    Security and defence research in the European Union: a landscape review

    This landscape report describes the state of play of the European Union’s policies and activities in security and defence and the EU-funded research aimed at supporting them, with an exclusive focus on intentional harm. It is organised around several thematic building blocks under the umbrella of the three core priorities defined in the European agenda on security. The report reviews the current main risks and threats but also those that may emerge within the next 5 years, the policy and operational means developed to combat them, the main active stakeholders and the EU legislation in force. In this context, a short history of EU research on security and defence is presented, followed by an inventory of relevant research and development projects funded under the Horizon 2020 framework programme during the period 2014-2018. The specific contributions of the Joint Research Centre to security research are also highlighted. Finally, future avenues for security and defence research and development are discussed.     This thesis reports on the most relevant researches performed during the years of the Ph.D. at the Genova University and within the Simulation Team. The researches have been performed according to M&S well known recognized standards. The studies performed on interoperable simulation cover all the environments of the Extended Maritime Framework, namely Sea Surface, Underwater, Air, Coast & Land, Space and Cyber Space. The applications cover both the civil and defence domain. The aim is to demonstrate the potential of M&S applications for the Extended Maritime Framework, applied to innovative unmanned vehicles as well as to traditional assets, human personnel included.     Maintaining the health and safety of workers in the United States and globally is accomplished in part by reducing hazardous exposures through the use of personal protective equipment. Personal protective technologies (PPT) include respirators worn by construction workers and miners; protective clothing, respirators, and gloves worn by firefighters and mine rescue workers; and respirators and protective clothing worn by healthcare workers. An estimated 5 million workers are required to wear respirators in 1.3 million U.S. workplaces. For some occupations, such as firefighting, the worker's protective equipment is the only form of protection against life-threatening hazards; for other workers, the PPT is a supplement to ventilation and other environmental, engineering, or administrative hazard controls. In the United States, federal responsibility for civilian worker PPT is integral to the mission of the National Institute for Occupational Safety and Health (NIOSH). This book examines the NIOSH Personal Protective Technology Program (PPT Program) and specifically focuses on the relevance and impact of this program in reducing hazardous exposures and improving worker health and safety.Summary -- 1.     Emerging Threats of Synthetic Biology and Biotechnology

    Synthetic biology is a field of biotechnology that is rapidly growing in various applications, such as in medicine, environmental sustainability, and energy production. However these technologies also have unforeseen risks and applications to humans and the environment. This open access book presents discussions on risks and mitigation strategies for these technologies including biosecurity, or the potential of synthetic biology technologies and processes to be deliberately misused for nefarious purposes. The book presents strategies to prevent, mitigate, and recover from ‘dual-use concern’ biosecurity challenges that may be raised by individuals, rogue states, or non-state actors. Several key topics are explored including opportunities to develop more coherent and scalable approaches to govern biosecurity from a laboratory perspective up to the international scale and strategies to prevent potential health and environmental hazards posed by deliberate misuse of synthetic biology without stifling innovation.     Hospital Preparedness: Effects of Designated Preparedness Coordinators on Hospital Preparedness for Special Hazard Classes

    Since 9/11, little statistical rigor has been placed on identifying the correlates of hospital preparedness. This quantitative study explores the research question: Is there a correlation between the employment of a designated hospital preparedness coordinator and the reported level of preparedness for: (a) general preparedness; (b) chemical, biological, radiological, and nuclear (CBRN) events; (c) pandemic disease outbreaks; (d) mass casualty events; and (e) internal infrastructure failure, as assessed by an online survey. Alternative analysis was conducted to assess the relationship between access to resources and the 5 dependent variables. Using complexity theory as the theoretical framework, point biserial correlation and Pearson\u27s method were used to assess the relations between the dependent and independent variables. Initially, no statistically significant correlative relationship was found using point biserial analysis. However, further analysis found that the correlation between full-time employment of a preparedness coordinator and pandemic preparedness reached significance. Point biserial analysis of the alternative research questions found statistically significant correlations between access to preparedness resources, CBRN, pandemic, and infrastructure failure preparedness. Pearson analysis found a statistically significant correlation between single facility coordinator responsibilities and pandemic preparedness. This identifies at least 2 significant correlates of hospital preparedness. Positive social change can be achieved by identifying strategies that leverage these assets in a fiscally sustainable constructs that maximize hospitals\u27 ability to effectively serve the community in disasters but that do not so heavily rely on government funding and grants in a world of ever-changing priorities

    DESURBS draft deliverable 2.1 (d2.1c): roles of key stakeholders

    This report constitutes Deliverable 2.1 of the FP7 Security Program research project ‘Designing Safer Urban Spaces’ (DESURBS, Grant Agreement no. 261652). This report on Work Package (WP) 2 of the DESURBS project is chronologically the first deliverable of this work package. The purpose of the deliverable is to report on the identification of public and private sector stakeholders responsible for the management of security risks, as well as understanding of their roles and interconnectivities. Understanding in regard to the case study city of Nottingham is significant, and has enabled the initial creation and development of the ISR framework for WPs 2.3 and 2.4, the structure for which has been incorporated into this deliverable and that for WP 2.2. A field trip to Jerusalem in January 2012 has led to a significant increase in understanding regarding the case study city, and has formed a base from which further data collection will be undertaken. In addition to that, interviews conducted by Partner 8 provided significant insight into the roles of the stakeholders and allowed comparison with the UK (Nottingham) data
