    DuPage County, Illinois, Plan to End Homelessness: Progress at the Five-Year Mark and a Blueprint for Moving Forward

    The DuPage County Homeless Continuum of Care (CoC) was an early leader nationally and locally in the development and implementation of its 10-Year Plan to End Homelessness in 2003. In October 2007, the Heartland Alliance Mid-America Institute on Poverty was hired to conduct the evaluation and to facilitate a planning process to inform the update of the Plan.This report documents the tremendous successes of the past five years, outlines the process by which stakeholders were re-energized and re-engaged, and establishes a new blueprint for success for the coming five years. The DuPage County CoC is proceeding from this point even more committed to collaboration and success in ending homelessness in DuPage County

    In February 1996 A Strategy for the Management of Salmon in England and Wales was launched by the National Rivers Authority. The strategy concentrates on four main objectives for the management of salmon fisheries in England and Wales: (i) Optimise the number of salmon returning to home water fisheries, (ii) Maintain and improve the fitness and diversity of salmon stocks, (iii) Optimise the total economic value of surplus stocks, (iv) Ensure necessary costs are met by beneficiaries. These four objectives will be addressed through local Salmon Action Plans (SAPs) which will be produced for each of the principle salmon rivers in England and Wales by the year 2001. This Salmon Action Plan for the River Lune reviews the status of the stock and the fisheries, seeks to identify the main factors limiting performance, to draw up and cost a list of options to address these, and to consult with local interest groups

A consultation report was produced for the River Ribble and released publicly in October 1999. This document determined an egg deposition figure of 8.5 million eggs for the Ribble, that would allow maximum gain from the net and rod fisheries; raised a number of issues which are thought to currently limit salmon production; identified actions which may be undertaken by the Environment Agency and other bodies to improve stocks. This action plan re-addresses the issues raised in the consultation document, taking into account the comments received, and also identifies areas of possible improvement in data gathering that would allow more accurate estimation of the spawning target and compliance in future years. The progress of this plan will be monitored and reported annually

    An agent-based dynamic information network for supply chain management

    One of the main research issues in supply chain management is to improve the global efficiency of supply chains. However, the improvement efforts often fail because supply chains are complex, are subject to frequent changes, and collaboration and information sharing in the supply chains are often infeasible. This paper presents a practical collaboration framework for supply chain management wherein multi-agent systems form dynamic information networks and coordinate their production and order planning according to synchronized estimation of market demands. In the framework, agents employ an iterative relaxation contract net protocol to find the most desirable suppliers by using data envelopment analysis. Furthermore, the chain of buyers and suppliers, from the end markets to raw material suppliers, form dynamic information networks for synchronized planning.     The Public Health Effects of Sprawl: A Compelling Case for Addressing Public Health in Transportation and Land Use Policy

    The Environmental and Energy Study Institute, in conjunction with the Senate Smart Growth Task Force, held a Congressional briefing to explore the relationship between public health, transportation and land-use. New studies indicate that improvements in land use and community design could help moderate many of the chronic diseases of the 21st century -- high blood pressure, obesity, and asthma -- by providing transportation options that increase physical activity and reduce air pollution. The panel discussed the need to adequately address health considerations in transportation and land-use decisions, and the specific policy measures that could move us toward healthier land-use patterns and healthier communities. The Senate Smart Growth Task Force founded by Senators Carl Levin (D-MI) and Jim Jeffords (I-VT) co-sponsored this briefing. In her opening remarks, Kris Sarri, legislative assistant to Senator Jack Reed (D-RI), a member of the Task Force, invited Senate offices to join the task force. Established in 1999, the Task Force provides Senators with a forum for education and coordination of efforts concerning sustainable growth patterns. The overall goal of the Task Force is to determine and promote ways the federal government can help states and localities to address their own growth management issues. On the date of the briefing 20 Senators or 1/5th of the Senate were listed as members of the Task Force

    Reset-free Trial-and-Error Learning for Robot Damage Recovery

    The high probability of hardware failures prevents many advanced robots (e.g., legged robots) from being confidently deployed in real-world situations (e.g., post-disaster rescue). Instead of attempting to diagnose the failures, robots could adapt by trial-and-error in order to be able to complete their tasks. In this situation, damage recovery can be seen as a Reinforcement Learning (RL) problem. However, the best RL algorithms for robotics require the robot and the environment to be reset to an initial state after each episode, that is, the robot is not learning autonomously. In addition, most of the RL methods for robotics do not scale well with complex robots (e.g., walking robots) and either cannot be used at all or take too long to converge to a solution (e.g., hours of learning). In this paper, we introduce a novel learning algorithm called "Reset-free Trial-and-Error" (RTE) that (1) breaks the complexity by pre-generating hundreds of possible behaviors with a dynamics simulator of the intact robot, and (2) allows complex robots to quickly recover from damage while completing their tasks and taking the environment into account. We evaluate our algorithm on a simulated wheeled robot, a simulated six-legged robot, and a real six-legged walking robot that are damaged in several ways (e.g., a missing leg, a shortened leg, faulty motor, etc.) and whose objective is to reach a sequence of targets in an arena.
