ECOSENSUS: developing collaborative learning systems for stakeholding development in environmental planning
ECOSENSUS *(Electronic/Ecological Collaborative Sensemaking Support System) investigates the socio-technological issues around developing collaboration tools for participatory environmental decision making amongst (a) marginalised natural resource users, (b) professional 'experts' from different countries, and (c) key decision makers associated with managing ecosystems. An integral activity is the production of open content learning resources to support stakeholders in facilitating distributed environmental decision making. This involves the integrated use of three open source software tools: Moodle (online course management), Compendium (dialogue mapping) and uDig (user friendly desktop/internet GIS). In the first ECOSENSUS-1 phase, the pilot collaborative effort has been focused on supporting stakeholders in developing adaptive management plans for the Rupununi Wetlands in southern Guyana, a region rich in flora and fauna but also under intense pressure to expand the exploitation of its natural resources, including timber, gold, and commercially viable fish species. Results of the ECOSENSUS-1 are briefly described along with some preliminary notes on the current ECOSENUS-2 phase of associated research in Guyana supported by an additional grant from DEFRA. The paper prompts questions on how ECOSENSUS can feed into wider open source course development using the LabSpace on the OpenLearn project
Participatory design and participatory development: a comparative review
This paper examines literature in the twin domains of participatory interactive systems design and participatory approaches to international development. As interactive systems are increasingly promoted as a possible means of achieving international development goals, designers generally agree that participatory design approaches should be applied. However, review of the literature reveals that these two different traditions have more complex relationships, and questions must be asked about: the aims of participation, the forms of participation that are being advocated, and the skills and strategies required of practitioners. The findings suggest that successful integration of participatory interactive systems design into development will require careful reflection on the nature of development and the approaches adopted.</p
Learning by gaming:ANT and critical making
Relationships among theory, gaming, learning and socio-technical design are explored in the two contributions which compose the section. The theory in question is ANT, re-interpreted through critical making - an umbrella term for various distinctive practices that link traditional scholarship in the humanities and social sciences to forms of material engagement. Sergio Minniti describes an ongoing project called Game of ANT, which draws upon the critical making approach to design an interactive technology and a workshop experience through which scholars and students can conceptually-materially engage with ANT, hence exploring and approaching it from novel points of view. Game of ANT adopts the Latourian vision of technoscience as war and physically embodies this idea by proposing a sort of war game during which participants play the roles of human or non-human actors engaging with the competitive dynamics of socio-technical life. The commentary by Stefano De Paoli proposes new directions to develop the project, by deepening the concept of game and its value for design and learning processes.</p
Amplifying Quiet Voices: Challenges and Opportunities for Participatory Design at an Urban Scale
Many Smart City projects are beginning to consider the role of citizens. However, current methods for engaging urban populations in participatory design activities are somewhat limited. In this paper, we describe an approach taken to empower socially disadvantaged citizens, using a variety of both social and technological tools, in a smart city project. Through analysing the nature of citizensâ concerns and proposed solutions, we explore the benefits of our approach, arguing that engaging citizens can uncover hyper-local concerns that provide a foundation for finding solutions to address citizen concerns. By reflecting on our approach, we identify four key challenges to utilising participatory design at an urban scale; balancing scale with the personal, who has control of the process, who is participating and integrating citizen-led work with local authorities. By addressing these challenges, we will be able to truly engage citizens as collaborators in co-designing their city
Research Project as Boundary Object: negotiating the conceptual design of a tool for International Development
This paper reflects on the relationship between who one designs for and what one designs in the unstructured space of designing for political change; in particular, for supporting âInternational Developmentâ with ICT. We look at an interdisciplinary research project with goals and funding, but no clearly defined beneficiary group at start, and how amorphousness contributed to impact. The reported project researched a bridging tool to connect producers with consumers across global contexts and show players in the
supply chain and their circumstances. We explore how both the nature of the research and the toolâs function became contested as work progressed. To tell this tale, we invoke
the idea of boundary objects and the value of tacking back and forth between elastic meanings of the projectâs artefacts and processes. We examine the projectâs role in India, Chile and other arenas to draw out ways that it functioned as a catalyst and how absence of committed design choices acted as an unexpected strength in reaching its goals
Diagnosis and the management constituency of small-scale fisheries
Diagnosis and adaptive management can help improve the ability of small-scale fisheries (SSF) in the developing world to better cope with and adapt to both external drivers and internal sources of uncertainty. This paper presents a framework for diagnosis and adaptive management and discusses ways of implementing the first two phases of learning: diagnosis and mobilising an appropriate management constituency. The discussion addresses key issues and suggests suitable approaches and tools as well as numerous sources of further information. Diagnosis of a SSF defines the system to be managed, outlines the scope of the management problem in terms of threats and opportunities, and aims to construct realistic and desired future projections for the fishery. These steps can clarify objectives and lead to development of indicators necessary for adaptive management. Before management, however, it is important to mobilize a management constituency to enact change. Ways of identifying stakeholders and understanding both enabling and obstructive interactions and management structures are outlined. These preliminary learning phases for adaptive SSF management are expected to work best if legitimised by collaborative discussion among fishery stakeholders drawing on multiple knowledge systems and participatory approaches to assessment. New Models of Technology Assessment for Development
This report explores the role that ânew modelsâ of
technology assessment can play in improving the lives of
poor and vulnerable populations in the developing world.
The ânew modelsâ addressed here combine citizen and
decision-maker participation with technical expertise. They
are virtual and networked rather than being based in a
single office of technology assessment (as was the case in
the United States in the 1970s-90s). They are flexible
enough to address issues across disciplines and are
increasingly transnational or global in their reach and
scope. The report argues that these new models of
technology assessment can make a vital contribution to
informing policies and strategies around innovation,
particularly in developing regions. They are most beneficial
if they enable the broadening out of inputs to technology
assessment, and the opening up of political debate around
possible directions of technological change and their
interactions with social and environmental systems.
Beyond the process of technology assessment itself, the
report argues that governance systems within which these
processes are embedded play an important role in
determining the impact and effectiveness of technology
assessment. Finally, the report argues for training and
capacity-building in technology assessment
methodologies in developing countries, and support for
internationally co-ordinated technology assessment
efforts to address global and regional development

Open Science Happens Somewhere: Exploring the use of Science OER in Schools
This paper concerns a pilot exploring the use of openly licensed content in secondary schools. Specifically it looks at the use of the Open Universityâs (OU) OpenScienceLab (OSL) in two remote rural schools in the West Highlands of Scotland. OSL is a series of online experiments openly licensed for anyone to use, they are about learning through experimentation, and are part of a wider OU interest in how to support and develop inquiry based learning at a distance (Scanlon 2012). This area is of particular relevance to Scottish schools, as the underlying pedagogy of Curriculum for Excellence (CfE) promotes interdisciplinary thinking and learning through inquiry (Macintyre 2014).
The idea of the pilot was to work on how âopen contentâ might be used in schools to understand what openness might mean in and for educational practice. While our initial intention was simply to run these in schools after the first workshops it became apparent while the technical and licences were open and it was relatively clear how to do the experiments, people were uncertain how to use them in their educational practice. Emphasising the need to attend to Educational Practice as well as Openness in OEP.
The pilot took a participatory design approach (Sanders and Westerlund 2011; Mor et.al 2012), to developing and support practices around the use of Open Educational Resources (OER) in classroom. Through a series of workshops and schools visits we looked to solve these problems from the classroom out, using the teachers experience to develop learning journeys that worked for teachers and pupils. With teachers we created a learning journey using the OUâs free platform OpenLearnWorks to wrap the experiments in a mixture of existing and newly developed OER.
Two journeys were created, these will be run in two locations with with two sets of teachers in December 2014. The paper will report on the outcomes for pupils and teachers of this final stage. In doing so it will reflect on the participatory design process, highlighting the practices developed to support the use of open content, drawing out broader conclusions might support the use open materials in the classroom
