    Grundlagen des Cloud Computing : Cloud Computing in der Öffentlichen Verwaltung

    Sowohl der Kostendruck im Öffentlichen Sektor, als auch die Nachfrage von BĂŒrgern nach Online-Dienstleistungen (E-Government) fĂŒhren zu wachsendem Interesse von Kommunen an effizienter IT. Die Anbieterseite im Öffentlichen Sektor konstituiert sich in Deutschland in vielfĂ€ltigen Rechtsformen öffentlich-rechtlicher IT-Dienstleister. Besonders hĂ€ufig vereinen sich mehrere Kommunen als Zweckverband. Es entsteht eine Kommunale Datenverarbeitungszentrale (KDVZ) fĂŒr die gemeinsame AufgabenerfĂŒllung in den Bereichen der IT. Die Anwenderseite dieser IT-Dienste im Öffentlichen Sektor wird gebildet durch Bund, LĂ€nder, Kommunen, Gemeinden, Behörden, Wissenschaft und Forschung sowie Sozialversicherungen. Die Kommunen generieren mit Abstand den grĂ¶ĂŸten Teil des Umsatzes von IT-Diensten. Trotz der zahlreichen theoretischen Vorteile von Cloud-Diensten behindern den Einsatz von Cloud Computing im Öffentlichen Sektor u.a. fehlende Anreizmechanismen, bĂŒrokratisch schwerfĂ€llige Strukturen und Prozesse, heterogene Systemlandschaften sowie ein erhöhtes BedĂŒrfnis nach Sicherheit und Compliance. Im Rahmen eines Workshops wurden die fĂŒnf NIST-Kriterien der Cloud Computing Definition auf den Öffentlichen Sektor ĂŒbertragen und konkrete Vor- und Nachteile abgeleitet. Als Ergebnis resultiert, dass (1) ein bedarfsgerechter Selbstservice nicht den regulĂ€ren Anwendungsfall im Öffentlichen Sektor bedient, (2) der Netzwerkzugang sich auf private Strukturen beschrĂ€nken sollte, (3) ein gemeinsamer Ressourcenpool das Potential zur Verletzung der Informationssicherheit aufweist, (4) umfassende Planungen im Öffentlichen Bereich kaum elastische Skalierbarkeit erfordern und (5) Überwachungsdienste fĂŒr eine transparente und verbrauchsabhĂ€ngige Abrechnung möglicherweise schwer akzeptiert werden. Dennoch stellen sich die LĂ€nder, mit den USA als Vorreiter, diesen Herausforderungen.     The Role of the Emerging Countries in the G20: Agenda-setter, Veto Player or Spectator? Bruges Regional Integration & Global Governance Paper 2/2011

    In 2008, the G20 convened for the first time at leaders’ level, making emerging countries such as China, India and Brazil permanent members of an informal gathering at the highest political level. The aim of this paper is to refine previous assessments on the role of these emerging countries in the new G20. We first analyse the preferences of the United States and European members as a proxy for G8 positions and then juxtapose them with the preferences of China, India and Brazil as representatives of the emerging countries within the G20. We find that the latter share in particular the concern for more voice in global economic governance but – due to often heterogeneous preferences – do not generally act as a bloc. Moreover, by comparing their preferences with G20 outcomes, the paper investigates to what extent the emerging countries have agenda-setting or veto power, or whether they are taking a back-seat role among the G20 countries. We show that they are not mere spectators but have a certain agenda-setting power, especially when they are able to forge coalitions or hold the presidency

    -- Sustainable development remains a formidable challenge for the societies of the 21st century. A number of concepts have been put forward on how to reach sustainability at a macro-economic level. These concepts are based on different points of view of economic, social and environmental systems and their behaviour, and derive their legitimacy from economic and environmental theories. An overriding priority of companies attempting to promote sustainability at enterprise and sector level is to translate these broad concepts and the indicators behind into specific concepts and measurable indicators useful in day-to-day business decisions. For companies and sectors it is important to know what kind of targets and actions they will bring on a path to sustainability. That is true for economic targets (high profit, high competitiveness, low investment payback, etc.), as for ecological (high life-cycle wide resource productivity, low toxicity, high biodiversity, low erosion, etc.) and social targets (from employee satisfaction over a low unemployment rate to overall stability in society). Therefore, COMPASS (companies' and sectors'path to sustainability) has been developed to provide decision-makers in a company or sector withsufficient information. COMPASS offers the methodological framework, the instruments and measures to operationalise the normative concept of sustainable development at micro level. The methodology aims at considering economic, ecological and social aspects throughout the whole product system in order to enable decision-makers to optimise processes, products and services towards a sustainable satisfaction of demand. It shows the sustainability performance gaps and helps to communicate possible action to reduce these gaps.COMPASS consists of five elements. Four creative and assessing elements are COMPASSprofile, COMPASSvision, COMPASSanalysis and COMPASSmanagement.
