    A Framework for Developing and Integrating Effective Routing Strategies Within the Emergency Management Decision-Support System, Research Report 11-12

    This report describes the modeling, calibration, and validation of a VISSIM traffic-flow simulation of the San JosĂ©, California, downtown network and examines various evacuation scenarios and first-responder routings to assess strategies that would be effective in the event of a no-notice disaster. The modeled network required a large amount of data on network geometry, signal timings, signal coordination schemes, and turning-movement volumes. Turning-movement counts at intersections were used to validate the network with the empirical formula-based measure known as the GEH statistic. Once the base network was tested and validated, various scenarios were modeled to estimate evacuation and emergency vehicle arrival times. Based on these scenarios, a variety of emergency plans for San José’s downtown traffic circulation were tested and validated. The model could be used to evaluate scenarios in other communities by entering their community-specific data

    Regional Data Archiving and Management for Northeast Illinois

    This project studies the feasibility and implementation options for establishing a regional data archiving system to help monitor and manage traffic operations and planning for the northeastern Illinois region. It aims to provide a clear guidance to the regional transportation agencies, from both technical and business perspectives, about building such a comprehensive transportation information system. Several implementation alternatives are identified and analyzed. This research is carried out in three phases. In the first phase, existing documents related to ITS deployments in the broader Chicago area are summarized, and a thorough review is conducted of similar systems across the country. Various stakeholders are interviewed to collect information on all data elements that they store, including the format, system, and granularity. Their perception of a data archive system, such as potential benefits and costs, is also surveyed. In the second phase, a conceptual design of the database is developed. This conceptual design includes system architecture, functional modules, user interfaces, and examples of usage. In the last phase, the possible business models for the archive system to sustain itself are reviewed. We estimate initial capital and recurring operational/maintenance costs for the system based on realistic information on the hardware, software, labor, and resource requirements. We also identify possible revenue opportunities. A few implementation options for the archive system are summarized in this report; namely: 1. System hosted by a partnering agency 2. System contracted to a university 3. System contracted to a national laboratory 4.     Impact assessment of autonomous DRT systems

    The market entrance of shared autonomous vehicles (SAV) may have disruptive effects on current transport systems and may lead to their total transformation. For many small and medium-sized cities, a full replacement of public transport services by these systems seems to be possible. For a transport system operator, such a system requires a bigger fleet of vehicles than before, however, vehicles are less expensive and fewer staff is needed for the actual operation. In this paper, we are using a simulation-based approach to evaluate the service quality and operating cost of a demand responsive transit (DRT) system for the city of Cottbus (100 000 inhabitants), Germany. The simulation model used is based on an existing MATSim model of the region that depicts a typical work day. Results suggest, that the current public transport system may be replaced by a system of 300 to 400 DRT vehicles, depending on their operational mode. Compared to previous, schedule based public transport, passengers do not need to transfer, and their overall travel times may be reduced significantly. Results for the cost comparison are preliminary, but results suggest that an autonomous DRT system is not necessarily more expensive than the current public transport system

    Approaches to integrated strategic/tactical forest planning

    Traditionally forest planning is divided into a hierarchy of planning phases. Strategic planning is conducted to make decisions about sustainable harvest levels while taking into account legislation and policy issues. Within the frame of the strategic plan, the purpose of tactical planning is to schedule harvest operations to specific areas in the immediate few years and on a finer time scale than in the strategic plan. The operative phase focuses on scheduling harvest crews on a monthly or weekly basis, truck scheduling and choosing bucking instructions. Decisions at each level are to a varying degree supported by computerized tools. A problem that may arise when planning is divided into levels and that is noted in the literature focusing on decision support tools is that solutions at one level may be inconsistent with the results of another level. When moving from the strategic plan to the tactical plan, three sources of inconsistencies are often present; spatial discrepancies, temporal discrepancies and discrepancies due to different levels of constraint. The models used in the papers presented in this thesis approaches two of these discrepancies. To address the spatial discrepancies, the same spatial resolution has been used at both levels, i.e., stands. Temporal discrepancies are addressed by modelling the tactical and strategic issues simultaneously. Integrated approaches can yield large models. One way of circumventing this is to aggregate time and/or space. The first paper addresses the consequences of temporal aggregation in the strategic part of a mixed integer programming integrated strategic/tactical model. For reference, linear programming based strategic models are also used. The results of the first paper provide information on what temporal resolutions could be used and indicate that outputs from strategic and integrated plans are not particularly affected by the number of equal length strategic periods when more than five periods, i.e. about 20 year period length, are used. The approach used in the first paper could produce models that are very large, and the second paper provides a two-stage procedure that can reduce the number of variables and preserve the allocation of stands to the first 10 years provided by a linear programming based strategic plan, while concentrating tactical harvest activities using a penalty concept in a mixed integer programming formulation. Results show that it is possible to use the approach to concentrate harvest activities at the tactical level in a full scale forest management scenario. In the case study, the effects of concentration on strategic outputs were small, and the number of harvest tracts declined towards a minimum level.     Training and exercises are an important part of emergency management. Plans are developed based on threat assessment, but they are not useful unless staff members are trained on how to use the plan, and then practice that training. Exercises are also essential for ensuring that the plan is effective, and outcomes from exercises are used to improve the plan. Exercises have been an important part of gauging the preparedness of response organizations since Civil Defense days when full-scale exercises often included the community. Today there are various types of exercises that can be used to evaluate the preparedness of public agencies and communities: seminars, drills, tabletop exercises, functional exercises, facilitated exercises and full-scale exercises. Police and fire agencies have long used drills and full-scale exercises to evaluate the ability of staff to use equipment, protocols and plans. Transit and transportation agencies have seldom been included in these plans, and have little guidance for their participation in the exercises. A research plan was designed to determine whether urban transit systems are holding exercises, and whether they have the training and guidance documents that they need to be successful. The main research question was whether there was a need for a practical handbook to guide the development of transit system exercises

    Urban rail systems are designed to carry large volumes of people into and out of major activity centers. As a result, the stations at these major activity centers are often crowded with boarding and alighting passengers, resulting in passenger inconvenience, delays, and at times danger. This study examines the planning and analysis of station passenger queuing and flows to offer rail transit station designers and transit system operators guidance on how to best accommodate and manage their rail passengers. The objectives of the study are to: 1) Understand the particular infrastructural, operational, behavioral, and spatial factors that affect and may constrain passenger queuing and flows in different types of rail transit stations; 2) Identify, compare, and evaluate practices for efficient, expedient, and safe passenger flows in different types of station environments and during typical (rush hour) and atypical (evacuations, station maintenance/ refurbishment) situations; and 3) Compile short-, medium-, and long-term recommendations for optimizing passenger flows in different station environments

The Publisher's final version can be found by following the DOI link.The safety, mobility, environmental and economic benefits of Connected and Autonomous Vehicles (CAVs) are potentially dramatic. However, realization of these benefits largely hinges on the timely upgrading of the existing transportation system. CAVs must be enabled to send and receive data to and from other vehicles and drivers (V2V communication) and to and from infrastructure (V2I communication). Further, infrastructure and the transportation agencies that manage it must be able to collect, process, distribute and archive these data quickly, reliably, and securely. This paper focuses on current digital roadway infrastructure initiatives and highlights the importance of including digital infrastructure investment alongside more traditional infrastructure investment to keep up with the auto industry's push towards this real time communication and data processing capability. Agencies responsible for transportation infrastructure construction and management must collaborate, establishing national and international platforms to guide the planning, deployment and management of digital infrastructure in their jurisdictions. This will help create standardized interoperable national and international systems so that CAV technology is not deployed in a haphazard and uncoordinated manner
