Indoor Positioning and Navigation
In recent years, rapid development in robotics, mobile, and communication technologies has encouraged many studies in the field of localization and navigation in indoor environments. An accurate localization system that can operate in an indoor environment has considerable practical value, because it can be built into autonomous mobile systems or a personal navigation system on a smartphone for guiding people through airports, shopping malls, museums and other public institutions, etc. Such a system would be particularly useful for blind people. Modern smartphones are equipped with numerous sensors (such as inertial sensors, cameras, and barometers) and communication modules (such as WiFi, Bluetooth, NFC, LTE/5G, and UWB capabilities), which enable the implementation of various localization algorithms, namely, visual localization, inertial navigation system, and radio localization. For the mapping of indoor environments and localization of autonomous mobile sysems, LIDAR sensors are also frequently used in addition to smartphone sensors. Visual localization and inertial navigation systems are sensitive to external disturbances; therefore, sensor fusion approaches can be used for the implementation of robust localization algorithms. These have to be optimized in order to be computationally efficient, which is essential for real-time processing and low energy consumption on a smartphone or robot
Quantum Europe, Quantum Poland
Quantum Information Technologies promises are very serious, greatly exceeding only technical and market levels. Development of QIT in Europe, treated as building a new infrastructural civilization level, requires a broader view of coordination, funding and priority-setting policy. Simple measures used in the case of the development of new technologies, but not creating a significant ecosystem, are insufficient in this case. Quantum technologies are poised to create a new information layer of knowledge-based society. In this essay, the author subjectively addresses some of the issues such as: what we already know and what we don't know, and what efforts are being made in Europe
Evaluation of the potential accuracy of the pulsed radio signals source coordinate determination by the positioning system using a single UAV-sensor
An approach to determining the coordinates of pulsed radio signals sources by the positioningsystem in the application of a single unmanned aerial vehicles sensor is shown in this article. Therange-difference location method allows to determinate an informative coordinate parameter withoutretransmission and internal synchronization of receiving points. The result is achieved by improving thewell-known scientific and methodological apparatus with considering some features of the operationmode of pulsed radio signals sources. Presenting results of the simulation allow to estimate theinfluence of main input factors on the potential accuracy of the pulsed radio signal source coordinatedetermination

Economically sustainable public security and emergency network exploiting a broadband communications satellite
The research contributes to work in Rapid Deployment of a National Public Security and Emergency Communications Network using Communication Satellite Broadband. Although studies in Public Security Communication networks have examined the use of communications satellite as an integral part of the Communication Infrastructure, there has not been an in-depth design analysis of an optimized regional broadband-based communication satellite in relation to the envisaged service coverage area, with little or no terrestrial last-mile telecommunications infrastructure for delivery of satellite solutions, applications and services.
As such, the research provides a case study of a Nigerian Public Safety Security Communications Pilot project deployed in regions of the African continent with inadequate terrestrial last mile infrastructure and thus requiring a robust regional Communications Satellite complemented with variants of terrestrial wireless technologies to bridge the digital hiatus as a short and medium term measure apart from other strategic needs.
The research not only addresses the pivotal role of a secured integrated communications Public safety network for security agencies and emergency service organizations with its potential to foster efficient information symmetry amongst their operations including during emergency and crisis management in a timely manner but demonstrates a working model of how analogue spectrum meant for Push-to-Talk (PTT) services can be re-farmed and digitalized as a “dedicated” broadband-based public communications system. The network’s sustainability can be secured by using excess capacity for the strategic commercial telecommunication needs of the state and its citizens. Utilization of scarce spectrum has been deployed for Nigeria’s Cashless policy pilot project for financial and digital inclusion. This effectively drives the universal access goals, without exclusivity, in a continent, which still remains the least wired in the world

Challenges in Arctic Navigation and Geospatial Data : User Perspective and Solutions Roadmap
Navigation and location-based applications, including business such as transport, tourism, and mining, in Arctic areas face a variety of specific challenges. In fact, these challenges concern not only the Arctic Circle but certain other areas as well, such as the Gulf of Bothnia. This report provides a review on these challengs which concern a variety of technologies ranging from satellite navigation to telecommunications and mapping.
In order to find out end-users' views on the significance of Arctic challenges, an online survey was conducted. The 77 respondents representing all Arctic countries, the majority being from Finland, highlighted the challenges in telecommunications as well as accuracy concerns for emerging applications dealing with precise navigation.
This report provides a review of possible technologies for addressing the Arctic challenges, based on which a road map for solving them is developed. The road map also uses the results of expert working groups from the Challenges in Arctic Navigation workshop arranged in April 2018 in Olos, Muonio, Finland.
This report was produced within the ARKKI project. It was funded by the Finnish Ministry of Foreign Affairs under the Baltic Sea, Barents and Arctic cooperation programme, and implemented by the Finnish Geospatial Research Institute in collaboration with the Finnish Ministry of Transport and Communications
