    Shifting to a Higher Gear in a Natural Language System

    We have completed the development of the REL System, a system for communicating with the computer in natural language concerning a relational database. We have been using that system in a series of experiments on how people actually do communicate in solving an intellectual task. These experiments, together with our general experience with REL, and related work elsewhere, have led us to the specification and development of a new system, the POL (Problem Oriented Language) System. POL is an evolutionary extension of REL, preserving what has worked, and extending and adding new capabilities to meet observed needs. These improvements include more responsive diagnostics, handling of sentence fragments, inter knowledge base communications, and new facilities for building and extending the knowledge bases of users.     Variable-speed rotor helicopters: Performance comparison between continuously variable and fixed-ratio transmissions

    Variable speed rotor studies represent a promising research field for rotorcraft performance improvement and fuel consumption reduction. The problems related to employing a main rotor variable speed are numerous and require an interdisciplinary approach. There are two main variable speed concepts, depending on the type of transmission employed: Fixed Ratio Transmission (FRT) and Continuously Variable Transmission (CVT) rotors. The impact of the two types of transmission upon overall helicopter performance is estimated when both are operating at their optimal speeds. This is done by using an optimization strategy able to find the optimal rotational speeds of main rotor and turboshaft engine for each flight condition. The process makes use of two different simulation tools: a turboshaft engine performance code and a helicopter trim simulation code for steady-state level flight. The first is a gas turbine performance simulator (TSHAFT) developed and validated at the University of Padova. The second is a simple tool used to evaluate the single blade forces and integrate them over the 360 degree-revolution of the main rotor, and thus to predict an average value of the power load required by the engine. The results show that the FRT does not present significant performance differences compared to the CVT for a wide range of advancing speeds. However, close to the two conditions of maximum interest, i.e. hover and cruise forward flight, the discrepancies between the two transmission types become relevant: in fact, engine performance is found to be penalized by FRT, stating that significant fuel reductions can be obtained only by employing the CVT concept. In conclusion, FRT is a good way to reduce fuel consumption at intermediate advancing speeds; CVT advantages become relevant only near hover and high speed cruise condition

    Hog Daddy and the Walls of Steel: Catch Shares and Ecosystem Change in the New England Groundfishery

    The U.S. National Oceanic and Atmospheric Administration implemented marketbased fishery management in the New England groundfishery as catch shares, controlling aggregate harvests through tradable annual catch quotas allocated to fishing groups called sectors. Policy supporters assert that resulting markets raise conservation incentives. In compliance with the Magnuson–Stevens Fishery Conservation and Management Act, species assessments permit catch shares to replace more spatially and temporally specific constraints on fishing gear, time, areas, and daily harvest limits. Qualitative evidence from field interviews and participant observation questions the efficacy of catch shares. Fishing industry members observe that increased presence of large trawl vessels in previously protected areas damages fish subpopulations and benthic habitat. Regulatory bioeconomic models fail to consider these lay observations. The consequent inability of quota markets to recognize the materiality of human–environment relationships at the spatiotemporal scales of fishing activity, and to internalize associated externalities, may have devastating consequences for the fishery

    Quantifying fisher responses to environmental and regulatory dynamics in marine systems

    Thesis (Ph.D.) University of Alaska Fairbanks, 2017Commercial fisheries are part of an inherently complicated cycle. As fishers have adopted new technologies and larger vessels to compete for resources, fisheries managers have adapted regulatory structures to sustain stocks and to mitigate unintended impacts of fishing (e.g., bycatch). Meanwhile, the ecosystems that are targeted by fishers are affected by a changing climate, which in turn forces fishers to further adapt, and subsequently, will require regulations to be updated. From the management side, one of the great limitations for understanding how changes in fishery environments or regulations impact fishers has been a lack of sufficient data for resolving their behaviors. In some fisheries, observer programs have provided sufficient data for monitoring the dynamics of fishing fleets, but these programs are expensive and often do not cover every trip or vessel. In the last two decades however, vessel monitoring systems (VMS) have begun to provide vessel location data at regular intervals such that fishing effort and behavioral decisions can be resolved across time and space for many fisheries. I demonstrate the utility of such data by examining the responses of two disparate fishing fleets to environmental and regulatory changes. This study was one of "big data" and required the development of nuanced approaches to process and model millions of records from multiple datasets. I thus present the work in three components: (1) How can we extract the information that we need? I present a detailed characterization of the types of data and an algorithm used to derive relevant behavioral aspects of fishing, like the duration and distances traveled during fishing trips; (2) How do fishers' spatial behaviors in the Bering Sea pollock fishery change in response to environmental variability; and (3) How were fisher behaviors and economic performances affected by a series of regulatory changes in the Gulf of Mexico grouper-tilefish longline fishery? I found a high degree of heterogeneity among vessel behaviors within the pollock fishery, underscoring the role that markets and processor-level decisions play in facilitating fisher responses to environmental change. In the Gulf of Mexico, my VMS-based approach estimated unobserved fishing effort with a high degree of accuracy and confirmed that the regulatory shift (e.g., the longline endorsement program and catch share program) yielded the intended impacts of reducing effort and improving both the economic performance and the overall harvest efficiency for the fleet.     Preliminary power train design for a state-of-the-art electric vehicle

    The state-of-the-art (SOTA) of electric vehicles built since 1965 was reviewed to establish a base for the preliminary design of a power train for a SOTA electric vehicle. The performance of existing electric vehicles were evaluated to establish preliminary specifications for a power train design using state-of-the-art technology and commercially available components. Power train components were evaluated and selected using a computer simulation of the SAE J227a Schedule D driving cycle. Predicted range was determined for a number of motor and controller combinations in conjunction with the mechanical elements of power trains and a battery pack of sixteen lead-acid batteries - 471.7 kg at 0.093 MJ/Kg (1040 lbs. at 11.7 Whr/lb). On the basis of maximum range and overall system efficiency using the Schedule D cycle, an induction motor and 3 phase inverter/controller was selected as the optimum combination when used with a two-speed transaxle and steel belted radial tires. The predicted Schedule D range is 90.4 km (56.2 mi). Four near term improvements to the SOTA were identified, evaluated, and predicted to increase range approximately 7%

    Off-line optimization based active control of torsional oscillation for electric vehicle drivetrain

    © 2017 by the authors. As there is no clutch or hydraulic torque converter in electric vehicles to buffer and absorb torsional vibrations. Oscillation will occur in electric vehicle drivetrains when drivers tip in/out or are shifting. In order to improve vehicle response to transients, reduce vehicle jerk and reduce wear of drivetrain parts, torque step changes should be avoided. This article mainly focuses on drivetrain oscillations caused by torque interruption for shifting in a Motor-Transmission Integrated System. It takes advantage of the motor responsiveness, an optimal active control method is presented to reduce oscillations by adjusting motor torque output dynamically. A rear-wheel-drive electric vehicle with a two gear automated manual transmission is considered to set up dynamic differential equations based on Newton's law of motion. By linearization of the affine system, a joint genetic algorithm and linear quadratic regulator method is applied to calculate the real optimal motor torque. In order to improve immediacy of the control system, time consuming optimization process of parameters is completed off-line. The active control system is tested in AMEsim® and limitation of motor external characteristics are considered. The results demonstrate that, compared with the open-loop system, the proposed algorithm can reduce motion oscillation to a satisfied extent when unloading torque for shifting

    EcoGIS – GIS tools for ecosystem approaches to fisheries management

    Executive Summary: The EcoGIS project was launched in September 2004 to investigate how Geographic Information Systems (GIS), marine data, and custom analysis tools can better enable fisheries scientists and managers to adopt Ecosystem Approaches to Fisheries Management (EAFM). EcoGIS is a collaborative effort between NOAA’s National Ocean Service (NOS) and National Marine Fisheries Service (NMFS), and four regional Fishery Management Councils. The project has focused on four priority areas: Fishing Catch and Effort Analysis, Area Characterization, Bycatch Analysis, and Habitat Interactions. Of these four functional areas, the project team first focused on developing a working prototype for catch and effort analysis: the Fishery Mapper Tool. This ArcGIS extension creates time-and-area summarized maps of fishing catch and effort from logbook, observer, or fishery-independent survey data sets. Source data may come from Oracle, Microsoft Access, or other file formats. Feedback from beta-testers of the Fishery Mapper was used to debug the prototype, enhance performance, and add features. This report describes the four priority functional areas, the development of the Fishery Mapper tool, and several themes that emerged through the parallel evolution of the EcoGIS project, the concept and implementation of the broader field of Ecosystem Approaches to Management (EAM), data management practices, and other EAM toolsets. In addition, a set of six succinct recommendations are proposed on page 29. One major conclusion from this work is that there is no single “super-tool” to enable Ecosystem Approaches to Management; as such, tools should be developed for specific purposes with attention given to interoperability and automation. Future work should be coordinated with other GIS development projects in order to provide “value added” and minimize duplication of efforts. In addition to custom tools, the development of cross-cutting Regional Ecosystem Spatial Databases will enable access to quality data to support the analyses required by EAM. GIS tools will be useful in developing Integrated Ecosystem Assessments (IEAs) and providing pre- and post-processing capabilities for spatially-explicit ecosystem models. Continued funding will enable the EcoGIS project to develop GIS tools that are immediately applicable to today’s needs. These tools will enable simplified and efficient data query, the ability to visualize data over time, and ways to synthesize multidimensional data from diverse sources. These capabilities will provide new information for analyzing issues from an ecosystem perspective, which will ultimately result in better understanding of fisheries and better support for decision-making.
