    Strategies for sustainable socio-economic development and mechanisms their implementation in the global dimension

    The authors of the book have come to the conclusion that it is necessary to effectively use modern approaches to developing and implementation strategies of sustainable socio-economic development in order to increase efficiency and competitiveness of economic entities. Basic research focuses on economic diagnostics of socio-economic potential and financial results of economic entities, transition period in the economy of individual countries and ensuring their competitiveness, assessment of educational processes and knowledge management. The research results have been implemented in the different models and strategies of supply and logistics management, development of non-profit organizations, competitiveness of tourism and transport, financing strategies for small and medium-sized enterprises, cross-border cooperation. The results of the study can be used in decision-making at the level the economic entities in different areas of activity and organizational-legal forms of ownership, ministries and departments that promote of development the economic entities on the basis of models and strategies for sustainable socio-economic development. The results can also be used by students and young scientists in modern concepts and mechanisms for management of sustainable socio-economic development of economic entities in the condition of global economic transformations and challenges

    The advent of the Third Millenium, as do all periods of transition, offers the starting point for proceeding towards a new interpretation of the process of development in the field of tourism which enterprise appears to lend itself as a contribution towards the achievement of certain objectives or aims of the European Union (UE), such as the protection of the environment, sustainable development, the improvement of the quality of living standards, the overcoming of conflicts for enduring peace, the growth of European regions and of employment and not least the enacting of a policy of cohesion. During recent years numerous factors such as the globalisation of the economy, the new economy, a better functioning of a single Market and the introduction of the Euro currency have all contributed to a greater internationalisation of the streams/flows and at the same time, have obliged Member states to face new challenges, which can either constitute opportunities or risks, according to the actions which will be undertaken and according to the capacity of anticipation, programming and managing of such change. On such a premise will be founded the necessity to select an integrated policy of tourism on a communitary level which, taking into consideration the specificity of the relevant sectors, will guarantee the European Community its place as representative of the most important geographical space on the world tourist market.

    The financial administration control offers the managing staff the possibility to decide on the entrusted methods and means and to direct its action in order to reach the objectives that were set out according to the main interests of each company. The objectives are set down by taking into consideration both managing and operative functions. However, the desired results are obtained only after a certain period of time, during which there may occur changes of the initial context within which the objectives and action plans were drawn up. In this case the readjustment of the financial administration control within the managerial control structure becomes an essential condition for successfully reaching the established targets. A condition as such comes from the description of the desired outcome, of the indicators that will be used to assess it and the necessary means to obtain it. The objectives also have to express the agreement reached between hierarchic levels on dialogue grounds, thus ensuring the harmonization of the collective interests with those that determine the functioning of the enterprise. A very important part in this dialogue is played by the instrumental panel and also by the other devices of the financial administration control, which will have to be readjusted in a proper manner according to the changes occurred within the economic and business environment.financial administration control, managing and operative functions, performance, instrumental panel.

    On the Determinants of Social Capital in Greece Compared to Countries of the European Union

    Social capital refers to the stock of social relations, based on norms and networks of cooperation and trust that spill over to the market and state to enhance collective action between actors and achieve improved social efficiency and economic growth. The aim of the present paper is to discuss the implications of contemporary literature and empirical findings on social capital for the growth prospects of Greece, compared to the member-states of the European Union. In order to examine the potential of social capital to enhance growth, we must look into the factors that determine the nature and context of trust, norms and networks that have emerged in our multinational, multiethnic and multicultural Europe.The contribution of this paper is to offer insight on the determinants of social capital in Greece, compared to the European Union (EU - former 15 member-states). For this purpose, we regress an index of individual group membership, derived from the European Community Household Panel (ECHP), on a set of individual as well as aggregate factors of social capital. Regression results provide evidence of the impact of both individual and institutional characteristics on group membership. Differences on the extent of group membership between countries might be indicative of the historical and cultural differences that have affected the evolution of social capital across Europe. Particularly in Greece, the relatively low level of group membership compared to the other EU countries might provide further evidence of its low levels of civicness. Historically, its weak civil society has been a result of a prior civic tradition of clientelism under arbitrary rule, the interference of special-interest groups and the lack of credibility and impartiality from the part of the state. And these factors might be responsible for the slow pace in reform and growth observed compared to the rest of the EU. Nevertheless, the findings on the determinants of social capital may direct us to possible means of rebuilding patterns of participatory and cooperative behavior, especially in countries with low levels of trust and civicness, such as Greece.Determinants, Social capital in Greece, European union, Diversity

    Adaptation of domestic state governance to international governance models

    The purpose of the article is to provide the evolving international trends of modern management models and authorial vision of model of state governance system in Ukraine, its subsystems, in particular, the system of provision of administrative services that is appropriate for the contemporary times. Methodology. On the basis of scientific and theoretical approaches to the definitions of terms “state governance” and “public governance”, there was an explanation of considerable difference between them and, taking into consideration, the mentality of Ukrainian society and peculiar weak side in self-organization, the authors offered to form authorial model of governance on the basis of historically traditional for Ukraine model of state governance and to add some elements of management concepts that proved their significance, efficiency and priority in practice. Results. The authors emphasized the following two prevailing modern management models in the international practice: “new state management” and “good governance”. The first concept offered for consideration served as a basis for the semantic content of state activity that reflects more the state of administrative reformation. Practical meaning. A practical introduction of management to the domestic model of governance creates the range of contradictions that do not allow implementing herein concept. Pursuant to authors, the second one allows in considerable measure to reform state governance, considering historically developed peculiarities of this model. Moreover, the involvement of concept herein into introduction of informational and communicational technologies in the process of governance eliminates the necessity of power decentralization, it allows to form real net structure and, at the same, to keep vertical power structure, to involve citizens for formation and taking of management decisions, to form electronic communicational channel of feedback, to provide citizens with electronic administrative services. All indicated advantages of the concept certify about the necessity to reform state governance exactly in this field. Meaning/ Distinction. This article raises a question about the significance of formation and sequence of state policy in Ukraine aimed at creating an information-oriented society, space, as well as informational and technological infrastructure

    Net structure of subject-to-subject relations in the management of the system of administrative services provision

    The purpose of the work is to form the net structure of management of the system of administrative services provision on the basis of implementation of subject-to-subject interactions between state sector and civil society. Methodology. The methodology basis for the investigation is the abstract-logical analysis of theoretical and methodological backgrounds for management of relations and interactions. For the theoretical generalization and formation of net structure, there are used scientific recommendations of Ukrainian scientists regarding the necessity to implement subject-to-subject relations in the system of administrative services provision. Results. The investigations allowed confirming that the hierarchical structure of the state governance system does not give an opportunity to implement equal interaction between a subject of provision and a subject of an appeal as these relations have one – way communication and the feedback channel has a formal character. Moreover, the civil society is not considered by state sector to be a source of methods and ways to develop the system of state governance, in particular, the management system of administrative services provision. Practical meaning. The net structure of management will allow implementing the subject-subject relations in the system, under which the actions of the subject of provision – that means state sector – will be directed to the realization of rights and interests of the subjects of appeal. In their turn, apart from the performance of all legislative responsibilities that they should perform, they can carry out activities directed to the development of management activity in the system of administrative services provision and the whole system of state governance as an integral system of management. Meaning/Distinction. The provided model of the net structure will allow involving citizens in the processes of state governance and increasing the impact of the civil sector during the making of state and management decisions and, as a result, to confirm subject-to-subject positions in the relations

    THE IMPORTANCE OF IMPLEMENTING THE ICT NETWORK IN ACHIEVING KNOWLEDGE TRANSFER IN THE RURAL AREAS

    Currently in Romania, the information sources available to farmers are limited and belong mostly to the public sector. The knowledge provided is relevant but insufficient in order to meet the needs of the Romanian farmers, especially since they are not oriented towards the market, as the main segment of interest. This paper has the intention to emphasize the need to introduce ICT as the main tool in supporting the decision making process and in resolving the specific issues faced by this sector In analyzing the current situation regarding this matter, in order to propose ways to resolve the problems encountered in achieving knowledge transfer, until now, were addressed issues such as: the evolution of the knowledge transfer concept, development milestones and actions that marked the RDI sector as the main producer of information, the main supporters of the farmers in their information actions (World Bank, IFAD), means, procedures and techniques used for transmitting knowledge (extension; consultancy). But what is most important is making all this resulted information available for the farmers, fact which can only be accomplished, in our opinion, by introducing and implementing ICT in the rural areas. The main method of research is the statistical data analysis of the data regarding the components involved in the knowledge transfer process and the current status of implementation of ICT in the rural areas. Among the expected results are included identifying the main restrictive factors in achieving knowledge transfer in rural and the main implications that implementing ICT would have on farmers\\\' market position.     Sustainable Development Data Availability on the Internet

    Defining what Sustainability and Sustainable Development mean is a critical task, as they are global objectives, which cover different aspects of life often difficult to quantify and describe. Talking about sustainable development means dealing with the development and implementation of SD strategies at international as well as at local level. With this regard, SD information plays a key role in monitoring SD performances at different administration levels. The aim of this paper is to give an overview of sustainable data availability on the internet at international, European, national and regional level. The paper is novel in the fact that the attention of the whole analysis focused on internet, considered as the principal mean for accessing data. In fact, the web has become through the years a fundamental tool for exchanging information amongst people, organisations, institutes, governments, thanks to its easy accessibility for a wide knowledge exchange. Sustainable development data collected at different administrative levels are classified and processed according to different methods and procedures; they are gathered at different scales, in different periods and they have a different frequency of updating. Data accuracy and meta-information on available data considerably vary, too. Few organisations at the international and at the European level such as, for example, World Bank, United Nations, OECD, FAO, Eurostat, EEA committed themselves to process information belonging to different sources aiming at standardising and producing comparable data sets for several nations and regions. Following the above considerations, various international, European and national organisations’ databases were investigated in order to check the availability of data at different administrative levels, mostly focusing on those sectors considered as pillars for the definition and monitoring of the implementation of the EU Sustainable Development Strategy, as pointed out in the Communication of the EC SEC(2005) 161 final.Sustainability, Indicators, Regional Development, Internet, Database
