Development Challenges of Secondary and Small Airports in California, Research Report 11-21
This study investigates the development of secondary and smaller airports in California. Low-Cost Carrier (LCC) business is growing at these airports because they offer reduced operating costs, and they have adequate capacity to help LCCs avoid battling with incumbent airlines at the large hubs for limited resources, such as gates. However, increased LCC aircraft operations at the secondary airports have led to significant noise impacts on the surrounding communities and this has been a challenge for the secondary airport operators. They have imposed operational curfews to limit the noise impacts, but this approach constrains the resident airlines that want to increase their traffic. As a result, some LCCs have begun to initiate flights out of the large hubs. Statistics from this study show that the LCCs have replaced the legacy airlines as the dominant air provider in the state. With their growing dominance, the LCCs will become more attractive to the large hub airports, and the secondary airports will face increased competition in retaining them. To retain those LCCs, the secondary airports must better understand how LCCs make investment decisions related to airport development. At the same time, they must better educate the LCCs about their airport needs
A flight investigation of simulated data-link communications during single-pilot IFR flight. Volume 1: Experimental design and initial test
A Flight Data Console simulation of a digital communication link to replace the current voice communication system used in air traffic control (ATC) was developed. The study determined how a digital communications system reduces cockpit workload, improve, flight proficiency, and is acceptable to general aviation pilots. It is shown that instrument flight, including approach and landing, can be accomplished by using a digital data link system for ATC communication
Private Governance Responses to Climate Change: The Case of Global Civil Aviation
This Article explores how private governance can reduce the climate effects of global civil aviation. The civil aviation sector is a major contributor to climate change, accounting for emissions comparable to a top ten emitting country. National and international governmental bodies have taken important steps to address civil aviation, but the measures adopted to date are widely acknowledged to be inadequate. Civil aviation poses particularly difficult challenges for government climate mitigation efforts. Many civil aviation firms operate globally, emissions often occur outside of national boundaries, nations differ on their respective responsibilities, and demand is growing rapidly. Although promising new technologies are emerging, they will take time to develop and adopt. This Article argues that private initiatives can overcome many of these barriers. Private initiatives can motivate civil aviation firms to act absent government pressure at the national level and can create pressure for mitigation that transcends national boundaries. The Article argues that it is time to develop a private climate governance agenda for civil aviation and identifies examples of the types of existing and new initiatives that could be included in the effort. If public and private policymakers can overcome the tendency to focus almost exclusively on public governance, private initiatives can yield large and prompt emissions reductions from global civil aviation, buy time for more comprehensive government measures, and complement the government measures when they occur
Local Government Policy and Planning for Unmanned Aerial Systems
This research identifies key state and local government stakeholders in California for drone policy creation and implementation, and describes their perceptions and understanding of drone policy. The investigation assessed stakeholders’ positions, interests, and influence on issues, with the goal of providing potential policy input to achieve successful drone integration in urban environments and within the national airspace of the United States. The research examined regulatory priorities through the use of a two-tiered Stakeholder Analysis Process. The first tier consisted of a detailed survey sent out to over 450 local agencies and jurisdictions in California. The second tier consisted of an in-person focus group to discuss survey results as well as to gain deeper insights into local policymakers’ current concerns. Cities and Drones: What Cities Need to Know about Unmanned Aerial Vehicles (UAVs)
NLC's municipal guide, Cities and Drones, is designed to serve as a primer on drones for local officials, providing insight into the recently released federal rules relating to drone operation, as well as offering suggestions for how local governments can craft their own drone ordinances to encourage innovation while also protecting their cities.Drones have the potential to revolutionize many industries and city services, particularly as their technology advances. There are many applications for drones within the public sector at the local and state level. Drones can be used for law enforcement and firefighting, as rural ambulances, and for inspections, environmental monitoring, and disaster management. Any commercial arena that involves outdoor photography or visual inspection will likely be experimenting with drones in the near future, as will retailers who want to speed up package delivery.However, drones also present challenges. There are some safety issues, for instance, when operators fly their drones over people or near planes. City residents often have privacy concerns when any small device hovering nearby could potentially be taking photos or video. The FAA's final rule on drones left some opportunity for city governments to legislate on this issue. Rather than ban them outright, city officials should consider how this new technology might serve residents or enhance city services

The introduction of aeronautical mobile satellite communications will serve our requirements for airspace management in areas not served by line-of-sight radio and radar facilities. The ensuing improvements in air safety and operating efficiency are eagerly awaited by the aviation community
It's time to reinvent the general aviation airplane
Current designs for general aviation airplanes have become obsolete, and avenues for major redesign must be considered. New designs should incorporate recent advances in electronics, aerodynamics, structures, materials, and propulsion. Future airplanes should be optimized to operate satisfactorily in a positive air traffic control environment, to afford safety and comfort for point-to-point transportation, and to take advantage of automated manufacturing techniques and high production rates. These requirements have broad implications for airplane design and flying qualities, leading to a concept for the Modern Equipment General Aviation (MEGA) airplane. Synergistic improvements in design, production, and operation can provide a much needed fresh start for the general aviation industry and the traveling public. In this investigation a small four place airplane is taken as the reference, although the proposed philosophy applies across the entire spectrum of general aviation
