the wider implications of this duality when set against the background of an increasingly digital society, and how inclusive practices are failing to have inclusive results

    The Combating eDiscimination in the North West project examined over 100 websites advertising job opportunities both regionally and nationally, and found the vast majority to be largely inaccessible. Professional standards, such as using valid W3C code and adhering to the W3C Web Content Accessibility Guidelines, were largely not followed. The project also conducted interviews with both public and private sector web professionals, and focus groups of disabled computer users, to draw a broader picture of the accessibility of jobs websites. Interviews with leading web development companies in the Greater Manchester region, showed that there is a view there should not be any additional cost in making websites accessible, as the expertise to create a site professionally should be in place from the start, and that accessibility will follow from applying professional standards. However, through the process of trying to create a website for the project, with such a company, it was found that following professional standards is not sufficient to catch all the potential problems, and that user testing is an essential adjunct to professional practice. The main findings of the project are, thus, that: ā€¢ Most websites in the job opportunities sector are not following professional standards of web development, and are largely inaccessible ā€¢ Professional standards of web development need to be augmented with user testing to ensure proper accessibility

    An ever expanding body of rehabilitation engineering technology is developing in this country, but it rarely reaches the people for whom it is intended. The increasing concern of state and federal departments of rehabilitation for this technology lag was the stimulus for a series of problem-solving workshops held in California during 1977. As a result of the workshops, the recommendation emerged that the California Department of Rehabilitation take the lead in the development of a coordinated delivery system that would eventually serve the entire state and be a model for similar systems across the nation
