Organizing Knowledge in Implementation of Knowledge Management as Strategy for Competitive Bussiness at PT Telkom

This study is entitled Organizing Knowledge in Implementation of Knowledge Management. The research was conducted in bussines organization. The research objectives are to find out new concept in coverage of knowledge by knowledge management implementation at Telkom organizing explicit knowledge ; to analysis personal characteristic knowledge manager. This research use by qualitative methode with case study approach at Telkom Japati 1st street Bandung. Technique of gathering data uses observation, archived record, interview, documentation dan physical ware. From the results of studies that have been done, so the conclusion can be drawn as follows: Knowledge management which is done by making taxonomy based processes and business operations is called as knowledge centers that are stored on the intranet while competency-based stream called virtual competency center. Organizing knowledge in virtual storage by creating taxonomy of knowledge toward process and operating bussines, tree types of knowledge are:Structure knowledge: unstructure knowledge and less structure knowledge. For other media are managed by a special unit that is the library. The technology media support information and communications intended to improve information transfer and sharing of knowledge organization as a whole through cooperation and communication between individuals. Recomendation: It is better to make guidelines of writing articles on KM Tool, in order to avoid a flood of information that is not need. For example the text have been made by others. .It is better also to make the theme of writing, so that the contributors will more focus in creating the knowledge. Therefore, it will give deep exploration a theme. Form of virtual communication in KM should also explore the tacit knowledge. It is appropriate if the contributors are also allowed to create works that are audio-visual format. For example how to use technology in the 3.5 G DAT file format, or how to assemble the satellite Telkom2. What’s International Law Got to Do With It? Transnational Law and the Intelligence Mission

The United States faces an immediate and continuous threat of terrorist attack using weapons of mass destruction, including nuclear weapons. The intelligence function and national security law, including international law--or more accurately transnational law--are central to addressing this threat. Indeed, international law is more relevant today in addressing this threat than it was before September 11. Part II of this article describes a continuum of contemporary threats to U.S. national security, with a focus on nonstate terrorism. Part III addresses the role of intelligence and national security law, and in particular law addressed to process, in combating these threats. Designing the IT Course Within an Executive MBA Program

By combining knowledge management concepts with standard MBA course elements (technology, applications, systems development, and IT management), explicit and tacit knowledge can be created and diffused within the Management of Information Technology course designed for executive MBA students. The article, based on lessons learned over a ten-year period, discusses the course and presents a set of pedagogical principles. Toward Universal Broadband in Rural Alaska

The TERRA-Southwest project is extending broadband service to 65 communities in the Bristol Bay, Bethel and Yukon-Kuskokwim regions. A stimulus project funded by a combination of grants and loans from the Rural Utilities Service (RUS), TERRA-Southwest has installed a middle-mile network using optical fiber and terrestrial microwave. Last-mile service will be through fixed wireless or interconnection with local telephone networks. The State of Alaska, through its designee Connect Alaska, also received federal stimulus funding from the National Telecommunications and Information Administration (NTIA) for tasks that include support for an Alaska Broadband Task Force “to both formalize a strategic broadband plan for the state of Alaska and coordinate broadband activities across relevant agencies and organizations.” Thus, a study of the impact of the TERRA project in southwest Alaska is both relevant and timely. This first phase provides baseline data on current access to and use of ICTs and Internet connectivity in rural Alaska, and some insights about perceived benefits and potential barriers to adoption of broadband. It is also intended to provide guidance to the State Broadband Task Force in determining how the extension of broadband throughout the state could contribute to education, social services, and economic activities that would enhance Alaska’s future. Results of the research could also be used proactively to develop strategies to encourage broadband adoption, and to identify applications and support needed by users with limited ICT skills.Connect Alaska. How the Supreme Court Uses the Certiorari Process in the Ninth Circuit To Further Its Pro-Business Agenda: A Strange Pas de Deux with an Unfortunate Coda

This Article examines the proposition that the Roberts Court has an unusually strong pro-business slant through the lens of the Court\u27s certiorari process. The Article uses data from the grant or denial of certiorari petitions filed in environmental cases over a sixteen-year period in both the Ninth and District of Columbia Circuits, selected because each court hears a large number of environmental cases. The recent record in the Ninth Circuit, where environmentalists win below only to lose in the high court, or lose below and subsequently have their petitions denied, is quite different from that in the D.C. Circuit. In the D.C. Circuit, during the same period, the high court has not reversed a single positive environmental decision issued below. In fact, over the same period, there is no instance of the Court granting a petition where environmentalists won in the D.C. Circuit. This Article explores the proposition that the Ninth Circuit has become a unique and useful foil for the Court\u27s conservative wing to advance its pro-business agenda through the manipulation of the certiorari process. The Article discusses various studies of the Roberts Court, which show that its decisions display a strong business bias, that the Court shapes its agenda through the certiorari process, and that the *654 personal policy objectives and preferences of individual Justices play a critical role in that process. The Article also illustrates how the Court\u27s selection of cases signals its preferences, which in turn influences the agenda of issue-oriented lawyers and thus the dockets of lower courts. This interplay has resulted in the Ninth Circuit playing an unusually important role in the evolution of environmental and natural resources law, as its decisions, which generally favor citizen plaintiffs challenging the authority of agencies to issue permits and engage in planning activities, attract the attention of the business-leaning Roberts Court. This conclusion becomes even more apparent when the contrasting types of plaintiffs and cases filed in the D.C. Circuit are brought to the fore. The Article concludes that there is little on the immediate horizon short of a dramatic change in Court personnel that foretells a change in that story. Finally, the Article holds out only the faintest of hopes that exposing this record may change the behavior of those Justices to whom institutional credibility and public acceptance retain some importance

Preparing for a Northwest Passage: A Workshop on the Role of New England in Navigating the New Arctic (March 25 - 27, 2018 -- The University of New Hampshire) paired two of NSF\u27s 10 Big Ideas: Navigating the New Arctic and Growing Convergence Research at NSF. During this event, participants assessed economic, environmental, and social impacts of Arctic change on New England and established convergence research initiatives to prepare for, adapt to, and respond to these effects. Shipping routes through an ice-free Northwest Passage in combination with modifications to ocean circulation and regional climate patterns linked to Arctic ice melt will affect trade, fisheries, tourism, coastal ecology, air and water quality, animal migration, and demographics not only in the Arctic but also in lower latitude coastal regions such as New England. With profound changes on the horizon, this is a critical opportunity for New England to prepare for uncertain yet inevitable economic and environmental impacts of Arctic change
