    A linguistically-driven methodology for detecting impending and unfolding emergencies from social media messages

    Natural disasters have demonstrated the crucial role of social media before, during and after emergencies (Haddow & Haddow 2013). Within our EU project Sland \ub4 ail, we aim to ethically improve \ub4 the use of social media in enhancing the response of disaster-related agen-cies. To this end, we have collected corpora of social and formal media to study newsroom communication of emergency management organisations in English and Italian. Currently, emergency management agencies in English-speaking countries use social media in different measure and different degrees, whereas Italian National Protezione Civile only uses Twitter at the moment. Our method is developed with a view to identifying communicative strategies and detecting sentiment in order to distinguish warnings from actual disasters and major from minor disasters. Our linguistic analysis uses humans to classify alert/warning messages or emer-gency response and mitigation ones based on the terminology used and the sentiment expressed. Results of linguistic analysis are then used to train an application by tagging messages and detecting disaster- and/or emergency-related terminology and emotive language to simulate human rating and forward information to an emergency management system

    Social media statistics during recent disasters (e.g. the 20 million tweets relating to 'Sandy' storm and the sharing of related photos in Instagram at a rate of 10/sec) suggest that the understanding and management of real-world events by civil protection and law enforcement agencies could benefit from the effective blending of social media information into their resilience processes. In this paper, we argue that despite the widespread use of social media in various domains (e.g. marketing/branding/finance), there is still no easy, standardized and effective way to leverage different social media streams -- also referred to as social sensors -- in security/emergency management applications. We also describe the EU FP7 project SUPER (Social sensors for secUrity assessments and Proactive EmeRgencies management), started in 2014, which aims to tackle this technology gap

    In this paper we examine the use of social media, and especially Twitter, in Iran, Tunisia and Egypt during the mass political demonstrations and protests in June 2009, December 2010 - January 2011, and February 2011, respectively. We compare this usage with methods and findings from other studies on the use of Twitter in emergency situations, such as natural and man-made disasters. We draw on our own experiences and participant-observations as an eyewitness in Iran (first author), and on Twitter data from Iran, Tunisia and Egypt. In these three cases, Twitter filled a unique technology and communication gap at least partially. We summarize suggested directions for future research with a view of placing this work in the larger context of social media use in conditions of crisis and social convergence

    The role of social media in the process of informing the public about disaster risks

    Social media informs the public about the most important events and conveys important information. Before, during, and after disasters, social media are used to disseminate information about disasters and collect data relevant to the implementation of preparedness, response, and recovery activities and measures. Social networks are effective in disseminating information and warnings, as well as in educating the public. The subject of the research is examining the influence of demographic factors on the effectiveness of social media in informing the public about the risks of disasters. Using an online survey questionnaire and according to the snowball principle, a survey of 247 respondents was conducted in 2022. The research results show no statistically significant relationship between the respondents’ education level and the assessment of the effectiveness of social media reporting on disasters. Using social media can improve communication between stakeholders in disaster management and facilitate coordination of efforts, fostering communication and allocation of resources. To effectively use social media in disaster management, decision-makers in the disaster management system must be aware of new technologies, their disadvantages and advantages, and ways to collect and analyze data from social networks

    Why I Retweet? Exploring User’s Perspective on Decision-Making of Information Spreading during Disasters

    The extensive use of social media during disasters raises an important issue concerning use of social media to spread information, including misinformation. This study explores the underlying behavioral context of disaster information sharing by Twitter users. We conducted a web survey with 999 respondents in Japan to determine what makes people retweet disaster information in disaster situations. As a result of factor analysis, four factors were identified from 36 questions, namely: 1) Willingness to provide relevant and updated information because the information is believable, 2) Want people to know the information they perceive as important, 3) Retweeter subjective feelings and interests, and 4) Want to get feedback and alert other people. The results suggest that two of the factors influenced different groups of people in the community differently; however, everybody can play their role to reduce the negative impact of social media used for future disaster. Based on the findings, we discuss practical and design implications of social media use during disasters
