    INSPIRAL's aims were to identify and analyse, from the perspective of the UK HE learner, the nontechnical, institutional and end-user issues with regard to linking VLEs and digital libraries, and to make recommendations for JISC strategic planning and investment. INSPIRAL's objectives -To identify key stakeholders with regard to the linkage of VLEs, MLEs and digital libraries -To identify key stakeholder forum points and dissemination routes -To identify the relevant issues, according to the stakeholders and to previous research, pertaining to the interaction (both possible and potential) between VLEs/MLEs and digital libraries -To critically analyse identified issues, based on stakeholder experience and practice; output of previous and current projects; and prior and current research -To report back to JISC and to the stakeholder communities, with results situated firmly within the context of JISC's strategic aims and objectives

    Mixed mode education: implications for library user services

    The Faculty of Information Technology at QUT does not formally carry out distance education for any of its courses. However, it has pursued a number of initiatives that have made it possible for students to carry out an increasing proportion of their coursework off-site. These initiatives include computer-managed learning, World Wide Web and CDROM delivery of administrative and educational materials, and most recently the development of an integrated learning environment (ILE) for electronic delivery. These developments have been complemented and supported by the QUT Library by means of different avenues of access to CDROMs, a regional electronic document delivery service (REDD), and an electronic reserve (E-Reserve) service. Issues associated with the operation and evaluation of such facilities are described, and future library role in educational delivery are discussed

    Digital reference services : a snapshot of the current practices in scottish libraries

    Discusses the current practices followed by some major libraries in Scotland for providing digital reference services(DRS). Refers to the DRSs provided by three academic libraries, namely Glasgow University Library, the University of Strathclyde Library, and Glasgow Caledonian University Library, and two other premier libraries in Scotland, the Mitchell Library in Glasgow and the National Library of Scotland in Edinburgh. Concludes that digital reference services are effective forms of service delivery in Scotland's academic, national and public libraries, but that their full potential has not yet been exploited. E-mail is the major technology used in providing digital reference, although plans are under way to use more sophisticated Internet technologies. Notes that the majority of enquiries handled by the libraries are relatively low-level rather than concerning specific knowledge domains, and training the users to extract information from the best digital resources still remains a challenge

    Library purchasing consortia in the UK: activity, benefits and good practice.

    Following a brief introduction in Section 1, Section 2 sets out the operational context of library purchasing consortia. A range of key factors have shaped recent developments in the four LIS sectors under consideration (FE, HE, health and public libraries); some have exerted a common influence over all (e.g. information technology, European Commission purchasing directives, new central government, decline in bookfunds); some are sector-specific (e.g. purchasing arrangements, regional administrative frameworks, collaborative partnerships). The structure and markets of the book and periodical publishing industry in the UK are reviewed, with attention paid to historical as well as more recent practice that has had an impact on library supply. Although each component of the LIS purchasing consortia jigsaw displays individual characteristics that have evolved as a response to its own environment, the thread that links them together is constant change. Section 3 presents the results of a survey of identified library purchasing consortia in the four library sectors. It treats common themes of relevance to all consortia arising from information gathered by seminar input, questionnaire and interview. These include models of consortium operation, membership and governance, ‘typical’ composition of consortia in each sector, and links to analogous practice in other library sectors. Common features of the tendering and contract management process are elicited and attention paid to any contribution of procurement professionals. Finally, levels of consortium expenditure and cost savings are estimated from the published statistical record, which readily demonstrate in financial terms the efficiency of the consortial purchase model for all types of library in the United Kingdom. Section 4 presents the results of a survey of suppliers to libraries in the United Kingdom of books and periodicals, the two sectors most commonly represented in current contracts of library purchasing consortia. It sets out in some detail the operating context governing the highly segmented activities of library booksellers, as well as that pertaining to periodicals suppliers (also known as subscription agents). Detailed responses to questions on the effects of library purchasing consortia on suppliers of both materials have been gathered by questionnaire survey and selected follow-up interviews. Results are presented and analysed according to supply sector with attention given to the tendering process, current contracts under way, cross-sectoral clientele, and advantages and inhibitors of consortia supply. Further responses are reported on issues of how consortia have affected suppliers’ volume of trade, operating margins and market stability as perceived in their own business, the library supply sector and the publishing industry. Finally, overall conclusions are drawn and projections made as to future implications for both types of library suppliers. Section 5 synthesises findings, details enabling and inhibiting factors for consortia formation and models of best practice amongst consortia. The scope for cross-sectoral collaboration is discussed and found to be limited at present. Pointers are given for future activity

    The End of Institutional Repositories and the Beginning of Social Academic Research Service: An Enhanced Role for Libraries

    As more and more universities establish Institutional Repositories (IR), awareness is developing about the limitations of IRs in enhancing the academic research service. The concept of an IR needs to be expanded to include the integration of the processes that transform intellectual endeavor into a broadening array of academic and research support services which are fundamentally social. These include, but are not limited to – (1) sharing institutionally developed intellectual product (traditional IR) (2) informing others of the availability of this product with defined purpose (3) collecting additional academically relevant materials in digital formats using IRs (4) disseminating timely information about what has been collected to researchers (5) creating an environment that encourages awareness and exchange of information (6) and more…. In brief, information gathering, dissemination, and discussion in the form of library service must become a crucial part of researchers’ networks. An IR cannot and should not be viewed as a stand alone endeavor. It needs to be viewed and used as a research and communication tool in an environment that synergizes all elements of the research process. If an IR does not create discussions between librarians (information specialists) and researchers, its potential is lost both to the academy and the library. The library and its librarians must be interactive with researchers and the institution served. With the advent of digital acquisition that IRs started, a new vision of the role of librarians can be fulfilled. The foundational concepts behind this vision are found in my article: The Library as an Agent of Change: Pushing the Client Institution Forward Information Outlook (Journal of the Special Libraries Association), Vol. 3, No. 8, August 1999, pages 37-40. The above is not theoretical. It is being practiced every day at the Martin P. Catherwood Library of the School of Industrial and Labor Relations (ILR) at Cornell University where I work. By combining the uses of an IR, known as the DigitalCommons@ILR – see http://www.digitalcommons.ilr.cornell.edu, with a discipline-based Internet news service, see -- http://www.ilr.cornell.edu/iws/news-bureau/index.html, supported with outstanding web content, technical support for both print and digital collecting, reference, referral, and teaching, a goal has been realized. The library is seamlessly integrated into the outreach, research and teaching of the institution it serves. The library is part of the social fabric and network of the school

    Distance, multimedia and web delivery in surveying and GIS courses at the University Of Southern Queensland

    [Abstract]: The University of Southern Queensland has been involved with the distance education of surveying courses for over 25 years. In recent times, staff of the Surveying and Land Information Discipline, and the University as a whole, have embarked on multimedia enhancement and web delivery of curricula. This paper examines some of the initiatives undertaken to enhance the delivery of educational materials and discusses some of the issues involved in the effective delivery of distance education materials. The significant experience in the delivery of traditional educational materials has proven to be an advantage in the repackaging and enhancement of teaching materials. Delivery of education to off-campus students requires a significant support infrastructure which is often not recognised by new entrants into the flexible delivery arena. Traditional support mechanisms such as phone, fax and standard media (eg. videos, audio tapes etc) are being replaced by email, ‘electronic’ discussion groups, CDs and internet resources. These enhancements, when developed professionally, require a significant commitment of resources and expertise and often require a team approach to their design and development. Access by off-campus students to internet services and affordable software packages also require careful consideration in the design and offering of distance education materials
