    Should non-euro area countries join the single supervisory mechanism?

    Irrespective of the euro crisis, a European banking union makes sense, including for non-euro area countries, because of the extent of European Union financial integration. The Single Supervisory Mechanism (SSM) is the first element of the banking union. From the point of view of non-euro countries, the draft SSM regulation as amended by the EU Council includes strong safeguards relating to decision-making, accountability, attention to financial stability in small countries and the applicability of national macroprudential measures. Non-euro countries will also have the right to leave the SSM and thereby exempt themselves from a supervisory decision. The SSM by itself cannot bring the full benefits of the banking union, but would foster financial integration, improve the supervision of cross-border banks, ensure greater consistency of supervisory practices, increase the quality of supervision, avoid competitive distortions and provide ample supervisory information. While the decision to join the SSM is made difficult by uncertainty surrounding other elements of the banking union, including possible burden sharing, we conclude that non-euro EU members should stand ready to join the SSM and be prepared for negotiations on the other elements of the banking union

    In this thesis we address the problem of integrated software pipelining for clustered VLIW architectures. The phases that are integrated and solved as one combined problem are: cluster assignment, instruction selection, scheduling, register allocation and spilling. As a first step we describe two methods for integrated code generation of basic blocks. The first method is optimal and based on integer linear programming. The second method is a heuristic based on genetic algorithms. We then extend the integer linear programming model to modulo scheduling. To the best of our knowledge this is the first time anybody has optimally solved the modulo scheduling problem for clustered architectures with instruction selection and cluster assignment integrated. We also show that optimal spilling is closely related to optimal register allocation when the register files are clustered. In fact, optimal spilling is as simple as adding an additional virtual register file representing the memory and have transfer instructions to and from this register file corresponding to stores and loads. Our algorithm for modulo scheduling iteratively considers schedules with increasing number of schedule slots. A problem with such an iterative method is that if the initiation interval is not equal to the lower bound there is no way to determine whether the found solution is optimal or not. We have proven that for a class of architectures that we call transfer free, we can set an upper bound on the schedule length. I.e., we can prove when a found modulo schedule with initiation interval larger than the lower bound is optimal. Experiments have been conducted to show the usefulness and limitations of our optimal methods. For the basic block case we compare the optimal method to the heuristic based on genetic algorithms.     Background Dementia has an enormous impact on the lives of individuals and families, and on health and social services, and this will increase as the population ages. The needs of people with dementia and their carers for information and support are inadequately addressed at all key points in the illness trajectory. Methods The Unit is working specifically on an evaluation of the impact of the Mental Capacity Act 2005, and will develop practice guidance to enhance concordance with the Act. Phase One of the study has involved baseline interviews with practitioners across a wide range of services to establish knowledge and expectations of the Act, and to consider change processes when new policy and legislation are implemented. Findings Phase 1, involving baseline interviews with 115 practitioners, identified variable knowledge and understanding about the principles of the Act. Phase 2 is exploring everyday decision-making by people with memory problems and their carers

    Many of the Swiss Cantons have regulated the relations between church and state by establishing, in their public law, corporations at the levels of the municipality and of the canton. The role and the rights of these corporations, especially obligatory membership in them, is the object of ongoing political and legal debate. Both on the side of the courts and of the church, the present system has come under scrutiny, while the corporation representatives and also a majority of the population seem intent on maintaining it. This paper explains and examines the presently valid church-state relations, focusing on the Canton of Zurich, and looks at the suggestions for reform elaborated by an experts’ commission instituted by the Conference of Swiss Bishops. In conclusion, it presents some more general reflections on the challenges to individual and corporative religious freedom today, in Switzerland and beyond
