National Security Space Launch
The United States Space Force’s National Security Space Launch (NSSL) program, formerly known as the Evolved Expendable Launch Vehicle (EELV) program, was first established in 1994 by President William J. Clinton’s National Space Transportation Policy. The policy assigned the responsibility for expendable launch vehicles to the Department of Defense (DoD), with the goals of lowering launch costs and ensuring national security access to space. As such, the United States Air Force Space and Missile Systems Center (SMC) started the EELV program to acquire more affordable and reliable launch capability for valuable U.S. military satellites, such as national reconnaissance satellites that cost billions per satellite. In March 2019, the program name was changed from EELV to NSSL, which reflected several important features: 1.) The emphasis on “assured access to space,” 2.) transition from the Russian-made RD-180 rocket engine used on the Atlas V to a US-sourced engine (now scheduled to be complete by 2022), 3.) adaptation to manifest changes (such as enabling satellite swaps and return of manifest to normal operations both within 12 months of a need or an anomaly), and 4.) potential use of reusable launch vehicles. As of August 2019, Blue Origin, Northrop Grumman Innovation Systems, SpaceX, and United Launch Alliance (ULA) have all submitted proposals. From these, the U.S. Air Force will be selecting two companies to fulfill approximately 34 launches over a period of five years, beginning in 2022.
This paper will therefore first examine the objectives for the NSSL as presented in the 2017 National Security Strategy, Fiscal Year 2019, Fiscal Year 2020, and Fiscal Year 2021 National Defense Authorization Acts (NDAA), and National Presidential Directive No. 40. The paper will then identify areas of potential weakness and gaps that exist in space launch programs as a whole and explore the security implications that impact the NSSL specifically. Finally, the paper will examine how the trajectory of the NSSL program could be adjusted in order to facilitate a smooth transition into new launch vehicles, while maintaining mission success, minimizing national security vulnerabilities, and clarifying the defense acquisition process.No embargoAcademic Major: EnglishAcademic Major: International Studie

[Excerpt] President Barack Obama’s Administration has sought to build upon the deepened U.S. engagement with India begun by President Bill Clinton in 2000 and expanded upon during much of the past decade under President G.W. Bush. This “U.S.-India 3.0” diplomacy was most recently on display in July 2011, when the second U.S.-India Strategic Dialogue session saw a large delegation of senior U.S. officials visit New Delhi to discuss a broad range of global and bilateral issues. Many analysts view the U.S.-India relationship as being among the world’s most important in coming decades and see potentially large benefits to be accrued through engagement on many convergent interests. Bilateral initiatives are underway in all areas, although independent analysts in both countries worry that the partnership has lost momentum in recent years. Outstanding areas of bilateral friction include obstacles to bilateral trade and investment, including in the high-technology sector; outsourcing; the status of conflict in Afghanistan; climate change; and stalled efforts to initiate civil nuclear cooperation.
India is the world’s most populous democracy and remains firmly committed to representative government and rule of law. Its left-leaning Congress Party-led ruling national coalition has been in power for more than seven years under the leadership of Prime Minister Manmohan Singh, an Oxford-trained economist. New Delhi’s engagement with regional and other states is extensive and reflects its rising geopolitical status. The national economy has been growing rapidly—India’s is projected to be the world’s third-largest economy in the foreseeable future—yet poor infrastructure, booming energy demand, and restrictive trade and investment practices are seen to hamper full economic potential. Despite the growth of a large urban middle-class, India’s remains a largely rural and agriculture-based society, and is home to some 500-600 million people living in poverty. Department of Homeland Security Science and Technology Directorate: Developing Technology to Protect America
In response to a congressional mandate and in consultation with Department of Homeland Security's (DHS) Science and Technology Directorate (S&T), the National Academy conducted a review of S&T's effectiveness and efficiency in addressing homeland security needs. This review included a particular focus that identified any unnecessary duplication of effort, and opportunity costs arising from an emphasis on homeland security-related research. Under the direction of the National Academy Panel, the study team reviewed a wide variety of documents related to S&T and homeland security-related research in general. The team also conducted interviews with more than 200 individuals, including S&T officials and staff, officials from other DHS component agencies, other federal agencies engaged in homeland security-related research, and experts from outside government in science policy, homeland security-related research and other scientific fields.Key FindingsThe results of this effort indicated that S&T faces a significant challenge in marshaling the resources of multiple federal agencies to work together to develop a homeland security-related strategic plan for all agencies. Yet the importance of this role should not be underestimated. The very process of working across agencies to develop and align the federal homeland security research enterprise around a forward-focused plan is critical to ensuring that future efforts support a common vision and goals, and that the metrics by which to measure national progress, and make changes as needed, are in place
