    Adapt or perish? How parties respond to party system saturation in 21 Western democracies, 1945–2011

    This study examines whether (and how) parties adapt to party system saturation (PSS). A party system is oversaturated when a higher effective number of parties contests elections than predicted. Previous research has shown that parties are more likely to exit when party systems are oversaturated. This article examines whether parties will adapt by increasing the nicheness of their policy platform, by forming electoral alliances or by merging. Based on time-series analyses of 522 parties contesting 357 elections in twenty-one established Western democracies between 1945 and 2011, the study finds that parties are more likely to enter – and less likely to leave – electoral alliances if PSS increases. Additionally, a small share of older parties will merge. The results highlight parties’ limited capacity to adapt to their environments, which has important implications for the literature on party (system) change and models of electoral competition

This paper’s contribution is to set out new mechanisms that enable Chinese citizens to evaluate government performance, contribute to decision-making, shape policy agendas and feed back on implementation. Based on fieldwork in the city of Hangzhou, we argue that the local party-state orchestrates citizen participation in the policy process, but members of the public nevertheless do have influence. Political participation is widening in China, but it is still controlled. It is not yet clearly part of a process of democratization, but it does establish the principle of citizen rights to oversee the government

    Does Money Matter? The Impact of State Political Context on the Relationship between Race/Ethnicity and Campaign Finance

    Despite increasing campaign-finance legislation aimed at equalizing barriers in political campaigns, a fundraising gap persists across racial/ethnic lines. In the era of modern campaigning, with the expenses of advertising and polling, among others, ample funds are necessary but not accessible to all candidates. This study addresses the relationship between candidate race/ethnicity and campaign fundraising, and the possible moderating effect of three dimensions of the state political context: state legislative professionalism, state Republican party strength, and state culture (South vs. non-South). I evaluate fundraising totals across 15 states for more than 3,000 candidates in the 2006 state legislative elections. Ultimately, the findings suggest that after controlling for other candidate characteristics, as well as for district and state context, there is a negative statistically significant relationship between candidate race/ethnicity and fundraising. In addition, the effect of race/ethnicity is moderated by two features of the state context: legislative professionalization and state culture. This study finds that nonwhite candidates continue to fundraise less than their white counterparts and that state context is important in understanding the race/ethnicity gap in campaign finance
