    Internet... the final frontier: an ethnographic account: exploring the cultural space of the Net from the inside

    The research project The Internet as a space for interaction, which completed its mission in Autumn 1998, studied the constitutive features of network culture and network organisation. Special emphasis was given to the dynamic interplay of technical and social conventions regarding both the Net’s organisation as well as its change. The ethnographic perspective chosen studied the Internet from the inside. Research concentrated upon three fields of study: the hegemonial operating technology of net nodes (UNIX) the network’s basic transmission technology (the Internet Protocol IP) and a popular communication service (Usenet). The project’s final report includes the results of the three branches explored. Drawing upon the development in the three fields it is shown that changes that come about on the Net are neither anarchic nor arbitrary. Instead, the decentrally organised Internet is based upon technically and organisationally distributed forms of coordination within which individual preferences collectively attain the power of developing into definitive standards. --

    The Internet is a semicommons. Private property in servers and network links coexists with a shared communications platform. This distinctive combination both explains the Internet\u27s enormous success and illustrates some of its recurring problems. Building on Henry Smith\u27s theory of the semicommons in the medieval open-field system, this essay explains how the dynamic interplay between private and common uses on the Internet enables it to facilitate worldwide sharing and collaboration without collapsing under the strain of misuse. It shows that key technical features of the Internet, such as its layering of protocols and the Web\u27s division into distinct sites, respond to the characteristic threats of strategic behavior in a semicommons. An extended case study of the Usenet distributed messaging system shows that not all semicommons on the Internet succeed; the continued success of the Internet depends on our ability to create strong online communities that can manage and defend the infrastructure on which they rely. Private and common both have essential roles to play in that task, a lesson recognized in David Post\u27s and Jonathan Zittrain\u27s recent books on the Internet

    The development of the internet and digital technologies represent a major opportunity for humanity in transforming businesses and providing new tools for everyday communication. Internet users are spending increasing amounts of time online and undertaking a greater range of online and social networking activities. However, just like a double edged sword, the internet also presents opportunities to cybercrimes in the Information society. The nature of some ‘traditional’ crime types has been transformed by the use of computers and other information communications technology (ICT) in terms of its scale and reach, with risks extending to many aspects of social life, such as financial transactions, sexual offences, harassment and threatening behavior, and commercial damage and disorder. Cybercrime is a transnational menace in the sense that it cuts across borders. The most critical challenges of the information society have been the security of digital data and information systems and the prevention of the malicious misuse of information communications technologies by cyber criminals, terrorist groups, or state actors. Measures to address these security challenges of the information society birthed a concept known as “cyber security”. Cyber security seeks to promote and ensure the overall security of digital information and information systems with a view to securing the information society. Thus, the concept is broadly concerned with social, legal, regulatory and technological measures that will ensure the integrity, confidentiality, availability and the overall security of digital information and information systems in order to achieve a high degree of trust and security necessary for the development of a sustainable information cyber space. This dissertation contends that, on the one hand, International laws are behind in providing proper regulatory coverage for cybercrime, while, on the other hand, existing regulations have largely been unsuccessful in containing cyber security threats primarily due to complications caused by the disharmonization of cyber security laws and regulation. This dissertation also attempts to discuss the legal and regulatory aspects of cyber security in International law. An analysis of international, regional and national regulatory responses to cyber security in both developed and developing countries was made. It calls attention to the limits and challenges of these regulatory responses in the promotion of cyber security and explores several regulatory measures to address the highlighted challenges with a view to promoting global cyber security. It suggests several regulatory measures to enhance global cyber security and also emphasizes the need for the collective responsibility of states for global cyber security

    Institutional Foundations for Cyber Security: Current Responses and New Challenges

    Almost everyone recognizes the salience of cyberspace as a fact of daily life. Given its ubiquity, scale, and scope, cyberspace has become a fundamental feature of the world we live in and has created a new reality for almost everyone in the developed world and increasingly for people in the developing world. This paper seeks to provide an initial baseline, for representing and tracking institutional responses to a rapidly changing international landscape, real as well as virtual. We shall argue that the current institutional landscape managing security issues in the cyber domain has developed in major ways, but that it is still “under construction.” We also expect institutions for cyber security to support and reinforce the contributions of information technology to the development process. We begin with (a) highlights of international institutional theory and an empirical “census” of the institutions-in-place for cyber security, and then turn to (b) key imperatives of information technology-development linkages and the various cyber processes that enhance developmental processes, (c) major institutional responses to cyber threats and cyber crime as well as select international and national policy postures so critical for industrial countries and increasingly for developing states as well, and (d) the salience of new mechanisms designed specifically in response to cyber threats

    The Emerging Threat of Ai-driven Cyber Attacks: A Review

    Cyberattacks are becoming more sophisticated and ubiquitous. Cybercriminals are inevitably adopting Artificial Intelligence (AI) techniques to evade the cyberspace and cause greater damages without being noticed. Researchers in cybersecurity domain have not researched the concept behind AI-powered cyberattacks enough to understand the level of sophistication this type of attack possesses. This paper aims to investigate the emerging threat of AI-powered cyberattacks and provide insights into malicious used of AI in cyberattacks. The study was performed through a three-step process by selecting only articles based on quality, exclusion, and inclusion criteria that focus on AI-driven cyberattacks. Searches in ACM, arXiv Blackhat, Scopus, Springer, MDPI, IEEE Xplore and other sources were executed to retrieve relevant articles. Out of the 936 papers that met our search criteria, a total of 46 articles were finally selected for this study. The result shows that 56% of the AI-Driven cyberattack technique identified was demonstrated in the access and penetration phase, 12% was demonstrated in exploitation, and command and control phase, respectively; 11% was demonstrated in the reconnaissance phase; 9% was demonstrated in the delivery phase of the cybersecurity kill chain. The findings in this study shows that existing cyber defence infrastructures will become inadequate to address the increasing speed, and complex decision logic of AI-driven attacks. Hence, organizations need to invest in AI cybersecurity infrastructures to combat these emerging threats.publishedVersio
