The existing context of an urban site in the Oldtown area is analyzed to generate a solution to the area’s educational problems as well as to provide an urban renewal plan.     Automatic Estimation of Intelligibility Measure for Consonants in Speech

    In this article, we provide a model to estimate a real-valued measure of the intelligibility of individual speech segments. We trained regression models based on Convolutional Neural Networks (CNN) for stop consonants \textipa{/p,t,k,b,d,g/} associated with vowel \textipa{/A/}, to estimate the corresponding Signal to Noise Ratio (SNR) at which the Consonant-Vowel (CV) sound becomes intelligible for Normal Hearing (NH) ears. The intelligibility measure for each sound is called SNR90_{90}, and is defined to be the SNR level at which human participants are able to recognize the consonant at least 90\% correctly, on average, as determined in prior experiments with NH subjects. Performance of the CNN is compared to a baseline prediction based on automatic speech recognition (ASR), specifically, a constant offset subtracted from the SNR at which the ASR becomes capable of correctly labeling the consonant. Compared to baseline, our models were able to accurately estimate the SNR90_{90}~intelligibility measure with less than 2 [dB2^2] Mean Squared Error (MSE) on average, while the baseline ASR-defined measure computes SNR90_{90}~with a variance of 5.2 to 26.6 [dB2^2], depending on the consonant.Comment: 5 pages, 1 figure, 7 tables, submitted to Inter Speech 2020 Conferenc

    This paper presents a fuzzy logic based method to track user satisfaction without the need for devices to monitor users physiological conditions. User satisfaction is the key to any product’s acceptance; computer applications and video games provide a unique opportunity to provide a tailored environment for each user to better suit their needs. We have implemented a non-adaptive fuzzy logic model of emotion, based on the emotional component of the Fuzzy Logic Adaptive Model of Emotion (FLAME) proposed by El-Nasr, to estimate player emotion in UnrealTournament 2004. In this paper we describe the implementation of this system and present the results of one of several play tests. Our research contradicts the current literature that suggests physiological measurements are needed. We show that it is possible to use a software only method to estimate user emotion

    Working in decentralised service systems: challenges and choices for the Australian aid program

    The report examined Australia’s support for service systems in decentralised contexts - the evaluation focussed on the health, education and infrastructure (water, sanitation and roads) sectors. Foreword Public services have been decentralised in most countries where Australia provides aid. This means Australia, like other donors, must be willing and able to engage effectively with developing country governments at all levels to improve service delivery. To ensure sustainable improvements, this engagement should carefully coordinate support for governance reforms with assistance to strengthen or expand service delivery systems. As the World Bank has observed, done well, decentralisation can result in more efficient and effective services for communities. However, done poorly, or where the context is inappropriate, decentralisation may have negative effects. This evaluation builds on the Office of Development Effectiveness’s 2009 evaluation of Australian aid for service delivery. It answers important questions about whether Australian aid has appropriately considered the role of subnational authorities, including specific issues identified in 2009. It assesses how well Australian aid has addressed the challenges of decentralisation, with a focus on the major sectors of education, health and infrastructure. This evaluation utilised a clear methodology, applied it consistently, and draws together a range of evidence to provide a balanced account of Australian aid performance. It concludes that Australian aid is beginning to respond to the challenges of supporting service delivery in decentralised contexts, but notes that results are mixed and there is room for further improvement. The evaluation suggests Australia needs to improve its country-level analysis, program planning and design to better address decentralisation. In particular, there is a need to carefully assess short-term service delivery needs against long-term structures and incentives for governments to achieve sustainable service delivery and meet sovereign responsibilities. Australia needs to get the right balance of engagement with different levels of government, and appropriately address both supply and demand aspects of service delivery, especially to improve equity.   &nbsp

    Software agents in music and sound art research/creative work: Current state and a possible direction

    Composers, musicians and computer scientists have begun to use software-based agents to create music and sound art in both linear and non-linear (non-predetermined form and/or content) idioms, with some robust approaches now drawing on various disciplines. This paper surveys recent work: agent technology is first introduced, a theoretical framework for its use in creating music/sound art works put forward, and an overview of common approaches then given. Identifying areas of neglect in recent research, a possible direction for further work is then briefly explored. Finally, a vision for a new hybrid model that integrates non-linear, generative, conversational and affective perspectives on interactivity is proposed

    Musical Robots For Children With ASD Using A Client-Server Architecture

    Presented at the 22nd International Conference on Auditory Display (ICAD-2016)People with Autistic Spectrum Disorders (ASD) are known to have difficulty recognizing and expressing emotions, which affects their social integration. Leveraging the recent advances in interactive robot and music therapy approaches, and integrating both, we have designed musical robots that can facilitate social and emotional interactions of children with ASD. Robots communicate with children with ASD while detecting their emotional states and physical activities and then, make real-time sonification based on the interaction data. Given that we envision the use of multiple robots with children, we have adopted a client-server architecture. Each robot and sensing device plays a role as a terminal, while the sonification server processes all the data and generates harmonized sonification. After describing our goals for the use of sonification, we detail the system architecture and on-going research scenarios. We believe that the present paper offers a new perspective on the sonification application for assistive technologies

    Noise Weighting in the Design of {\Delta}{\Sigma} Modulators (with a Psychoacoustic Coder as an Example)

    A design flow for {\Delta}{\Sigma} modulators is illustrated, allowing quantization noise to be shaped according to an arbitrary weighting profile. Being based on FIR NTFs, possibly with high order, the flow is best suited for digital architectures. The work builds on a recent proposal where the modulator is matched to the reconstruction filter, showing that this type of optimization can benefit a wide range of applications where noise (including in-band noise) is known to have a different impact at different frequencies. The design of a multiband modulator, a modulator avoiding DC noise, and an audio modulator capable of distributing quantization artifacts according to a psychoacoustic model are discussed as examples. A software toolbox is provided as a general design aid and to replicate the proposed results.Comment: 5 pages, 18 figures, journal.     The influence of preconceptions on perceived sound reduction by environmental noise barriers

    The paper presents research that answers three main questions: (1) Do preconceptions held about the constituent materials of an environmental noise barrier affect how people perceive the barrier will perform at attenuating noise? (2) Does aesthetic preference influence the perception of how a barrier will perform? (3) Are barriers, which are deemed more aesthetically pleasing, more likely to be perceived as better noise attenuators? In a virtual reality setting with film to improve the contextual realism of the intersensory interaction test, participants were required to compare the perceived effectiveness of five standard 'in-situ' noise barriers, including concrete, timber, metal, transparent acrylic and a vegetative screen. The audio stimulus was held at a constant sound pressure level (SPL), whilst the visual stimulus changed, as the influential factor. As the noise levels projected during the study were held constant, it was possible to attribute the participants' perception of noise attenuation by the barriers, to preconceptions of how the varying barrier material would attenuate noise. There was also an inverse correlation between aesthetics and perception of how a noise barrier would perform. The transparent and deciduous vegetation barriers, judged most aesthetically pleasing, were judged as the least effective at attenuating noise. (c) 2010 Elsevier B.V. All rights reserved
