    "The European Community and Japan: Bi(tri)lateral Trade in World Context"

    This paper first examines the institutional context of EC trade policy and assesses the real level of protection that policy has afforded. It then examines the question of how "common" the policy has in fact been and how it has related to competition policy, devoting a special section to the Common Agricultural Policy (CAP). The next two sections discuss crucial issues in the trilateral relationship between the EC, Japan, and the US by focusing on the manufacturing sectors of electronics and cars. In shifting the perspective towards the future this paper focuses first on the concept of "strategic trade policy" and then at the special issues raised by the reform process that "1992 has brought, if it has, in Eastern Europe. The paper ends by posing two fundamental and interrelated questions. Has "1992" brought the European Community closer to the rest of the world? And what is the future position of Europe in the international division of labor

    Distributing program entities in Ada

    In any discussion of distributing programs and entities of programs written in a high order language (HOL), certain issues need to be included because they are generally independent of the particular language involved and have a direct impact on the feasibility of distribution. Of special interest is the distribution of Ada program entities, but many of the issues involved are not specific to Ada and would require resolution whether written in PASCAL, PL/1, Concurrent PASCAL, HAL/S, or any language which provides similar functionality. The following sections will enumerate some of these issues, and will show in what ways they relate to Ada. Also, some (but by no means all) of the issues involved in the distribution of Ada programs and program entities will be discussed

    Medicare reform is a critical issue for the public agenda. The most promising option for addressing Medicare reform is competitive bidding -- using health plans' bids to determine the government's contribution to a basic set of benefits in every market area. This paper begins with a review of the history of competitive bidding in Medicare. It then moves to a definition of terms, which is crucial in any discussion of competitive pricing because the often-heated public debate around these issues frequently distorts positions and confuses issues by conflating different terms and making some arguments appear other than they are. Following this terminological exercise, the report includes a series of sections discussing competitive bidding in Medicare, with special focus on the challenges to introducing it

    Introduction: Special issue on genetic research of alcohol use disorder in diverse racial/ethnic populations

    This special issue of The American Journal on Addictions is an extension of a workshop held at the Research Society on Alcoholism (2015) highlighting several important issues related to studies of the genetic bases of alcohol use disorder among racially/ethnically diverse populations. While not exhaustive in their coverage, the papers in this special issue focus on three important topics: (1) the importance of considering the social and environmental context in genetic analyses; (2) social and cultural considerations for engaging diverse communities in genetic research; and (3) methodologies related to phenotype development for use with racially/ethnically diverse populations. A brief overview of each paper included in these three sections is presented.     Private Pensions as Corporate Debt

    This paper begins by examining the ways in which pension liabilities are and are not like corporate bonds. Some conceptual issues involved in valuing future pension obligations are then discussed. The second section considers the advantage to firms of fully funding their pension obligations and the reasons why many firms nevertheless choose to have unfunded obligations. The third section then summarizes the results of research on the effect of unfunded pension liabilities on the equity value of firms. The first three sections thus consider the role of pensions at the level of the individual firm. The two sections that follow focus on the current and future role of pensions in the national economy. More specifically, section 4 examines the effect of private pensions on the nation's saving rate, paying special attention to the implication of unfunded pension obligations. The fifth section then discusses the impact of inflation on the private pension system and the likely future for indexed and unindexed private pensions.

    Energy-Momentum Localization for a Space-Time Geometry Exterior to a Black Hole in the Brane World

    In general relativity one of the most fundamental issues consists in defining a generally acceptable definition for the energy-momentum density. As a consequence, many coordinate-dependent definitions have been presented, whereby some of them utilize appropriate energy-momentum complexes. We investigate the energy-momentum distribution for a metric exterior to a spherically symmetric black hole in the brane world by applying the Landau-Lifshitz and Weinberg prescriptions. In both the aforesaid prescriptions, the energy thus obtained depends on the radial coordinate, the mass of the black hole and a parameter λ0\lambda_{0}, while all the momenta are found to be zero. It is shown that for a special value of the parameter λ0\lambda_{0}, the Schwarzschild space-time geometry is recovered.     Editor\u27s Statement

    It has been almost nine years since I concluded my term as the fifth editor of Journal of Public Policy & Marketing (JPP&M). As indicated in my outgoing “Editor’s Statement” (2001), I consider it a tremendous honor to have served as editor for a journal that has evolved into one of the leading outlets for scholarly work in the marketing field. However, as most former editors will acknowledge, it can be best described as an ever-changing journey, with peaks and valleys in the evolution process. Therefore, the purpose of this article is to reflect on my tenure and background, my objectives for the journal, initiatives that were tried (including what worked and what didn’t), special issues and sections, and award-winning articles and reviewers. I conclude with a closing set of thoughts and reflections for future JPP&M editors, authors, reviewers, and readers

    Education and Social Equity With a Special Focus on Scheduled Castes and Scheduled Tribes in Elementary Education

    The Scheduled Castes (SCs) and Scheduled Tribes (STs) are among the most socially and educationally disadvantaged groups in India. This paper examines issues concerning school access and equity for Scheduled Caste and Scheduled Tribe communities and also highlights their unique problems, which may require divergent policy responses. The paper is divided into seven main parts. The first two sections introduce the reader to the nature of exclusion and discrimination faced by Scheduled Castes and Scheduled Tribes, and outlines the debate on the role of education in improving the socio-economic profile of both groups. The third section explains the socio-economic conditions within which Scheduled Castes and Scheduled Tribes live and their marginalized status in contemporary India. The fourth section provides a discussion of literacy advancement among these groups, and of national policies and programmes which aim to improve school access and equity. The fifth section highlights special efforts made by certain state governments to improve educational participation of these two communities as well as the educational experiments on a more modest scale undertaken by community based Non-Governmental Organisations (NGOs). The sixth section focuses on casteism as a deeply ideological issue that undercuts even the most genuine reform measures, and suggests research and policy options that may help to address underlying structural and ideological issues.
